There were present: Mayor C. V. Jackson, presiding. Councilmen: Claude B. Galli.znore, Eugene L. Nuckols, John W. Nash, F. L. Carrico, Glen K. Aust, T. J. McCarthy, W. S. Cummings Absent: Billy B. Bouldin Visitors: Bill Akers, Reporter for Southwest Times The invocation was given by Councilman Aust. Minutes of the regular meeting of January 17th were approved. Town Manager Noland advised that a check in the sum of $202.23 had been received from the Virginia Municipal League, $202.23 REFUNDED the Town having advanced the sum of $360.00 on December 23, 1958 for RE: COURT COSTS IN CASE OF BD. court costs, and with the return of the sum of $202.23, the differ- OF SUPERVISORS V. Councilman Aust, Chairman of Council's Recreation Committee, advised that his committee recommends Mr. Peck Baxter PECK BAXTER to fill the vacancy on the Recreation Commission created by the APPOINTED TO RECREATION resignation of Mr. J. B. Brillheaxf„ and forthwith moved that COMMISSION TO FILL VACANCY; Mr. Baxter be nominated to the Recreation Commission. This BRILLHEART RESIGNED motion was seconded by Councilman McCarthy, and; carried un- animously. Councilman Gallimore, Chairman of the Council's Police Committee, advised that his committee had met with the MERCHANTS Merchants Council with regards to reducing parking meter COUNCIL REQUEST REDUCTION IN violation fines from $1.00 to $0.25. M. on the day of issuance; and if such penalties were not paid on the day of issuance, in an effort to cut down on the cost of collecting such penalties, the committee felt that a penalty of $2.50 should be assessed against such violators, instead of 25¢, and that only one letter be written to such violators. A general discussion followed, and Councilman Nash stated he would like to make a motion to the effect that the penalty for overtime parking be reduced from $1.00 to $0.25, and if not paid by 7:00 P. M. on the day of issuance, a letter be written advising such violator that the penalty for such non-payment was $2.50, and if this was not paid within a specified time, colle~- tion to be made immediately by legal action, if necessary. There was no second to this motion, and after further discussion Councilman Mash withdrew his motion and moved that the Town Attorney be directed to draw an ordinance to incorporate the views and suggestions made by the Council, establishing new penalties, procedured, etc., for overtime parking at meters. This motion was seconded by Councilman Gallimore, and carried on the unanimous vote of those present. There followed a discussion with regards to converting the parking meters on Third Street from one-hour to two-hour meters, as well as placing meters in three free parking spaces in front of the new Courthouse. Town Manager Noland advised that it was estimated that the meters could be converted ~.t a cost of ORDINANt;E TO BE DRAWN T0~ PROVIDEapproximately $60.00. On motion of Councilman Cummings, seconded FOR TWO-HOUR PARKING ON by Councilman McCarthy, and carried on the unanimous vote, it THIRD ST~tEET was, RESOLVED, that Town Attorney Moore be directed to prepare ,~ the ne~tessary resolution for an amendment to the Town Ordinance providing for two-hour parking meters on Third Street. Several members of Council were of the opinion that signs should be erected directing the public to "free parking" lots. 3322 Council rains. contd. Feb. 7, 1961, !~ P. M. Councilman Carrico moved that Council accept the recommendation of the Planning Commission with regards to the petition of Thomas K. Johnston, and that the petition of Harold L. Beamer be referred to the Planning Commission. This motion died for lack of a second. A review was made by Town Attorney Moore with regards to the two petitions, and as a result of which Councilman Carrico moved that Council accept COUNCIL ACCEPTS the recommendation of the Planning Commission that the petition` RECOM. OF PLANNING COMMISSION RE: of Thomas K. Johnston be denied because the Planning Commission THOMAS K.JOHNSTON, H.L.BEAMER did not approve of spot zoning. This motion was seconded by PETITION REFERRED TO PLANNING COMM. Councilman Gallimore, and carried on a majority vote, with Councilman Nuckols abstaining. Councilman Carrico then moved that the petition of Harold L. Beamer, under request number-three of said petition, dated October 19, 1960, be referred to the Planning Commission. This motion was seconded by Councilman Aust, and carried unanimously. Town Manager Noland presented the application of PUBLIC HEARING TO BE HELD RE APPLICATION OF L.J.WEDDLE TO PARK HOUSE TRAILER ON NE4JBERN RD. Lonnie J. Weddle to park a house trailer on a lot back of Shop Rite Cash Market on Newbern Road, which lot had at some previous time been used as a trailer parking lot. On motion of Councilman McCarthy, seconded by Councilman Cummings, and carried unanimously, it was, RESOLVEDs that a public hearing as stipulated in the ordinance pertaining to the parking of house trailers, be held. Thepossibility of opening Hogan's lake for bank fishing T~~N MGR. TO INVESTIGATE POSSIBILITY OF OPENING HOGAN"S RESERVOIR FOR "BANK FISHING" was discussed, and on motion of Councilman Nash, seconded by Councilman Cummings, and carried unanimously, it was, RESOLVED, that Town Manager Noland investigate the matter further and report back to Council. FIRST PORTION OF MASTER PLAN STUDIES It was reported that the Planning Commission had RECEIVED, received from the State Department of Conservation and U.S. CENSUS POPULATION Economic Development, through its Abingdon representative, SURVEY WILL BE OF GREAT the first formal portion of the Master Plan studies, BENEFIT TO MASTER PLAN namely: a population survey. Census Bureau figures on the relationship of Pulaski Town and County population with that of the population of surrounding towns, cities and counties. It was explained that this report is only a very small part of the Master Plan studies but the information would be of great value .
