Minutes of the regular meeting of the Pulaski Town
Council, held on the 7th day of March, 19b1, at x.:00 P. M., in
the Municipal office.
There were present: Mayor C. V. Jackson, presiding.
Councilmen: Billy B. Flint, ti~T. S. Cummings, T. J.

Minutes of the meeting of February 21st were approved.
Council heard from several members of the delegation
from Mathews Court requesting that the short street west of Berlin
Cable's property on Mathews Court be hardsurfaced as well as the
drainage situation be corrected to eliminate water from running

Jackson, Town Manager Noland advised he had no knowledge of any
asphalt being on this street, but that it had been graveled, making
it an all-weather street, and that the Town was experiencing bad
street conditions all over town as a result of the winter freeze and
recent thaw; and t'~tat because of the height of the street in
relation to some of the houses along this street, it would be
necessary that curb and gutter be installed to properly take
care of the drainage situation. A general discussion followed,
and Councilman Nash stated that since he had been a member of
the Street Committee this was the third request from residents
of Mathews Court for hardsurfacing this street. He stated that
several summers ago a water pump owned by these residents failed

and Council was requested to install a water line to serve them
which Council agreed to do, in special sFssion, but in the meantime

the pump was re_oaired and they withdrew their request for water
service and asked that the street be hardsurfaced; again during the
summer of 1960 a delegation from Mathews Court reouested Council to
hardsurface the street, and on both of these occasions they were
advised by Council that it would not be practical to hardsurface the
street and later on when a water line became necessar;~, to tear up the
street and lay the pipe. On motion of Councilman McCarthy, and
seconded by Councilman Flint, and carried unanimously, it was,
RESOLVF,D, that the reauest be referred to the Street Committee for
proper investigation and recommendation 'oe made to Council.
Fred Jackson told Council he had plans for opening a sub-
division near his residence, between Peppers Ferry Road and Route 11, aid

which had been authorized by Council to take priority over other sewer j
installations; and which had been held u~, because of the construction %~rork
on Route 99, had not been completed. Mr. Jackson was advised that
because of the outstanding sewer project, Council could not at this
time give him a definite answer. Mr. Jackson was also advised to
present his plans to Town Manager Noland and that a cost estimate
would be made. At this point Fred Jackson asked that t'ne request be
dropped and deleted from the minutes.
Mrs. Mona Leftwich petitioned Council for a .legal closing

closing of the street was referred to the Street Committee with
instructions to investigate and make a report to Council.

Town Manager Noland stated that a recent letter from
the U. S. Department of Commerce, Bureau of Census, advised that a.11
records had been checked relating to Pulaski, and they could find

CENSUS COUNT nothing to suggest that the 1960 Census count for the Town was

PER LETTER erroneous; that their count for the area annexed to Pulaski
FROP~ US DEPT.
OF COMMERCE since 1950 is 2,27 which is in close agreement, all owing for
changes between January 1, 1958 and April 1, 1960, with the
figures cited in a recent letter from r1r. Noland. Official 1960
Census for the Town is 10,x;69.
Town Attorney Moore stated he had been advised by Mr.
Smith, Urban Engineer, of the State Highway Department that the

(ROUTE i#611) within the town limits, (approximately 0.7 mile) and granted
authority to finance the proposed extension, with fifty per cent
Town of Pulaski Funds, and noting that the Town had agreed to bear
100 per cent o" the cost of the survey and plan design by a
resolution of Council.
Town Manager Noland read a request from Marvin G.
Graham for the extension of a sewer line from 17th Street to his

On motion of Councilman Cummings, seconded by Councilman
Aust, and carried on the following recorded vote, the following
resolution was adopted:

WHEREAS, the Town has abandoned certain portions of an
easement granted to them by Pulaski Iron Company dated the
15th day of April, 1913, and has relocated said outfall sewer
line on a certain other easements for which the General
Che~Cmical Division, Allied Chemical Corporation, has granted
it an easement;

NOW, TI-iE REFOR.r'~,, BE IT RESOLVED:
(l) That the easement granted the Towr. by the General
Chemical Division, Allied Chemical Corporation, on the 7th
day of March, 1961, be, and the same is hereby, accepted,
and is executed on behalf of said Town, and the obligations
and representations of the Town as set forth therein are
hereby assumed pursuant to the lawful authority of this
council.
(2) That the Town give unto the General Chemical
Division, Allied Chemical Corpoation, a release or
quit-claim deed to that certain portion of the easement
for the old sewer line which has been abandoned, and that the
Mayor and other proper officials execute and deliver said
instrument unto the General Chemical Division, Allied
Chemical Corporation.
On motion of Councilman Aust, seconded by Councilman Nash,
and carried on the follo~ring recorded vote:

it was, RESOLVED that the Town enter into an agreement
with the General Chemical Company, covering a right of way and easement
to construct, maintain, operate, repair, alter, replace and remove a
twenty-four (21~) inch sanitary sewer pipe line over a portion of the
right of way and easement, and a fifteen (15") inch sewer pipe line
over a different portion of said right of way and easement, and that
the Mayor be, and he hereby is, authorized to execute said agreement.
There was a discussion of the T•Iew River Valley Industrial
Commission's proposed budget of $22,500.00 a year for each of the next
five years, with the counties of Giles, Montgomery and Pulaski each

It was the feeling of all councilmen that they go on record as favorinffi
the project of the Industrial Commission. However, Councilman Flint
wondered how much longer Council could find money fDr this project

when money for a recreation program could not be found. On
motion of Councilman Nash, seconded by Councilman Cummings,
and carried unanimously, it was, RESOLVED, that the Town go on
record as agreeing to pay their proportionate share of the Commission"s
budget costs.
Totrn rTanager Noland advised Council that a town employee
since 1931, Roy C. Martin, had been injured on December g, 1960
and had not been able to work since; that the Insurance Company

FOR ROY C.I~IARTIPT After a discussion of this situation, on motion of Councilman Flint,

seconded by Councilman Gallimore, and carried unanimously, it was
RESOLVED, that sick .leave be granted to Roy C. Martin, the details
of such sick leave to be left to the discretion of the Town Manager.
