Minutes of the regular meeting of the Pulaski Town
Council, held on the Ltth day of April, 19b1, at 4:00 P. M.
in the Municipal office.
There were present: Mayor C. V. Jackson, presiding.
Councilmen: Billy B. Flint, W. S. Cummings, T. J. McCarthy,
F. L. Carrico, John W. Nash, Eugene L. Nuckols, ,

The invocation was given by Councilman Flint.
Minutes of the regular meeting of March 21st were approved.
Mr. Stanley Frost, a member of the local Civil Air Patrol, ',.
Auxiliary to U. S. Air Force, asked Council if the Town would

Mayor Jackson declared the meeting to be a public hearing forj

appeared either for or against said proposals, and upon the
recommendation of the Town Manager, Councilman McCarthy moved that '.
the two permits be granted, which motion was seconded by Councilman
Nuckols and carried on the unanimous vote of those present.

Town Manager Noland stated that a letter from the U. S.

There followed a lengthy discussion betweBn U. S. Forest
Service representatives, E. L. Hurst and Paul Natale and
members of Council, with reference to the proposed Gatewood
Reservoir policies, in which it was brought out that all

use small motors on boats for supervisory purposes. Town
Attorney Moore suggested that as a means of assistance in the
patrol of the lake, a suitable fence be installed at the upper
end of the lake, with proper signs being erected directing traffic
away from the .lake. On motion of Councilman Gallimore, and carried
unanimously, it was, RESOLVED, that no gasoline or electric
power motors, or privately owned boats be permitted on Gatewood
Lake, pending the adoption of a permanent policy, except town
owned and governmental owned ones to be used in a supervisory
and patrol capacity.
On motion of Councilman Nuckols, seconded by Councilman
Aust, and carried unanimously, Town Manager Noland was authorized
to investigate the possibility of putting in a fence at the
west end of Gatewood Reservoir in order to keep out vehicular

that the Mayor appoint a committee as soon as possible to work
out the policies to be submitted to Council, with regards to
Gatewood Reservoir. Mayor Jackson appointed T. J. McCarthy,
John W. Nash, Eugene L. Nuckols and F. L. Carrico to the Gatewood
Reservoir Committee.

By letter, the Pulaski County Board of Supervisors
petitioned Council to remove four meters .from in front of the
new Courthouse on Third Street for the convenience of Courthouse
patrons. Town .Manager Noland stated that in the past three free
parking spaces had been marked off with ten minute parking limit,
but that this privilege had been abused and resulted in constant

parking lot in front of the Courthouse for patrons visiting at the '
Courthouse, and on motion of Councilman Nuckols, seconded by
Councilman Cummings, and carried unanimously, the petition was
tabled.
At a previous meeting of Council Town Attorney Moore had beef
authorized to investigate the aspects of the request of D. Obel Ratliff
that the Town consider the closing of an unopened alley, lying at
the rear of a building belonging to`him which is located at 235
East Second Street (Main Street). Mr. Moore advised that he had

time, and it was his recommendation that the matter be tabled. On
motion of Councilman Flint, seconded by Councilman Cummings, and
carried unanimously, it was, RESOLVED, that the recommendation of
Town Attorney Moore be accepted.
Town Manager Noland stated that to construct the sewer line
beyond 17th Street as had been requested by Marvin Graham, would
cost approximately $2500..00 to $3500.00, the high cost of an 8" j

and carried unanimously, it was, RESOLVED, that the matter of
a sewer line request made. by Mr. Graham be referred to the Sewer
Committee for investigation and recommendation to Council.
Council discussed a Letter from Mr. Hi11 of Jefferson
Mills to Councilman McCarthy, in which he referred to the Town's
ordinance relative to unsafe and rundown buildings, and called

MATTER Town Manager .Noland advised there was pending an application
by Mr. Douthat for a building permit for certain repairs to
his building located at 239. Commerce Street, and that Mr.
Douthat in a letter addressed to Councilman McCarthy, dated
April 3, 1961, had set out the repairs he wished to make to
his building at 239 Commerce and his desire to also repaid the
building on the corner of Valley and Commerce Streets. Inasmuch
as this was an administrative matter, on which the Town Manager
could act, no action was taken by Council.
As presented to the Council by Town Attorney Moore,
on motion of Councilman. Cummings, seconded by Councilman
Nash, and carried unanimously, the following resolution was
adopted:
RESOLUTION WHEREAS, the General Chemical Division, A17.ied
ADOPTED RE: Chemical Corporation, has granted, by letter dated the
AGREEMENT OF .day of , 1960, unto the Town of Pulaski,
GEN. CHEM. CO. Virginia, the au~~"ori ~y to temporarily enter upon certain
WRING RT. 99 lands lying adjacent to the southern boundary of Route #99,
CONSTRUCTION for temporary use during the construction of said Route
99 under the conditions set out and contained in said
letter.
NOW, THEREFORE, BE IT RESOLVED:
(l) That the terms under which the aforementioned
temporary use permit is granted, be, and the same are
hereby, accepted on behalf of said Town; and the use is
to be made under the obligations and conditions set forth
therein, and are hereby assumed pursuant to the lawful
authority of this Council.
(2) That the Mayor and other proper officials execute
the said instrument in the manner required by law.
On motion of Councilman Nuckols, seconded by Councilman
McCarthy, and carried unanimously, the following resolution was
adopted

WHEREAS, the General Chemical Division, Allied
Chemical .Corporation, has tendered an easement agreement, d
dated the day of , 1961, by which certain
additional r~ig"rit of way~o`r ou e 9 is granted, together
with sufficient rights for grades, etc., for acceptance
by the Town.
NOW, THEREFORE, BE IT RESOLVED:
(1) That the easement granted the Town by the General
Chemical Division, Allied Chemical Corporation, on the
day of , 1961, be, and the same is hereby,
accepted on beh o said Town; and the obligations and
conditions .therein contained are hereby assumed pursuant
to the lawful authority of this Council..
(2) That the Mayor and other proper officials execute
and accept said instrument in the manner required by law.
On motion of Councilman Gallimore, seconded by Councilman
Flint, and carried unanimously, the following resolution was adopted:
WHEREAS, the Town has abandoned a certain 36" storm
sewer pipe line located on and over property of Allied
Chemical Corporation located in the Town of Pulaski,
County of Pulaski, and Commonwealth of Virginia, and is
installing a 60" storm sewer pipe line on a certain
easement for which Allied Chemical Corporation, has
granted it an easement;
NOW, THEREFORE, BE IT RESOLVED:
RESOLUTION RE:
36" STORM DRAIN (1) That the easement granted the Town by Allied
GEN. CHEM. CO. Chemical Corporation, on the day of , 1961,
be, and the same. is hereby, accepted, and is executed
on behalf of said Town, and the obligations and representa-
tives of the Town as set forth therein are hereby assumed
pursuant to the lawful authority of this Council.

(2) That the Town give unto Allied Chemical Corporation
a release br quitclaim deed covering the property of Allied
Chemical Corporation over and under which the present 36" storm)
sewer pipe line is located, and that the Mayor and other
proper officials execute and deliver said instrument unto
Allied Chemical Corporation.
The Town Manager gave a progress report on the Town forc`les'
construction of Edgehill Drive. Tt was explained that since Pulaski
Veneer and Furniture Company had decided to purchase a near-by house for
the use of its caretaker rather than construct one, the Town had gained

agreed that the money spent would be either in the current fiscal
year or in the. upcoming fiscal year a.nd that the budgetary situation
would balance off £or this reason. It was further stated that it
appears that there will be no need to spend the $3,.000.00 appropriated
for interest on money which has not yet been borrowed to finance the
Towns portion of the Route 99 Project and that by adjustment of
outlays in the two fiscal years no additional financial burden would
be incurred by the immediate construction. Council agreed to the
general plan of immediate completion of the project at the convenience
of the Department of Public Works.
In connection with the project there arose the

possibility of placing curb and gutter on one side of the road.
The cost of such a project had not been calculated, nor was Council
ready to decide on whether to spend the additional funds for curb
and gutter on this project at this time. On motion of Councilman
McCarthy, seconded by Councilman Cummings, and carried unanimously,
it was, RESOLVED, that the matter of curb and gutter for Edgehill
Drive be turned over to the Street Committee for recommendation
to Council.
There being no further business, the meeting
adjourned at 6:00 P. M.
