Minutes of the regular meeting of the Pulaski Town Council,
held on the 18th day of April, 1961, at 4:00 P. M., in the Municipal
office.
There were present: Mayor C. V. Jackson, presiding.
Councilmen: Bi11y C. Flint, T. J. McCarthy, F. L. Carr3.co,

Mayor Jackson welcomed the student officials, council members

Minutes of the regular meeting of April 4th, were approved.
Councilman Aust, Chairman of ,the Recreation Committee and
also member of the Recreation Commission, reported that the Commission
had met on the 13th and 15th and interviewed applicants for the position.

and names, on motion of Councilman Aust, seconded by Councilman Flint,
and carried unanimously, it was, RESOLVED, that Second Street, beginning
at Magazine Street.on.the West, and a part of East Third Street,
beginning at Franklin Avenue and extending to the East Corporate
Limits be known as Main Street;, that the extension of Third
Street eastward from near Madison Avenue to where the new street
joins Main Street be known as Third Street; and that the short
street, including the new bridge across the new creek channel and
joining Main Street with First Street,. North, be hereafter known as
Bridge Avenue..
Town Manager Noland recommended to Council that the Civil

Air Patrol be allowed to store a portion of their equipment in the
old National Q.iard Drill Hall on First Street, West, where the
Civil Defense Hospital is now stored; and that since there was no
objection from the National Guard to CAP using one of the classrooms
and drilling at the new Armory, that CAP-s desk and small equipment
be stored in the new Armory on the mountain. On motion of Councilman
McCarthy, seconded by Councilman Nash, and carried unanimously, it was,
RESOLVED, that the recommetxiation of Town Manager Noland be accepted.
Town Attorney Moore advised Council at this time that two

hundred (200) Army beds, which are a part of Civilian Defense equipment,
would arrive in Pulaski some time Saturday of this week, and which
equipment would be available for emergency use and would add to the
hospital equipment already stored in the old drill hall for an
emergency hospital.
Councilman Carrico, also Chairman of the Sewer Committee,
stated his committee had met to consider the request of Marvin Graham
for a sewer line extension from .16th Street along Smith Lane beyond

for 550 feet) necessary for this extension as there are only three
houses at this time to connect to the line. He stated his committee
was of the opinion that should the subdivider wish to finance the
proposed extension, the Town could work out some contractural arrange-

ment whereby the subdivider would be refunded a certain portion

of the advanced funds for each new connection to the sewer line,
and that the matter was to remain open for further negotiations.
On motion of Councilman Flint, seconded by Councilman Aust, and
carried unanimously, the recommendation as outlined by Chairman Carrico
was accepted.

Town Manager- Noland advised that a formal application
for the .placing of a house trailer, which matter was carried on the agenda
for todays meeting, had not been received, and therefore no action
was necessary.
At this point Councilman Carrico stated that Council had

passed an ordinance prohibiting the parking of trailers in
residential districts, and later repealed same with the adoption
of the "Trailer Ordinance", and he was of the opinion that Council
should consider whether to re-instate this ordinance and asked that
the matter be placed on the agenda for Council's next regular meeting.
Town Manager Noland advised Council that Sam Herron had

offered to sell to the Town a 194? 2-ton tractor and low boy trailer
for the sum of $900.00. Mr. Noland explained to Council the ~aenefits

RESOLVED, that the tractor-trailer be purchased from Mr.
Herron, and the purchase price in the sum of $900.00 be appropriated
from the Equipment and Stores Fund.
For the benefit of the Youth Group, Mayor Jackson gave a
brief resume of the necessary procedures in obtaining airline service

Town Manager Noland advised Council that as a free
service to the Town, Mr. Keller, a District Traffic Engineer of
the Department of Highways, would work out a design of the traffic
lanes and markings from Edgehill Drive onto Route 11, stating

that this not be done at this time, but stated he felt that it
was absolutely necessary that curb and gutter be placed around the
Pulaski Veneer and Furniture Company's emergency reservoir, which
probably could be done for not more than $300.00. On motion of
Councilman McCarthy, seconded by Councilman Nash, and carried
unanimously, it was, RESOLVED, that curb and gutter be placed
around the emergency reservoir adjacent to Edgehill Drive, as a
part of the project costs .

Town Manager Noland displayed the topographic map of
Loving Field which had just been received. At this point Councilman

the site the Town would install water and sewer service to the Loving
Field site, to be on record and serve as an additional drawing card
for industrial development. On motion of Councilman McCarthy,
seconded by Councilman Nash, and carried unanimously, it was, RESOLVED
that the Town Attorney be, and he hereby is, authorized to draw the
proper resolution for such service, to be presented to Council at its
next meeting.
