HomeMy WebLinkAbout04-21-61~3~2 Council rains. cont'd .April 21, 1961, 5:00 P. M. Minutes of a called meeting of the Pulaski Town Council, held on the 21st day of April, 1961, at 5:00 P. M., in the Municipal office. There were present: Vice-Mayor T. J. McCarthy, presiding. Council.ir~n: Glen K. Aust, Billy B. Flint, Claude B. Gallimore, John W. Nash Also present: Town Manager: T. B. Noland Clerk: G1 adys R. Dalton The invocation was given by Councilman Flint. Vice-Mayor McCarthy stated the meeting had been called even though Mayor Jackson was out of Town, to consider the adoption of the resolution which Council authorized the Town Attorney on April 18th to prepare relative to the Town furnishing water and sewer services to the Loving Field industrial site under certain conditions. He further stated that in view of developing circumstances it was most imperative that the resolution be adopted as of this date, if possible. After reading the resolution to the members present, and following a discussion of same, on motion of Councilman Nash, seconded by Councilman Gallimore, and carried unanimously, the following resolution was adopted: COUPdCIL ADOPTS WHEREAS, the Town of Pulaski, Virginia, did by deeds RESOLUTION dated the 31st day of December, 1959, purchase one hundred and sixty- PROVIDING WATER six (166) acres of land, formerly known as Loving Field, which AND SEWER SERVICE lies approximately one and one-half miles North of the corporate TO LOVING FIELD limits of the Town of Pulaski, Virginia; and, INDUSTRIAL SITE WHEREAS, following the closing of Loving Field Airport on December 1, 1960, the said Town did, by resolution adopted on the 6th day of December, 1960, agree to make this tract or parcel of .land available for sale for industrial use and did thereby establish an industrial park, and has subsequently thereto had prepared a topographical map and drawing thereof; and, WHEREAS, it is and has been the desire, purpose and endeavor of the Council of the Town of Pulaski, Virginia, to do any and all things within its power and within its financial ability and as permitted by law, to promote economic development of the Town and surrounding areas and they do desire to continue this policy and to do such other things as they can to increase the possibility of industrial expansion. NOW, THEREFORE, BE IT RESOLVED, that the Council this day go on record and hereby establish a policy whereby they will install, construct, lay, and make available to the above tract or parcel of land an adequate water and sewer line, upon the submission to them of evidence that certain things have occurred, as follows: Council rains. contd. E ~~ (1) The execution of a lease, deed, or other binding commitment between the owner of said property and the proper authority of a proposed industry or Industrial Development Corporation; and, (2) The person proposing to establish an industry or erect a building therefor, submitting unto the said Town a drawing, blueprint or such other evidence as will indicate the needs of the .industrial plant, in reference to the volume and pressure of water required, and the type and amount of sewage for disposal, and the proposed date that construction will commence, and make therewith a firm proposal to the Town for the purchase of such service. That upon the occurrence of the above, the Mayor or Town Manager is by this resolution authorized to commit the said Town to the building of such installations of water and sewer line as will meet the needs of the industry or industries. Howev~r, should there be any doubt in the mind of the Mayors own Manager of the material or economic facts in connection with the procedure or proposal, then the Council shall be called into a regular or special meeting to make a decision upon the facts presented, or to conduct such other investigation as they may deem to be wise or necessary. That it shall be within the sole determination and discretion of the Town on the facts presented whether the requirements of the Town have been met, and the services are to be extended. It was stated that the Loving Field Industrial site would be shown to a prime prospect on Saturday, April 22nd, and it was the feel- ing of those members present, and on the motion of Councilman Flint, seconded by Councilman Aust, and carried unanimously, it was, RESOLVED, LOVING FIELD that pertaining to this prospect that the Town agree to sell Loving IND.SITE TO BF SHC7WN TC Field industrial site for the sum of $500.00 an acre, if the whole PROSPECTIVE INDUSTRIALIST tract is considered, and if this prospect was interested in less & SET PRICE ON LAND IF INT. acreage than the whole site, then Council would set another price for IN PURCHASIlVG SANS such portion as prospect would be interested in.
