Jackson, presiding. Councilmen: Billy B. Flint, W. S. Cummings, T. J. McCarthy Glen K. Aust, F. L. Carrico, Eugene L. Nuckols, Claude B. Gallimore, John w. Nash Also present: Town Manager: T. B. Noland Clerk: Gladys R. Dalton Town Attorney: Garnett S. Moore Visitors: Bill Akers of the Southwest Times Henry R. Smythers The invocation was given~by Councilman Carrico. Minutes of a regular meeting of April 18th, called meeting of April 21st, and 3oint meeting with the Recreation Commission held April 2l~th, were approved. Henry R. Smythers a resident of Birch Street, inquired of Council as to how soon the Town would extend the sewer line along Birch Street. He stated there were seven houses on the street, but he could only assure Council that five residents would be BIRCH ST. REQ. FOR SEWER EXT. interested in sewer at this time. After a short discussion of REFERRED TO SEWER COMMTTEE Mr. Smythers' request, Councilman Aust moved that this matter be turned over to the Sewer Committee for recommendation to Council, which motion was seconded by Councilman McCarthy, and carried on the unanimous vote. On motion of Councilman Nash, seconded by Councilman Gallimore, and carried unanimously, the following resolution was adopted: WHEREAS, a strong and efficient system of railroads is essential to the industrial and economic progress of this area; and, N.& W. MERCER RESOLUTION WHEREAS, it has been proposed that The New York, Chicago ADOPTED and St. Louis Railroad Company be merged into Norfolk and Western Railway Company and that Norfolk and Western Railway Company lease the lines and property of Wabash Railroad Company; and, WHEREAS, applications have been filed with the Interstate Commerce Commission in Finance Docket Nos. 21.510 and 2151, both inclusive, for authority to carry out the proposed unifica- tion:, and n Council rains. contd. WHEREAS, the Town of Pulaski, Virginia, is of the opinion that the merger of the New York, Chicago and St. Louis Railroad Company into Norfolk and Western Railway Company and the lease of the lines and property of Wabash Railroad Company by Norfolk and Western Railway Company will result in more efficient rail transportation, will stimulate industrial development, and will be in the public interest. NOW, THEREFORE, BE IT RESOLVED: That the Town of Pulaski, Virginia, does hereby approve the proposed merger of Norfolk and Western Railway Company and The New York, Chicago and St. Louis Railroad Company and the lease of Wabash Railroad Company by Norfolk and Western Railway Company and requests the Interstate Commerce Commission to act favorably on the applications in Finance Docket Nos. 21510 and 215.1l~, both inclusive; and, 1 `~5`7 That the Clerk of the said Town of Pulaski, Virginia, is instructed to send a copy of this resolution to the Secretary of tl~e Interstate Commerce Commission; and That the Clerk of the said Town of Pulaski, Virginia, is instructed to send copies of this resolution to the Governor, each member of the Virginia congressional delegation and the State Corporation Commission. Councilman Carrico asked that the "trailer ordinance" be 1 discussed before Council considered the application of Edward Dalton for placing a house trailer, stating that he had looked at the trailers ', which Council had approved and it was his feeling that one of these trailers was not very attractive and probably should not have been approved; that perhaps Council was hasty in their action whereby the Zoning Ordinance was amended to allow the placing of house trailers in r'ATTER OF residential areas of the Town. Town Attorney Moore advised that the "TRAILER ORDINANCE" ordinance which Council adopted allowing this procedure gave Council TURNED OVL'R TO COMMITTE F sufficient power to regulate the placing of house trailers, and there FOR INV. & REPORT followed a lengthy discussion about the possibility of a Trailer Court being opened. On motion of Councilman McCarthy, seconded by Councilman Carrico, and carried unanimously, it was, RESOLVED, that the matter of the "trailer ordinance" be turned over to the Land, Buildings and Parks Committee for study and investigation as to the possibility of a trailer' court being opened by some individual, or the Town, and bring back a recommendation to Council. Town Manager .Noland presented the application of Edward Dalton' E.DALTON'S HOUSE TRAI- to part a house trailer at 936 Short Street. Nuckols, seconded by Councilman Flint, and carried unanimously, it was, RESOLVED, that this application be handled in the same manner as all other such applications, by holding a public hearing on this matter, at Council's next regular meeting. Town Manager Noland stated that Council had been given copies of the two proposals from town. residents of a possible PROPOSALS FROM exchange of properties with the Town, and on motion of Councilman TOWN RESIDENTS OF POSSIBLE Aust, seconded by Councilman Cummings, and on the following recorded PROPERTY EX- CHANGED, TABLEDvote, the matter was tabled for the time being: Billy B. Nash - aye .Councilman Nuckols, also Chairman of the Ordinance Commute, presented to Council an ordinance relative to the request of the Pulaski Garden Club that the Town of Pulaski be made a Bird Sanctuary, and on motion of Mr. Nuckols, seconded by Councilman Aust, and carried unanimously, the following ordinance was adopted: AN ORDINANCE ESTABLISHING A BIRD SANCTUARY WITHIN CORPORATE LIMITS_OF THE TOWN, MAKING IT UNLAWFUL TO KILL BIRDS WITHIN THE SANCTUARY, ADOPTION OF PROVIDING FOR ERECTI ON OF SIGNS, AND PUNISHMENT ORDINANCE FOR VIOLATION OF SAID ORDINANCE RE: PULASKI BIRD SANCTUARY BE IT ORDAINED BY THE COUNCIL OF THE TOWN OF PULASKI, VIRGINIA: Section l: The area within the Corporate limits of the Town ~~ of Pulaski be, and the same is hereby designated and established as a Bird Sanctuary. Section 2: It shall be unlawful for any person to kill a song ir, , or game bird within the Corporate Limits of the Town of Pulaski with any gun, pistol, or other firearm, air rifle, BB gun, gravel shooter, bow and arrow, sling shot, or any other similar device. Section 3: Any persons violating Section 2 shall be guilty of a ma.s emeanor, and shall be punished in accordance with the provisions of Section 1-6 of the Code for the Town of Pulaski, Virginia. Section I~: The Town Manager of the Town of Pulaski, Virginia, s~ia erect signs at the Corporate .limits of the Town, on State Route 99 and U. S. Route 11, and at such other places as in his discretion he believes necessary. This ordinance shall become effective upon the erec- tion of signs provided in Section 1; above at State Route 99 and U. S. Route 11. Council rains. contd. May 2, 1961, Lt P. M. Councilman Aust stated the Recreation Commission had inter- viewed four prospective Recreation Directors, and it was still the Commission's recommendation that Mr. Ned Bane be appointed the new Director of Recreation, with salary at $1500.00 to $800.00. ,~ ` `'9 .Councilman McCarthy made the motion that Council accept the recommendation of the Recreation Commission that Mr. Bane be hired as the new Recreation Director, which motion was seconded by Councilman COUNCIL Nash. Councilman Nuckols made a substitute motion that the recommenda.- ACCEPTS RECOMMD. OF tion of the Recreation Commission for hiring Mr. Bare be accepted with' REC. COP•~M. WILL EMPLOY the salary to be set by the Finance Committee after conferring with Mrs NED BANE FOR REC. DIR.. Bane, with a limitation of $800.00 as the top figure. This substitute SALARY REF. motion died for the lack of a second. Mayor Jackson re-stated the motion made TO FINANCE COP~~~ TTEE by Mr. McCarthy, and which motion carried on the following vote: Billy B. Flint - no F. L. Carrico - aye W. S. Cummings - aye Eugene L. Nash - aye Councilman McCarthy moved that the matter of salary be re- ferred to the Finance Committee; that said Committee meet at once with the Recreation Committee of Council, and bring back a salary recommendation to Council. Council adjourned at 5:30 P. M., for a few minutes so the two committees could meet together, and reconvened at 5:~0 P. M. Councilman McCarthy, as Chairman of the Finance Committee, BANE's SALARY moved that N,r. Bane be paid a salary as Recreation Director of $375.00'';a SET AT $375. M0. month for a probationary period of six months, and at the end of such six months period, a meeting would be held and the Director's salary ', be discussed again.
