Minutes of the regular meeting of the Pulaski Town
Council, helf on the 20th day of June, 1961, at 1.G:00 P. M., in the
Municipal office.
There were present: Mayor C. V. Jackson, presiding.
Councilmen: Billy B. Flint, W. S. Cummings, T. J.
McCarthy, Glen K. Aust, John W. Nash, F. L. Carrico,
Eugene L. Nuckols, and Claude B. Gallimore
Also present: Town Manager: T. B. Noland

The invocation was given by Councilman Gallimore.
Minutes of the meeting of June 6th were approved. '
A petition signed by approximately thirty persons asking
that Paca Street, which is between State and Bertha Streets, be opened
was presented to Council by Town Manager Noland. On motion of Councilma.~

study of same, and bring to Council a recommendation.
Mr. Philip Sadler, appearing for the majority of the taxi
operators in the Town of Pulaski, asked Council to reduce the number
of authorized cabs from thirty to twenty-five, as he felt by doing this i

must have available at all times taxicabs to serve the public and
prohibit holding other jobs or doing other work while holding a
license to operate a taxi business. Mr. E. V. Davis stated that
Mr. Sadler's second request was a complaint against him since he
had had to do extra work to be able to pay his bills. Mrs. Edith

Harlow of Ever-Ready Cabs asked Council to consider her request
for an additional Cab before any reduction is made in the number
of cabs in operation, as she was losing business by not having
another cab in operation. On motion of Councilman Nuckols,
seconded by Councilman Aust, and carried unanimously, it was,
RESOLVED, that the matter be referred to the Police Committee
for a study of the records of all the taxicab operators, and
bring back a recommendation to Council.
Mrs. Mona Leftwich asked Council's assistance in

On motion of Councilman Cummings, seconded by
Councilman Nuckols, and carried unanimously, it was, RESOLVED, that

Councilman Aust advised that it was the recommendation

Commission, and so moved that Mr. Lemons be appointed to this
Commission, which motion was seconded by Councilman McCarthy, and
carried unanimously.
Councilman Aust further stated it was the recommendation
of the Recreation Committee that the Pulaski High School be allowed

football season; and, further, that the Committee recommended that

receipts. Councilman McCarthy moved that Council accept the

recommendation of the Recreation Committee, and it be under-
stood that if the turf is damaged by such play the Pulaski High
School will be held responsible for placing same in good condition,
which motion was seconded by Councilman Nuckols, and carried
unanimously.
Councilman Aust stated that the Recreation Committee
recommended that the Town maintain its present charge to Pulaski

Section I: That fishing, boating, hiking, camping,
picnicing, and ot?-,e~• recreational farili.ties be permitted
upon property belonging to, or under the control or super-
vision of the Towr. of Pulaski, and more particularly the
property known as Gatewood Dam, Hogan;s Dam, and at such other
places as may hereafter be designated by the Council.

Section II: That the Town 1"anager is hereby authorized
and directed to plan, draw up, issue, promulgate, post and
define in detail the activities to be allowed, the limita-
tions to be placed thereon, the conditions, the rules and
regulations under which the activities shall operate,
charges to be made, if' any, establishment of requirements
GATEWOOD for permits, and to do any and all things necessary for the opera-
tion of all of the activities herein prcvided for, and to present
RESERVOIR all such plans, rules and regulations, etc., to the Council for
its ratification and approval prior to the effective date
ORDINAPICE thereof. However, until sd~h time as the rules, etc. con-
templated under this secticn are adopted, or from time to time
CONTINUED thereafter if, the occasion or the need may arise, the TORn
Manager may put into effect a temporary plan of operation,
rules, regulations, etc. to be used in the operation of
these facilities.
Section III: I~io swimming shall be allowed on any
of the property designated in Secti on I of this Ordinance.
Section IV: Fishing, boating, hiking, camping,
picnicing, and other recreational facilities to be permitted
under Section I of this Ordinance shall not be allowed at
Gatewood Dam, Hogan's Dam, or a.ny other property until such
time as the Town Tianager, shall with council's approval,
give notice thereof, either by newspaper, posting of signs,
or by such other means as he may deem necessary.
Section V: Persons using any of the Town facilities
allowed under this Ordinance shall comply with all require-
menu of the federal, state, or local governments for license,
permits, etc.
This Ordinance shall become effective upcn passage.

boats to persons desiring to fish at Gatewood Reservoir, its decision
was to charge $1.00 per boat, restricting same to three persons to a
boat, or a maximum of $1.00 per day for a boat, with the Town furnishing

July, 1961, which motion was seconded by Councilman Flint, and
carried unanimously.

fall on July I~th holiday, Council set T;onday, July 10th for its
next regular meeting.
On motion of Councilman McCarthy, seconded by Councilman
Nash, and carried unanimously, it was, RESOLVED, that the sum of

Gallimore, a letter from Joe Shumate relative to a movement
between the Tdorfolk and ?^Jestern Railway Company and Coleman
Furniture Corporation to improve the railroad crossing on T~adison
Avenue, the matter of repairing this railroad crossing was tabled.
There being no further business, the meeting adjourned
at 5s5o P. Tai.
