Smithers Police Chief Earl Bouldin The invocation was given by Town Manager Noland. Minutes of the regular meeting of June 20th were approved. Mayor Jackson declared the meeting to be open for public hearings as had been advertised in the local newspaper, for the PUBLIC DARING purpose of hearing any one either for or against the proposed HELD 8c COUitiCIL ADOPTS 1961-62 budget for the fiscal year 1961-62, and also to hear any one BUDGET either for or against the application of Mrs. Guida Sutphin to place a house trailer on Birch Street. This motion was seconded and carried unanimously. On the second reading by Town Attorney~~oore'of an ordinance to amend and re-enact Section ~~ of the Licensee Code of the Town of Pulaski, and on motion of Councilman Nuckols, seconded by Councilman Cummings, and carried unanimously, the SECTION 1~I1 OF LICENSE CODE following ordinance was adopted: AMEPIDED TU r':~.1~~~?lIir i{ OR AN ORDINANCE TO AMEND AND RE-ENACT DELIVERY SERVICE SECTION ~~ OF THE LICENSE CODE OF BY VEHICLE, OR THE TOWN OF PULASKI, VIRGINIA, PRO- OTHERWISE VIDING FOR MOTOR VEHICLES FOR HIRE AND FOR THE ENACTMENT OF ANOTHER SECTION PROVIDING FOR DELIVERY SERVICE BY VEHICLE, OR OTHERWISE, AND PROVIDING PENALTY THEREFOR. BE IT ORDAINED BY THE COUNCIL OF THE TOWN OF PULASKI, VIRGINIA, AS A PART OF THE LICENSE CODE OF SAID'TCWN: Section I~1.~: MOTOR VEHICLES FOR ~FtE, ~~'~:'~. On every moor ve icle used as a taxicab for hire, hauling passengers, there shall be a license tax of $20.00 for each vehicle, and such tax shall be paid January=1st of each year, subject to the approval and granting of same by the Town Council of a Certificate of Public Convenience and Necessity, and further, shall be valid only upon having in effect the motor vehicle registration and license tags oar plates as required by the Town and State. This license shall be transferable subject to the Certificate of Public Convenience and Necessity being transferred. Section Ala.-A: DELIVERY BY MOTOR, VEHICLE, ETC. On every mo~o`r ver h~icle, horse-drawn hack, dray, ,or other type con- veyance used for and in the divert' of small parcels for any person, firm, or corporation, thdre shall be a license tax of $10.00 per annum. There shall be no license required of a person having a merchants license, or other proper business license ~?or use of any of the above vehicles, for the delivery of e3~chandise, or other goods which is sold by said merchant; nor shall this section apply to those motor vehicles for which a license for hire are issued, and which are required to have a certificate under the regular`.taxi for hire ordinance. However, this section shall apply to a person holding a merchants license, or other business license, if, in additiop to delivering their own merchandise, and goods, they deliver packages or goods, or merchandise of any type for any other person, firm or corporation. This license shall not be transferable, or pro rated.. Penalty for violation of these sections shall be the same as provided in the license code. 383 Council rains. contd. July 1q, 1961, ! P. A~T. After a discussion of the GATE?~IOOD RESERVOIR, rental rates and policies previously adopted by Council ir, this ~'URTtI~,R STUDY OF POL:~CIES TO regard, Councilman Carrico moved that the Gate=frond Reservoir EE np ^ r.-. ' 1.~iD.:~ Committee be instructed to study the ?°ental rates at Gatewood Reservoir, as well as previous polic;~ adopted with regards to the number of persons allowed in a boat, ~~nd bring back to Council a recommendation. This motion. was seconded by Councilman Aust, and carried unanimously. Mayor Jackson advised that he would like to discuss with Counc'i1 the changing of the name of Bridge Avenue to Duncan Avenue. On motion of Councilman Carrico, seconded by Councilman McCarthy, and carried unanimously, it was, RFSOL~~ D, that the matter be placed ~~T C~;A,~~~~FBRIDGi on the agenda for immediate discussion .
