Minutes of the regular meeting of July 10th were approved. Fire Chief Ray advised that because the present system of alerting volunteer firemen of fire calls was not always effective, FIRE & FIr~ANCF, he asked Council to consider a system which is being used by COM"~ITTEE TO STUDY REQUEST OF Christiansburg and many other places, of installing radios in FIRE CHIEF RAY FOR CIiAPdGE IN the homes of firemen which would be operated by radio frequency ALERTING VOL. FIRFP~'I;Ty from the Fire Stat;ior_ to activate the radios in each fireman's home, by voice method, and which advises the fireman of tiie location of the fire and which message is repeated over and over fnr the benefit of the fireman. In comparing the cost of this system with that of the Telephone Company, he stated the initial outlay was the major cost as repairs were very few, whereas, the Telephone system was a monthly charge. After a brief discussion of this request, Councilman Carrico moved that the matter be turned over to the Fire and Finance Committees for investigation, to bring back to Council a recommendation. This motion was seconded by Councilman Cummings, and carried unanimously. Councilman Gallimore, as Chairman of the Police Committee, advised there is nothing in the Town Code governin~* persons holding a Certificate to operate a taxi business, as tc the number of hours which must be spent in such operation, and, therefore, no recommenda- tion was made by his committee on this part of the Taxicab operators' request. Therefore, it was the recommendation of his committee that the Taxicab operators reopen the issue after the number of cabs in operation reaches thirty (30). On motion of Councilman Carrico, seconded by Councilman Nuckols, and carried unanimously, it was, RESOLVED, that the recommendation of the Police Committee be accepted. Councilman McCarthy, as Chairman of the Gatewood Reservoir Committee, moved that boat rental at Gatewood Reservoir be changed to X1..00 for the first hour and 50¢ an hour thereafter, with a BOAT RENTAL CHANGES maximum charge of x.50 per day; and that the restriction of three MADE AT GATEWOOD RESERVOIR; & (3) to a boat be changed to four (Z:) adults, and that Caretaker OGLE HOUSE TO BE TORN Cox must use his own discretion with regards to the number of DOWN children to be allowed in boats, with these changes to become effective July 19, 1961. This motion was seconded by Councilman Nuckols, and was carried unanimously. Mr. McCarthy further stated it was the Committee's recommendation that the Ogle house be torn down. On motion of Councilman Gallimore, seconded by Councilman Cummings, and carried unanimously, it was, RESOLti>D that the Ogle house be torn down and the property cleaned up. ~~386 Council rains. contd. July ~.~3, 1961, ~ P. NT. Councilman Gallimore moved that the temporary TEMPORARY GATEWOOD COMM. MADE PERM. & ACTIVE Gatewood Committee be made a permanent Committee to the end of the fiscal year, 1962, and such Committee to be active in bringing suggestions to Council as to policies and improvements for the Gatewood Reservoir area. This motion was approved by Councilman Aust, and carried unanimously. Councilman Carrico, Chairman of the Sewer Committee, advised that his ccmmittee, had met and considered the request of Nir. Henry Smithers, as well as the petition of other residents of Birch Street, for a sewer line extension to that street, and COUNCIL ACCEPTED it appeared that tre cost of this 1500 ft. line would be COMMITTEE' S RECOMMENDATIONapproximately $3,000.00, with a maximum of only five families or THAT SE61ER LINE OOST FOR homes committing themselves to connect to the new line. Therefore, BIRCH STREET T00 HIGH it was the recommendation of the Committee that the line was too expensive to justify its installation for the few who would take advantage of the service. Motion was made and seconded that the recommendation of the Committee be accepted. A discussion followed, and Councilman Nuckols made a substitute motion that Council accept the recommendation of the Sewer Committee, but that Council also advise P~1r. Smithers that if he and his neighbors desire to help defray the expense of this new line, Council would at that time consider helping them in the installation of the line. This motion was considered, but died for the lack of a second. Whereupon, Council Unanimously adopted the first motion by accepting the recommendation of the Sewer Committee with regards to the Birch Street sewer .line request. Town i~"anager Nolanc. presented to Council the resignation of Mr. Fred M. Ryan, by letter, and Mr. Ryari+s: request that he be RESIGNATION OF POLICE:.:;OFFICER granted permission to retire as of August 1, 19b1, and draw monthly FRED M RYAN ACCEPTED WITH payments in the sum of $21.33 from the Employes Retirement Plan. RETIREMENT AS OF AUG. 1, 1961 Councilman Gallimore moved that Mr. Ryan's resignation be accepted; MRS. CAVES APPOINTED ISSUING JUSTICE authorized that he be paid .for the month of July, and given permission to retire as of August 1, 1961. Caves Teas appointed Issuing Justice in the place of Sgt. Fred r?. Ryan. Council discussed the matter of re-establishing two-way traffic on First Street, between Jefferson and Washington Avenues. Town Manager Noland advised that the State Highway Traffic Engineer, Mr. Kellum, had been in Pulaski the morning; of the meeting and it was the Engineer's feeling that after the completion of Route 99 the traffic situation on the south side of the railroad would be much improved. The Engineer stated he would. li~:e to make a traffic survey on Washington Avenue and First Street, as tire11 as East Main Street TWO WAY and Edgehill Drive, and after the completion of Route 99 come back TRAFFIC ON FIRST ST, and make a further traffic study o:f these same spots and then have BET.WASH. & JEFF.AVE. Council's reaction as to what changes should be made. The Traffic DISCUSSED, FURTHER Engineer was of the opinion that a traffic light would be necessary STUDY & REPORT TO at the corner of Washington Avenue and First Street if First Street BE MADE should be opened to two-way traffic, and because of the nearness of the intersection to the railroad crossing this T~rould not be practical. Some members of Council felt that the intersection of Commerce Street and Washington Avenue could be policed as the intersection of Washington avenue and First Street is now being done during afternoon rush hours when the industrial plants are closing. On motion of Councilman McCarthy, seconded by Councilman Nash, and carried unanimously, it was, RESOLVED, that-the matter be tabled until a future meeting of Council, and in the meantime Police Chief ~ouldin and Town Manager Noland make a further check of the situation and bring back to Council a recommendation. On motion of Councilman Cummings, seconded by Councilman ANNUAL Gallimore, and carried unanimously, it was, RESOLVED that the Town EMPLOYE "S ' PICNIC TO BE sponsor the annual Employes' Picnic. July 18, 1961, 1~ P. M. should be investigated.further, with Town Manager Noland securing additional information and report back to Council at its next meeting. Town P~anager Noland advised that the estimated cost of installing the Valley Road sewer line, one of the three lines previously approved by Council, was approximately X6,000.00, and that of the twenty A~'PROVAL OF families to ultimately benefit from this service, eight (8) had CONSTRUCTION OF VALLEY RD signed up for this service. Council was of the opinion that the SEWER LINE FOR $6,000. line extension should be constructed and on motion of Councilman Cummings, seconded by Councilman Nuckols, and carried unanimously, it was, RESOLVED, that the Town P~?anager proceed with the .construction. of the Valley Road sewer line which had previously been approved by Council.
