Jackson, presiding. Councia_men: Bill Flint, U1. S. Cummings, Glen K. Aust, F. L. Carrico, Claude B. Gallimore, T. J. McCarthy, Eugene L. Nuckols, John ?r~I. Nash Also present: Town Manager: T. B. T~oland Clerk: Gladys R. Dalton Town. Attorney: Garnett S. Moore Visitors: Bill Akers, reporter for Southwest Times Mrs. J. F. Spencer The Invocation was given by Councilman Aust. Minutes of the regular meeting of August 1st were approved.~l Mrs. J. F. Spencer, who lives at l.~01~ Pico Terrace which is ' just east of the two furniture plants, stated that since the matter of the local plants burning refuse in open pits had come up, she hoped that Council would do something to control this situation as she believed it to be getting worse all the time. Mrs. Spencer brought samples of charred refuse which had blown into her yard and on her front porch from these open fires. Town Manager Noland gave a report of his investigation on the handling of this situation by REPORT OTv' HANDLING SMOKE AB.k'TEi-1ENT other towns. ASKED TO SUBMIT ORD. of Council, an ordinance prohibiting open fireburnings in the PROHIBI TT NG OPEN FIRE industrially zoned areas within the Town limits, which motion was BURuNING seconded by Councilman Flint. Upon a vote, all were in favor of the above with the exception of Councilman McCarthy, who was opposed. To~~rr. Manager Noland submitted a plan, which had been prepared by the Appalachian-Power Company, for lighting of the new T;E`~~ LIGHTS FOR ^AST niAI' ST. Main Street and East Third Street, calkng for installation of 27 MercU~ry Vapor EAST THI~tD ST. R.:t;DGFHIL:L DR. Street light fixtures, with 21,000 lumen rating. On motion of Councilman Gallimore, seconded by Council-mar.Tlash, and carried unanimously, it was, RESOLVED, that the above plan for providing lighting for Main Street and East Third Street be carried out. ci~ 98 Council rains. contd. Campbell, Attorney for the Colonial Natural Gas Company a corporation formed to purchase and sell natural gas throughout this; section of the state, subject to the approval of the Federal Power Commission and the granting of a Certificate of Public Convenience and Necessity by the Virginia State Corporation Commission, asked Council.: to consider the adoption of an ordinance proposing to sell and grant , a franchise far a natural gas transmission and distribution system in the Town of Pulaski, and inviting bids therefor. Mr. Campbell N"R. CAT^PP.ELL. RED;. COUT•CIL TO stated that at the present time the Southwestern. Viriginia Gas COTISIDER ADOPTION OF Company located in Pulaski holds a certificate for the distribution ORD. PROt'C~SING TO SELL ~c of artifical gas in the Pulaski area, and that his company (Colonial GRr11`,m FRF'1NCHISE TO COLOA%IAL Natural Gas Co.) is presently negotiating with them. Mr. Campbell T•~P.TURAL a~iS C0; ORDINATIC~ further stated his company is an independently owned Virginia ADOPTED DY CC~JIICIL Corporation, stock ownership being offered to the public, and that it would cost approximately four or five hundred thousand dollars to set up the system in the Pulaski area, with the nearby main trans- mission line to be 16" in diameter and service mains throughout the town approximately ~", 3" and 2" in size, with rates to be approved by the State Corporation Commission.
