Campbell, Jr. presented the bd of th® Colonial Natural Gas Company, accompanied by a check in the sum of 100. for the franchise for a natural gas distribution system within the Town of Pulaski and agreed to accept the provisions provided in an ordinance setting forth said franchise previously adopted by the Town Council. Mr. Harman, representing the Southwestern Virginia Gas Cc~aapat~r, advised Council that his company was not bidding because the Southwestern Virginia (has Compaq and the Colonial Natural Gas Compat~ had reached a satisfactory agreement Mr. Rosa, Hanager of the Southwestern Virginia Gas Company stated BID FOR NATURAI, GAS FILED BY it was the desire of his company that the franchise be granted COLONTAT~ NATURAL GAS CO. AND to the Colonial Natural Gas Company. Mr. Campbell advised that COUNCIL ADVISED THEIR ATTY. HE the Colonial Natural Gas Company has been granted franchises WOULD AE INFORMED LATER OF COUNCILSfrom Abingdon, Virginia, to Pulaski, and that his company had DECISION plans for extending this gas service further east than Pulaski. 1 ORDINANCE No one appeared to make at~r objections to any of the proceedings COMMI'!"1!'EE TO ACT AS up to this point, and Mr. Campbell was advised that he would be NEGOTIATING COMMIT'.~'FE informed of Council's decision at a later date. Later in the meeting Councilman Nuckols as chairman of the Ordinance Committee, discussed with Council at length some six cr seven points which his committee felt should be considered in the franchise ordinance, Councilman Flint moved that the Ordinance Committee act as a negotiating committee, together with the Town Attorney and Town Manager, in all of its dealings with the Calonial Natural Gas Company. This motion was approved by Councilman Nash, and carried unanimously. k Miss Bonham, Mrs. Duncan, Mrs. Spencer and Mrs. Tilson 1 appeared before Council relative to the air pollution fallout materials from the local plants. Mrs. Spencer broaght samples of charred materials and inquired about the new fallout material AIR POLLUTION COMMrTTEE which has the appearance of sawdust. .They were advised that the BR~IIGHT MORE FALLOUT investigation is still going on and it was hoped some solution SAMPLES & WERE ADVISED THAT could be made with respect to this situation. INVESTIGATIONS ARE STILL BEING MADF~ I' ~I ~`~~~ TOWN MGR. TO insp ect the building to see if it fails to comply with INSPECT BUILDING •- OF MONA LEFTWICH the Town Ordinance of June 28, 1959, and, if so, to proceed & COUNCIL ASKED THAT HE GIVE according to the terms of such ordinance. This motion was COUNCIL REPORT ON STATUS OF seconded by Councilman Flint, and carried unanimously. OTHER UNSAFE BUILDINGS On motion of Councilman Carrico, .seconded by { Oct. 27, 1961, !t P. M. Town Manager Noland presented to Council a Council mina. contd. petition sighed by some twenty persons requesting that the building belonging to Mrs. Mona Leftwich, end being the first building on the left after crossing the first bridge on Commerce Street, West, be torn down. Councilman Nash moved that this petition be referred to the Town Manager, who. was igstrueted to Councilman Aust, and carried unanimously, it was, RESOLVED, that the Town Manager at the next regular meeting of Council inform the Council of the status of all previous oondemnation cases with reference to a previous survey of aasafe buildings. Councilman Carrico requested that the matter of the small frame building located on the lot on the corner of Fourth Street and Jefferson Avenue, across the street from the Presbyterian Church, used by the YMCA, be re-opened and placed on the agenda for Council's next meeting. (Prior to the recording of these minutes Councilman Carrico asked that his request, above, b® deleted from these Council minutes). Town Attorney Moore advised that a letter had been continue the aurae if necessary. On motion of Councilman Flint, seconded by Councilman Carrico, and carried unanimously, a recommendation from the UNION AVENUE RE- NAMED NEWBERN Planning Commissic9n to re-name certain streets was placed on ROAD received from Mr. Philip Sadler, the attorney representing the majority of the taxicab owoners, requesting that the public hearing on taxicabs set for the 2ltth of October, 1961, be postponed until HEARING ON TAXI October 31st, because of a conflict in attending Circuit Court ~'ERTIFICATES TO BE CONTINUED TO in Montgomery County. Mr. Moore stated tithe hearing should be OCT. 31, TO ACCOMMODATE held as advertised, and to accommodate Mr. Sadler the hearing ATTORNEY FOR TAXICABS, IF could be continued from time to time as had been advertised. NECESSARY It was Council's decision to hold the hearing on the 2ltth and the agenda for immediate discussion. Following this discussion, on motion of Councilman Nuckols, seconded by Councilman Flint, Council mina. cotatd. Oct. 17, 1961, !~ P. M. and carried unanimously, it was, RESOLVED, that the present Union Avenue be re-named Newborn Road, and that the re-naming of Newborn Avenue be referred to the Planning Commission for their recommendation. 1 Councilman Carrico, Chairman of the Sewer Committee, stated his committee had itzveatigated the request of Mr. Fred L. Fink for a sewer line extension to Crestline Drive; that even though Mr. Fink had agreed to pay $200.00 of the $7.,000.00 cost COUNCIL ACCEPTED RECOMNIENDATIONfor the building of this extension, it was the recommendation OF SEWER COMMTEE NdT TO INSTALLof his committee that it was not feasible to build this line at SEWER LINE ON CRESTLINE this time, but if Mr. .Fink could get two or three more famili~bs DRIVE I f s~ t to commit themselves for sewer service, his committee would be L 1 glad to review the situation again. On motson of Councilman McCarthy, seconded by Councilman Nuckols, and carried unanimously, it Was, RESOLVED, that the recommendation of the Sewer Committee be accepted.
