HomeMy WebLinkAbout10-24-61~~~~ Minutes of a special meeting of the Pulaski Town Council, held on the 21tth day of October, 1961, at 4:00 P. M., in the Municipal office. There were present: Mayor C. V. Jackson, presiding. Councilmen: Billy B. Flint, W. S. Cummings, F. L. Carrico, Claude B. Gallimore, Eugene L. Nuckols, John W. Nash, Glen K. Aust, Absent: T. J. McCarthy Also present: Town Manager: T. B. Noland Clerk: Gladys R. Dalton Town Attorney: Garnett S. Moore Visitors 0. H. Mayberry, t/a City Cabs of Pulaski, 2 nc. Ertel V. Davis, t/a E. V. Davis Cabs James E. Gallimore, t/a Safeway Cabs Edythe & Walter Harlow, t/a Ever-Ready Cabs Robert P. Hubble, t/a Diamond Cabs Irvin N. Moorefield, t/a Checker Cabs P. M. Sadler, Atty. for the ma~ority~of Cab owners The invocation was given by Councilman Flint Mayor Jackson declared the meeting to be a public hearing for the purpose of considering applications for Certificates of Public Convenience and Necessity for the op oration of taxicabs, as had been advertised in the local newspaper, the Southwest Times. Mr. Sadler stated he represented the Taxicab Association, and that he was not present to oppose the re-issuance of ATTY. SADLER Certificates to owners of atiy vehicles now in operation, but ASKED THAT ONLY TAXI CJWNERS NC~nT to oppose the gtainti.ng~::of any additional Certificates inasmuch OPERATING BE GRANTED as it is stipulated in the Town ordinance that as cab operators CERTIFICATES go out cf business the number in operation Q~iall be reduced to thirty (30) and there are at present thirty-two (32) cabs in operation, which, according t® a rocent survey, is font times more than the national average for a town of this populati®n. Mrs. Edythe Harlow again requested of Council permission to bait on another cab, but it was the general opinion of the other cab owners that their business would not 3astify another cab at this time. Mr. Sadler asked Council to make a thorough investigation of any cab ®wnerts business if Council decided to grant that owner another certificate. 1 Counci'1.-;m3.ns. contd. Oct. 21~, 1961, !t p. M. Councilman Aust moved that the Town ordinance pertaining to taxicabs be left as it is and that Council c©mmend 9 the cab companies on their Work during the peat year, and that Council re-new only the Certificates Which are now outstanding. AUST MOTION This motion died for the lack of a second. Mayor Jackson PERTAINING TO TAXI CERTIFICATES stated he felt the matter demanded special consideration before DIED FOR LACK OF ~E`CbND Council acted upon the granting of Certificates of Public Convenience and Necessity. There followed a full discussion With regards to the question of transfer of Certificates, after Which Councilman Nuckols moved that the Toxn Attorney prepare a revision of TOWN ATTY. TO Section 18-33 of the Tour Code, to provide for an orderly PREPARE REVISION OF SEC. 18-33 transfer of the assets of one taxicab company to another, and TO PROVIDE FOR TRANSFER OF submit same to the Ordinance. Committee for its consideration. ASSETS OF ONE TAXI COMPANY This motion Was seconded by Councilman Flint, and carried TO ANOTEIER unanimously. Councilman Nnckols farther moved that the Police Committee be ahthorized to obtain the necessary data, as required under Section 18-2l~ of the Town Cod®, from all of the POLICE COMMITTE present licensees and to inspect all of the vehicles owned by TO CARRY OUT PROVISIONS OF the present licensees, and to report back to Council their SEC. 1$-24 OF CODE RE: findings from this investigation, and if, in their opinion, TAXICABS any additional licenses are Warranted at this time.
