P~?r. Jones suggested to Council that the parking meter in NEGOTIATING the officials of these plants have been away at furniture markets WITH LOCAL IND. He further stated that the Town was negotiating with both plants about keeping the landfil.? open to see if that is feasibn_e and which would eliminate open fire burning at both plants. Jones' inquiry regarding the Finance Commit!tee's decision on his request for a. reduction i.n the Pulaski Theatre's license fee to the Town, Councilman McCarthy, Chairman of the Committtee, COMM. Ms. Jones brought out the fact that the Pulaski Theatre would like to come under the Recreation program inasmuch as children will be able to get free tickets to morning summer movies from merchants in the Town. Mayor Jackson advised Mr. Jones that the parking meter matter would be turned over to the Street Committee, and the Recreation Committee would consider the other matter. Mr. ?^'illiam Z^iells of the Architectural Firm of Tnlells and Meagher of Roanoke, appeared before Council for a discussion of the possibility of his firm being commissioned to do the architectural work in connection with remodeling the Bushong Motor WELLS & MEAGHER ARCHITECTURAL building as a municipal building. There was a general discussion of rough estimates of costs on remodeling as well as on new ccnstruction, on a square foot basis. Mr/Wells was asked to submit a formal proposal in writing. Mr. ~^.'hitman advised that the Pulaski County Horsemen's Association does not plan to hold a 1962 horse show due to the impractibility of renting stalls, etc. He further stated that NO HORSE SHOW FOR 1962; COMM. the Association is now in the process of raising funds for the TO STUDY REQ. TO USE LAND AT PARK construction of one hundred "permanent" stalls, and that it was the FOR "PERM" STALLS request of the Association to the Town that they be allowed tc use the land adjoining Ca.lfee Park, just outside of the fence, on the south side of Calfee Park, for their 196? and subsequent Pulaski Herse Shows. M. seconded by Councilman Nuckols, and carried unanimously, it was, RESOLVED that the matter be turned over to the Land, Buildings and Parks Committee. Town Manager Noland, also Secretary of the Town 1?anning Commission, advised that at ~:-- P. M, on Monday, April 30th, the Planning Commission held a public hearing on a proposal PLANNING COMM.to rezone all of the land in Block 121 as shown on the Official PUB.HFARING ON REZONING Map of_ the Town, the block comprises ~11 that area between First BLOCK 121 Street and Second Street and between Malley Street and Maple AND Street. Mr. Noland further reported: That following the hearing motion was made, seconded and lX~. carried upon the unanimous vote of those present that Town Council tie WITHHOLDS advised that, the Planning Commission had held the hearing as set fcrfth RECOMMENDA- TI ON FOR COUNCIL'S above; that in the opinion of the Planning Commission not enough PUBLIC HEARING nformation was submitted by Jefferson Mills at the hearing and that pending further information on this situation, the Planning Commission withholds its recommendation to Council, but that the P7~-anning Commission will be glad to attend the hearing which Council; will hold and will, subsequent to that hearing which will be held by Council, make a recommendation to Council_ as to the feelings of the Planning Commission concerning this proposal for rezoning. Approximately fifteen citizens were in attendance at the hearing. After a discussion of this matter, Councilman McCarthy moved that the Town Council hold its public hearing on the proposal! PUBLIC HEARING SET FOR MAY to rezone Block 121 as shoirn on the Official Map of the Town of 22ND on RE- ZONING OF Pulaski on May 22nd, at x:00 P. M.. This motion was seconded by BLOCK 121 Councilman Gallimore, and carried unanimously. Councilman Carrico, Chairman of the Sewer Committee, stated that his Committee had met with the Tcvm Mana~?er and Director' of Public 'nlorks, and it was felt that the two projects, namely: sewer line request of Foy Aust to Hall's Hill on Route 11 to service a Bowling Alley, and sewer the remaining portion of Macgill!; SEWER COMM. RECOMD.INSTALL.Street in Brown Addition, could be done for a tota7_ of X11,000.00; SEWER LINE TO MACGILL ST. & HALL'S HILL, THE LATTER CONTINGENT UPON CONSTR. OF BOWLING ALLEY 3518 Council mins. contd. May 1., 1962, t; P. M. that the installation of the project on Route 11 be contingent upon Mr. Aust's final negotiations with a Bowling A11ey rentor; and it was the recommendation of the Committee to proceed immediately to sewer the remaining of Macgill Street in Brown Addition, which line construction is estimated to cost $5,500,00 and would serve about sixteen houses. The $11,000. to be taken out of the sewage bond issue account which, at this time, has a balance of $57,000.00. On motion of. Town Attorney Moore advised that the title work was completed on the Bushong prop erty, and that an appointment had been made with Mr. Bushong to meet in the County Clerk's Office at 12:00 Noon May 2, 1962, to exchange deed to the Bushong property with a check of the Town comprising the first installment on the APPROPRIATION OF $75,000.00 purchase price. After a discussion of this matter, $75,000. FOR PUR. OF BUSHONG BLDGi; Councilman Carrico moved that the sum of $75,0.00 be appro- CHECK TO BE DRAWN FOR $55,000. FIRSTPriated to be used in payment in full of the purchase price PAYMENT AFTER MEETING OF FINANCE COMM. of the Bushong property, and that the Finance Committee be directed to meet today or tomorrow prior to 12:00 Noon, together with the Town Manager, and determine the fund to be used, and to draft a check in the amount necessary to pay the first installment of ~5K,000.00 and to consider the source from which the $20,000.00 remaining will be paid. Town Manager Noland stated that a new I~-way, 3 fixture "stop" light fixture for Third Street and Madison Avenue would 19 cost approximately X500.00 and that ~.t would take approximately a month to get the fixture and have it installed; that because of such a delay he had discussed with the Highway Department the feasibility of using a blinker at the corner and it was the feeling of the Highway Department that a blinker be used. The matter was discussed, and Counci.7man Nuckols BASIS,PENDING TRAFFIC SURVEY; moved that the blinker light at Third and Madison be approved BLINKER BE INSTALLED 3RD & RAND.AVE. on a temporary basis, or until a traffic survey could be made, a.nd also recommended a blinker light be installed at Third Street and Randolph Avenue to replace the one moved to Third Street and Madison Avenue. This motion was seconded by Councilman Cummings, and carried unanimously. After a discussion of fire protection services to Pulaski County, Councilman Nuckols moved that the matter be turned over to the Finance Committee for a recommendation to Council as to ' FIRE COMM. May 1, 1962, 1~:00 P. M. Mayor Jackson advised that dedication ceremonies for New DEDICATION OF NRVA SET FOR JUNE 3RD 2:30PM River Valley Airport had been set for June 3rd, at 2:30 P. M., and that airline service by Piedmont Airlines would begin on June 18th. Mr. Flint, Chairman o_f the Land, Buildings and Parks Committee advised that the committee recommended a fee of $12.5.00 be paid the appraiser making an appraisal of the present COMM. RECOMD. municipal office building and the municipal building at $125.00 BE PAID TO HAVE MUNICIPAL the corner of First and Washington Av?nue. Councilman BLDS. APPRAISED Cummings moved that the recommendation of the sum of X125.89 to an appraiser, be accepted. This motion was seconded by Councilman Nash, and carried unanimously.
