~_ ~J Minutes of the regular meeting of the Pulaski Town Council, held on the 19th day of June, 1962, at 1:00 P. M., in the Municipal office. There were present: Mayor C. V. Jackson, presiding. Councilmen: W. S. Cummings, Claude B. Gallimore, Glen K.~,ust, F. L. Carrico, T. J. McCarthy, Billy B. Flit Absent: Councilman John W. Nash & Eugene L. Nttckols Also present: Town Manager: T, B. Noland Clerk: Gladys R. Dalton Town Attorney: Garnett S. Moore Visitors: Ronnie Patterson, reporter for Southwest Timed Mrs. J. F. Spencer, Air Pollution Mrs. Curtis Elkins Lionel F. Anders, Piedmont Airlines James W. Steger The invocation was given by Town. Manager Noland. Minutes of the meeting of June 5th were approved. Mayor Jackson welcomed Mr. Lionel F. Anders, representatilve of Piedmont Airlines. Mr. Anders stated that he and three co-workers had PIEDMONT AIRLINE visited all places of basiness in the Town an the day of the meetinad, REPRESENTATIVES `11 PLEASED WITH handing out match clips, gummed labels carrying the new telephone nuknber WARM RECEPTION GIVEN THEM - of Piedmont Airlines at the New River Valley Airport and Piedmont COUNCIL GIVEN FIRST FLIGHT Airlines' new flight schedule for the New River Valley Airport effective SCHEDULE FOR NRVAIRPORT June 25th. He stated they were very much pleased with the warm reception which had been given them, and looked forward to pleasant relations this area. On motion of Councilman Carric, seconded by Councilman Aust, and carried unanimously, it was, RESOLVED, that recommendation of the Water Committee be accepted. M. careful not to place anything on the open fire except wet wood and also were trying to keep the burning spread out for quick consumption; that the Company was also trying to locate a plant with this same problem and learn how they are disposing of their wet materials. Mr. Noland further stated that Coleman Furniture Corporation has cleaned up the open burining pit and are hauling as much debris to the landfill as is possible. Mr. Philip M. Sadler's letter of resignation .from the Town ACCEPTS RESIG- Planning Commission was read to Council by Town Manager Noland. NATION OF P. M. SADLER FROM Councilman Aust moved that Mr. Sadler's resignation be accepted, TOWN PLANNING COMNBSSION with a resolution being sent to Mr. Sadler commending him for his work in the past and expressing appreciation to him for his many services to the Town. This motion was seconded by Councilman McCarthy, and carried unanimously. Council agreed to deed a five (5) foot right-of Way to the State Highway for widening Route 936, to !t0 feet in width, ad- 5 FT. R/W ~acent to the town's former airport site, and on the motion of GRANTED HIGHWAY DEPT.. FOR Councilman McCarthy, seconded by Councilman Gallimore, at~d WIDENING RT. 936 carried on the following vote: Billy B. Flint - aye W. S. Cummings - aye T. J. McCarthy - aye Glen K. Aust - aye it was RESOLVED, that the Town F. L. Carrico - aye John W. Nash - absent Eugene L.Nuckols -absent Claude B.Gallimore-aye attorney prepare the proper deed, to be signed by the Mayor, granting the right-oY-way and easement to the State Highway Department. Town Manager Noland advised that Mr. A. M. Harman, Attorney for Kahn & Feldman, Inc., owners of Jefferson Mills, had JEFFERSON MILLS given notice of their intention to exercise options on the Danis WILL EXERCISE OPTION TO property on Lee Street, to be purchased in a property exchange, PURCHASE CERTAIN PROPERTY ON as well as the Douthat property on Commerce Street and the Tilley LEE ST.d~ COMM- ERCE S'E.. property on Valley Street for possible future plant expansion of the mill and for parking space for the plant. He further stated it was their intention to remodel the two-story building at the back of theDouthat property and use the same as office space for the Jefferson Mills Rescue Squad. Council was pleased to hear of these plans of Jefferson Mills and felt this would mean a mayor improvement in that shun area of the town. t. 4 Council rains. contd. June 19, 1962, !~ P. M. On motion of Councilman Flint, seconded by Councilman Carrico, aad carried unanimously, it was RESOLVED, that there be accepted and entered into the minutes of the Town Council an abstract of votes cast in the Town of Pulaski, County of Pulaski, Virginia, election for municipal officers of said town, at a municipal election held in said Town on Tuesday, June 12, as follows: ABSTRACT OF VOTES CAST IN THE MUNICIPAL ELECTION FOR THE TOWN OF PULASKI, VIRGINIA, FOR MAYOR AND MEMBERS OF THE TOWN COUNCIL, HELD ON TUESDAY, JUNE 12, 1962: FOR MAYOR FOR C. V. JACKS(~i, were east Five Hundred Ninety-five (595) votes. FOR HAROLD L. REAMER, were cast Three Hundred Ninety (390) votes. ABSTRACT OF FOR COUNCIL VOTES FOR GLEN K. AUST, were cast Five Hundred Forty-three (5l~3) votes. FOR FRED L. GARRICO, were cast Five Hundred Forty-five (545) votes. FOR THOMAS J. McCARTHY, were east Five Hundred Forty-eight (548) votes. FOR FOR J. W. NASH~ were cast Four Hundred Fifty-five (455) votes. MAYOR FOR RUDOLPH FARMER, were cast Two Hundred Sixty-two (262) votes. FOR W. M. V. Jackson received the highest number of votes cast at said election for Mayor of said Town; that Glen K. Aust, Fred L. Carrico, Thomas J. McCarthy and William A. Larson, received the highest number of notes cast at said election for members of the Council of said Town. Accordingly, we do certify that C. V. Jackson is duly elected Mayor of said Town and Glen K. Aust, Fred L. Carrico, Thomas J. McCarthy and William A. Larson, are duly elected members of the Council of said Town. On motion of Councilman Flint, seconded by Councilman Aust, and carried unanimously, the following ordinance to amend and reinact Section 7 of the License Tax Ordinance of the Town of Pulaski, was adopted: AN ORDINANCE TO AMEND AND REINACT SECTION SEVEN OF THE LICENSE TAX ORDINANCE OF THE T~1 OF PULASKI, VIRGINIA, IMPOSING A LICENSE FEE UPON CERTAIN AMUSTMENTS, WITH EXCEPTIONS THERETO. ORDINANCE TO AMEND SEC. 7 LICENSE TAX IMPOSING FEE UPON CERTAIN AMUSEMENTS, ie THEATRES SE IT ORDAINED BY THE COUNCIL OF PULASKI, VIRGINIA, THAT: Seven: Amusements in Theatres and etc. On every business engaged n e opera on o he o owing amusements there shall be a tax of Thirty Dollars ($30.00) plus twenty cents (2O¢~ on each One Hundred Dollars ($100.00) of gross receipts; Theatres, movie theatres, skating rinks, miniature golf, arcades, and other amusements not otherwise taxed. However, amusements and athletic events which are for a charitable purpose or ones which are contribute to and supported. primarily as civic and community events and projects, area excepted herefrom. As a result_of the recent reassessment of real estate taxes ADOPTION OF ORDINANCE TO REFUND IMPROP- BRLY ASSESSED REAL ESTATE TAXES FOR 1961 by .the County of Pulaski, certain property owners in the Town of Pulaski brought salt asking that their property be revalued because they felt the reassessment to be in error. It now appears these property owners were successful in their suits, and were improperly and erroneously assessed-with real estate taxes for the year 19b1, and are due a refund by the Town Treasurer in compliance with Court Orders. On motion of Councilman Cummings, seconded by Councilman Gallimore, and carried unanimously, the following reso- lotion was adopted: WHEREAS, certain property owners within the Town of Pulaski, filed petitions requesting the Circuit Court of Pulaski County, Virginia, to hear them upon the evaluation of their real estate made by the last general reassessment of the County of Pulaski, and upon hearing thereof to reduce the evaluation of said real estate as will more particularly appear on a list filed herewith, and WHEREAS, Mrs. Addie H. Merrimee, Commissioner of Revenue of Pulaski County, has certified to the Treasurer of the Town, a list of taxpayers showing the portion of the original '~ralue which the court deemed to be improper amount of refund of taxes, paid under and further showing the protest, due to be repaid to said property owners by the Town, and WHEREAS, the said Town of Pulaski does take the appraise- ment as fixed by the County of Pulaski for the purpose of fixing its real estate tax. NOW, THEREFORE, in consideration of the premises and more particularly in order that the Treasurer of the Town of Pulaski shall be authorized to make said refunds as herein- after indicated, and in order that he be given proper credit against the taxes hereinbefore charged to him: i ~~~~ Council mina. contd. Johnston to rezone a parcel of land within the Town, on Altoona Road, from residential to industrial classification. Councilman Carrico moved that the Ordinance Committee meet and discuss the confusion that existed during the Town Election ORDINANCE COMM.
