Minutes of the regular meeting of the Pulaski Town
Council, held on the 7th day of August, 1962, at I~:00 P. M., in
the Municipal Office.
There were present: Mayor C. V. Jackson, presiding.

The invocation was given by 41an Groseclose.
Minutes of the regular meeting of July 17th and special
meeting on July 2l~th, were approved.
Mrs. Spencer advised Council that the open burnings, a
constant smoldering fire at. Pulaski Furniture Company and the burning
at the end of each day at Coleman Furniture Corporation, with "ex-
plosions", had become worse in the last few weeks. Town Manager
Noland stated that a conf erence was being held at VPI that week at
AIR POLLUTION
which an effort would be made to try to arrive at some colution for
disposing of wet bark from Veneer Plants which is the cause of the
smoldering fires at Pulaski Furniture, all other debris from that
plant being hauled to the landfill or burned in their furnace. Miss
Bonham complained of the loud whistles, and stated she felt it is
unnecessary for these whistles to blow at such great length. These
complaints were discussed fully, but there appeared to be no quick
solution of same.
Mrs. Mona Leftwich asked Council for an investigation of
the disappearance of along unused sewer line across land known as
"Steel Plant Bottom" and allegedly belong~_ng to her. Mrs. Leftwich

Town Manager Noland read a letter from Mr. J. C. Crumbley,Jr.,

outside the corporate limits, but borders on the town limits. Mr.
Crumbley further stated he understood the Town would soon extend
a water line to Pleasant Hi11 Drive and he asked Council for per-
mission to obtain water service from this line. The reouest was
discussed by Council and Councilman Carrico moved that the matter,
together with similar situations which might exist, be referred
to the Water Committee for an investigation and report to Council.
This motion was seconded b,y Councilman Gallimore, and carried
unanimously.

On motion duly made by Councilman Carrico, and seconded
by Councilman Rust, the following resolutions were made and adopted:
BE IT RESOLVED, that the Town Treasurer's report for
delinouent taxes for the year 1961, as certified to the Council,
be accepted; that the Treasurer be credited with the amount shown
to be delinouent and that said list of delinouent real estate
tax be filed with the Clerk of the Circuit Court of Pulaski
County, Virginia, to be recorded and indexed by him; that a
list containing all unpaid real estate taxes as of June 30, 1962,
be published in a local newspaper on August 15, 0962; that a list

of unpaid personal property and head taxes and any and all other '
taxes be prepared; that such lists be Ho sted at the courthouse and
other public places, all said p roceedi ng s to be in accordance with the
provi sions of the Code of Virginia, 1950 Edition, T itle 58, Chapter
20, A rticle 7, and Chapter 2.1, Article 7 and any ot her applicable
amendments to the said Code.

Councilman Gallimore, the following resolution was adopted:
BE IT RESOLVED that the Treasurer's list of erroneous
assessments for taxes for the year 1961 be submitted to the

fication by the Commissioner of Revenue for ?ulaski County, Virginia,

that the said taxes are erroneous. The Town Treasurer is hereby
ordered to correct tax tickets accordingly and he is hereby relieved!
from the duty and responsibility of toll ecting same.

Councilman Aust, the following resolution was adopted:

clerk of the Circuit Court of Pulaski County, Virginia, to be filed;!

On motion duly made by Councilman Gallimore, and seconded by
Councilman C~zmmings, the following resolution was adopted:
BE IT RESOLVED that the certified list of the Town Treasurer
for the year 1959, showing, remaining delinquent taxes be accepted,
and it is ordered that the revised list of real estate be transmitted to
the Clerk of the CS.rcuit Court of Pulaski County, Virginia, to be
filed; and the Treasurer is further directed to continue to co7_lect
the unpaid taxes shown on said list.
As a result of the establishment of the Johnston Trailer
Court, Town Manager Noland asked Council for a revision of Section
19.6 of the Town Code which has to do with water and sewer connections
for Trailer Camps, stating that to carry out the present Code
requirement would work a hardship on the developer and the town
in seeing that each trailer had a separate connection for water

A License-Permit Agreement between Meredith & Tate,
Distributors of Gulf Oils, and the Town of Pulaski, to lease
certain lands at Franklin Ave rnze and Route 99, was presented to
PRIVILEGES IN Council by Alan Groseclose, and after a discussion of same it

granted to s~..d Meredith R:. Tate were intended to extend only

a service center on the premises, and should not be extended to
any other persons, firms, or corporation, by sale, assignment
or any other means, without obtaining the prior written

following resolution be adopted, and that said License-Permit
Agreement contain the stipulation as set forth above. This

use certain public property formerly e part of the street system
of the Town of nulaski, Virginia, in connection with a proposed
service center just east of Franklin Avenue in said Town of
Pulaski; and

opinion that th.e establishment of the service center would
economically benefit the said Town f~;nd its people, and that
the use requested by Meredith and T te, Incorporated, is lawful

NOW, THEREFORE, BF IT RESOLVED by the Council of the
Town of Pulaski, Virginia, meeting in regular session on this
7th day of August, 1962, that:
(1) The license-permit as reauested by P~?eredith and
Tate, Incorporated, be granted for the term and upon the conditions
set out and contained in the license-permit agreement presented to
and bFfore Council on this date.
(2) The said license-permit: agreement has heretofore
been properly executed by Meredith and Tate, Incorporated..
(3) That the Mayor of the s.~i.d Town, by these presents
be, and he is hereby, authorized and directed to execute the
said license-permit agreement on the part of the Town and that
the Clerk shall attest setae.
(1.~) That a copy of the said license-permit agreement
be made a part of this resolution, incorporated therein and
recorded in the Minute Book of the said Town.
Mayor Jackson presented a deed from the New Jersey Zinc
Company tc the Town of Pulaski conveying to the Town, as a gift,
that, certain tract or Parcel of land locally known as "Shale Hill"

Cummings moved that the town accent this gift of land and
directed that a letter be written to the New Jersey Zinc Company
expressing the appreciation of the town for such a generous
gift. This motion was seconded by Councilman Gallimore, a.nd
carried unanimousl_.r.
There being no further business, the meeting adjourn-
ed at 5:55 P. M.
