There were presents May C. Robert Edens, presiding. Councilmens Mason A. Vaughan, Andrew L. Graham, Arthur L, Meadows, S. G. Frye, William A. House, Glen K. Aust, Raymond F. Ratcliff, J. L. Congrove Also present: Town Manager: J. E, Marshall Clerks Gladys R. Dalton Visitors: Members of the Press and Radio Stations Four citizens The invocation was given by Councilman Aust. The minutes of the regular meeting of August 7th were approved as recorded. Albert McClanahan appeared bef ore Council and requested that something be done to relieve the parking situation near the PARKING AT T.G. T. G. Howard Community Center. Town Manager Marshall advised HOWARD COMM. that he would be happy to work with Mr. McClanahan on this matter. CENTER A property owner from Kersey Bottom advised Council that several loans had been approved by the Small Business Association PEAK CREEK FLOODING as a result of flood damages, but it was his feeling that perhaps LOANS it would not be wise to rebuild until after the Peak Creek work had been completed. He was advised that a report would be made on this matter later in the meeting. Councilman Congrove stated he had no report but would make a report on some observations: that he visited Kersey Bottom the CONGROVE REPORT ON day bef ore Council's meeting and he felt the necessary steps should CONDITIONS IN KERSEY be taken on the four houses bearing condemnation signs. Also, there BOTTOM were privies there that should be taken care of, and that two of the houses in the area appear to have sink drains into the yards, even though both houses appear to have bathrooms that are connected to the Town's sewer system. Mr, Congrove stated he felt it important that something be done about employing a Building and Zoning Administrator to carry out EMPLOYE? BLDG. & ZON. such matters inasmuch as the Town Manager's office is already loaded. `~~' The Town Manager stated he agreed with Mr. Congrove, and that contacts had been made with the Health Department regarding these matters. Mr. Marshall advised that he was open to any suggestions from anyone. 1 1 C" ~~ ~~ August 21, 1973 Councilman Vaughan stated it was the time of year for the JT. TOWN-COUNTY BOOKLET preparation of the Joint-Town-County booklet, and moved that the Town Manager furnish such figures and data as is necessary so as not to hold up printing of the booklet. The motion was seconded by Councilman 1 TREAS'S REPORT ON DELINQUENT TAXES 1 Graham, and carried. Councilman Frye presented the Town Treasurer's report on delinquent taxes, and erroneous assessments, as follows: Councilman Aust stated he felt the Treasury Department should be commended upon thle excellent percentage of collection of taxes. SUMMARY DELINQUENT TAX LIST 1972 1972 Levy $221,365.86 5% Penalty 1,127.15 Total $222,493.01 Less Erroneous Assessments $ 1,901.15 Total $220,591,.86 PERSONAL PROPERTY $3,992.58 PLUS 5% PENALTY $199.63 $ 4,192,21 REAL ESTATE $6,280.15 PLUS 5% PENALTY $314.00 $ 6,594.15 $ 10,786.36 1972 95 percent collected On motion duly made by Councilman Frye, and seconded by Counc~l- man Aust, the following Resolutions were made and adopted: BE IT RESOLVED that the above set out the Town Treasurer's 1 report for delinquent taxes for the year 1972, as certified to the Council, be accepted; that the Treasurer be credited with the amount shown to be delinquent and that said list of delinquent real estate tax be filed with the Clerk of the Circuit Court of Pulaski County, Virginia, to be recorded and indexed by him; that a list containing all unpaid real estate taxes as of June 30, 1973, be published in a local newspaper on August 26, 1973, that a list of unpaid personal property and any and all other taxes be prepared; that such lists be posted at the Courthouse and other public places, all said proceedings to be in accordance with the provisions of the Code of Virginia, 1950 Edition, Title 58, Chapter 20, Article 7, and Chapter 21, Article 7 and all applicable amendments to the said Code. L. L. Patterson is hereby relieved from the duty and responsibility of collecting same. Councilman Frye reported the Finance Committee had met and it TOWN MGR. AUTHORIZED TO OBT. PRICE FOR NEW POL. CARS was its recommendation that the Town Manager be authorized to obtmin prices for a new Police car to replace the one recently wrecked, and Councilman Aust so moved. The motion was seconded by Councilman Vaughan, and carried. 'Councilman House reported that after talking with Town. Attorney Moore it seems a special meeting of Council should have N`.Y.FIRM been had in order to adopt a resolution relative to the possibility TO HANDLE BOND ISSUE of a referendum in November for a bond issue covering street repairs FOR 5T. PROGRAM and improvements; that the Town Attorney had contacted a bonding 1 1 yy~~: !~`n`~?i August 21, 1973 firm in New York, the same firm handling such matters of the Town of Pulaski in the past (Reed, Hoyt, Washburn & McCarthy, Attorneys) and moved that they be employed to represent the Town in the proposed bond issue. Mr. House so moved, which motion was seconded by Councilman Ratcliff, and carried. Councilman House further reported that the New River Valley Planfiing NRVPLANNING COMM. MEETING District Commission would be meeting in the near future and should there be any liaison that he was missing out on or concern of the Mayor of Council, to please get in touch with him. FLOOD ORD. Councilman Congrove reported the Ordinance Committee met and the! BEING PREPARED AND ORD. RE: matter of flood insurance was discussed. He stated Town Attorney Moore LAUNDRIES MUST HAVE is working on this, and it may be possible that a public hearing wi11 PUBLIC HEARING BEFORE have to be held on this. He further reported the Committee reviewekl ADOPTION the proposed ordinance amending and re-enacting the License Code pem- taining to Dry Cleaners, Laundries and Laundrettes, and it was believe this would have to be published in the news paper bef ore the next meeting of Council in order that interested parties may have an opportunity to be heard. Also, it would be necessary to hold a publlic hearing on the proposed ordinance changing the water rates for muldi- family units. Town Manager Marshall. reported the ordinance relative to permitel COUNCIL TO for Bingo, Raffling, etc. should be ready for the Ordinance Committee STUDY BINGO ORD. FURTHER to review and make a recommendation shortly. Later in the meeting; this was discussed more in detail, and Council felt that inasmuch ~,s some areas are experiencing some problems, Council should be looking in$o this more fully. Mayor Edens read a "thank you" note from Gail Vandeventer "Miss- "THANK YOU" NOTE FRDM Virginia for 1973" acknowledging the kind expressions from the Coutlcil GAIL VANDEVENTER to her during the Miss Virginia contest in Roanoke. Mayor Edens reported that President Nixon had proclaimed Octobe# 11, 1973 as "COUNT PULASKI DAY", and expressed hope that some form~of COUNT PULSKI celebration could be promoted in Pulaski on that day. DAY OCT . 11TH Mayor Edens read a letter from Mrs. Buf ord Woodyard, President bf Pulaski Garden Club, in which sd~ requested, on behalf of the Club. that PICNIC TABLES picnic tables not be placed in Jackson Park; that Jackson Park should JACKSON PARK ~" ~ -'~._ ~~~., MAYOR URGES COUNCIL TO ATTEND LEAGUE MEETING August 21, 1973 be maintained as a scenic park and suggested that Dora Highway and ~ ~: the Sixth Street Parks were better suited for picnic tables. Mayor Edens advised that some very important matters will be presented at the Virginia Municipal League meeting in Norf olk on September 16, 17 and 18, and urged each member of Council to attend these meetings. He stated Revenue Sharing will be dis- cussed during the meeting. Town Manager Marshall reported the first phase of the Holly Street-Jackson Avenue sanitary sewer main had been completed, and COMPLETION ~' 1ST PHASE OF as soon as the right-of-way problem is resolved for the second HOLLY ST.-JACKSON AVE. SEWER phase (Dora Highway intersection of Birch Street up to and including the east portion of Jackson Avenue) work would be started on this phase of the sanitary sewer installation. He stated if funds were then available, a review would be made of the Patterson area. Town Manager Marshall reported a meeting was had with Capt. Honsbarrier and a Sergeant from the Marine Corps Reserve unit in Roanoke on August 16th on the possibility of assisting in CLEANING OF PEAK CREEK the cleaning of Peak Creek from the west corporate limits to TO BE ASSIST . BY MARINE CORPS the east corporate limits. Capt Honsbarrier advised there was a possibility of approximately 25 men might be available on October 13th and 14th and on November 3rd and 4th - drill week- ends - but they were limited in their capabilities both as to operators as well as equipment. Mr. Marshall stated he had heard nothing further from Capt, Honsbarrier, but would get in touch with him again. Town Manager Marshall discussed with Council information received from Wiley & Wilson with respect to an infiltration/inflow study UTILITY COMM. that will be required bef ore grants will be available from the TO CONSIDER INFO. FOR FIRE PERSONNEL Councilman Vaughan reported that at the last Council meeting the Retirement Committee was waiting on a letter from Mr. E. W. Holyfield's doctor relative to his application for early retirement. Mr. Vaugh~.n, ststed the Committee has now received this letter from Dr. Chitwood~ . HOLYFIELD and it was the Committee's recommendation that Mr. Holyfield be GRANTED PERMISSION granted permission for early retirement according to the terms of F OR EARLY RETIREMENT the Town's Employee REtirement Plan, and so moved.
