Minutes of a special meeting of the Pulaski Town
Council, held 0 ctober 30, 1973, at 4:00 P. M. in the Council
Chambers in the Municipal Building.
There were present: Mayor C. Robert Edens, presiding.
Councilmen: Raymond F. Ratcliff, S. G. Frye,
Arthur L. Meadows, Andrew L. Graham,
Mason A. Vaughan
Absent: Councilmen William A. House, Glen R. Aust,
and J. L. Congrove
Also present: Town Manager: J. E. Marshall
Clerk: Gladys R. Dalton
Town Attorney: Garnett S. Moore
Visitorsi Members of WPW & WBLB Radio Stations and
the Southwest Times
The invocation was given by Councilman Ratcliff.
WAIVER OF NOTICE OF SPECIAL MEETINGi
We, the undersigned, duly elected members of the Council of the
Town of Pulaski, hereby waive notice of a Special Meeting of said Council
at 4:00 P. M. on the 30th day of October, 1973, called by Mayor C. Robert
Edens for the purpose of considering the report of the Land and Building
and. Finance Committees relative to the cleaning of Peak Creek channel
and any other items that may legally be brought bef ore the Council

Mayor Edens stated the special meeting wsa called to hear they
reports of the Finance Committee and the Land and Building Committee with
regards to the cleaning of the Feak Creek Channel. Town Manager Marshiall
stated there was a legal question which should be discussed by the Council
and suggested that an executive session be held. Councilman Frye movekl
that Council go into executive session to discuss a legal matter, and :the
motion was seconded by Councilman Graham. The motion carried.
At 4:.40 P. M. Council returned to special session, on motion
of Counci-loran Frye, seconded by Councilman Graham, and carried.
Town Manager Marshall reported that at the last meeting of
Council he was asked to get some figures on doing some work along the
SPECIAL MEETINGchannel of Peak Creek and these figures were submitted to the Council.
TO AUTHORIZE
WORK & FUNDS He stated that he had talked with town personnel and after a complete

CLEANING discussion it was determined that the work can be done involving brush'
cleaning and some channel work with a relatively small number, namely:
four (4) additional men on the brush. He stated that he believed the
crew could start work at the Sewage Treatment Plant, provided the

Town could secure easements or agreements from some property owners, and
do this work to relieve the bottleneck in the channel along or near
town owned property.
Councilman Ratcliff moved that the Town Manager be authorizedi
to begin this work, and that the money be appropriated from Revenue
Sharing funds to take care of the expense. The motion was seconded
by Councilman Vaughan, and carried on the following vote:
Mason A. Vaughan - aye Raymond F. Ratcliff - aye
Andrew L. Graham - aye William A. House - absent
Arthur L. Meadows - aye Glen K. Aust - absent
S. G. Frye - aye J. L. Congrove - absent
Councilman Frye suggested that the Town Manager report at
each Council meeting the amount of money which has been expended on
this project.
0 n motion of Councilman Vaughan, seconded by Councilman Frye,;.
and carried, the meeting adjourned at 4:55 P. M.
