There were present: Vx:e-Mayor S. G. Frye, presiding. Councilmen: Glen K. Aust, William A. House, Arthur L. Meadows,, Raymond,F. Ratcliff, Andrew L. Graham, Mason A. Vaughan, J. L. Congrove Also present: Town Manager: J. E. Marshall Clerk: Gladys R. Dalton Town Attorney: Garnett S. Moore Visitors: J. R. Schrader, Southwest Times reporter Jane Graham, WPUV Radio Station Reporter for WBLB Radio Station Ann Freehoffer, NRV Planning District Commission The invocation was given by Councilman Meadows. The minutes of the regular meeting of May 21st and special meeting of May 23rd were approved as recorded. As Gerontology Planner for the New River Valley Plannind District, Ann L. Freehoffer appeared bef ore Council and solicited their assistance in designating the type of organization or agency that 1 would best implement programs for the aging within the District. Ms. REQUEST TO Freehoffer furnished to Council a summary of the grant which led to IMPT,~wm A PROGRAM this study and brief descriptions of the alternative organizational FOR THE AGING structures which could implement the program for the aging. Ms. Freehoffer asked Council to consider in their recommendation what they believe to be the best program for ..the. citizens of~Pulaski; such inf ormation or recommendation would then be incorporated into her report to the Planning District-Commission. After. some=discussion with Mrs.: Freehoffer, Councilman Graham moved that the ;ent•ire Council meet and consider thas~ request, with Goun€ilma.n: Houses and .Councilman Ratcliff as co-chairmen, and that a report be made at the next -Council meetings or the first. meeting an Jiriy_~ •~The~ motion -was. seconded by Councilman Congrove,•and carri-ed:• _ _ Councilman Ratcliff repor ed that -t~he.~Uti_1z-ties Committee had .met June :3rd-and discus ed matters pertaining to the Dublin Water ~corttract~,' but m far no definite. conclusions had. been- reached, but the Committee would continue-t.o meet: until same have been resolved. 55'74 June 4, 1974 Councilman Aust called Council's attention to the new fire truck, and suggested that members might enjoy viewing this new equipment at the Fire Department. Councilman Ratcliff reported that at the last meeting of Council the Sewer Committee had been instructed to follow up on the possibility that some of the residents of Highland Terrace might not be able to connect to the new sanitary sewer line to REPORT ON THE HIGHLAND be installed by reason of the fact that the line would be below TERRACE SEWER LINE their property. Mr. Ratcliff statedtthis has been done and it now appears that all property owners can be served with the exception of possibly one trailer, and it would probably be necessary for this property owner to get an easement for his connection. Town Manager Marshall reported that at this point the possibility of obtaining metal tags is somewhat controversial. Mr. Marshall stated that this matter had been reviewed with the Chief REPORT ON of Police and Treasurer, and it was their belief, in view of the TOWN TAGS impending difficulty, that the Town return to the issuance of decals rather than the metal tags for the year 1974-75. There was discussion on this situation and many remembered the comments and complaints received when the Town had once bef ore used decals rather than metal tags. No action was taken on the matter, and it was tabled until the next meeting of Council. Town Manager Marshall reported that Mayor Edens, Town Atrorney Moore and the Town Manager had received certified letters from the kaw firm, Woods, Rogers, Muse, Walker & Thornton, Attorneys for Appalachian Partaer Company, indicating that the Company had applied to the State Corporation Commission to amend its fuel REPORT RE: COAL COST clause to permit the adjustment for coal costs to be on a month FOR APPLACHIAN POWER CO. after the coal is purchased, rather than the two months that is presently being used. Mr. Marshall stated the Fower Company is allowed to adjust its rates to reflect increased or decreased coal costs under the present clause; however, there is a two months time lag between the time Appalachian spends the money for coal and the time it can be recovered from its customers. Town Manager Marslial'1° 'reported that information had been VA. MUNICIPAL received from t`he'Vrginia Municipal heague•office relative to they LEAGUE MEETING IN Local Government Official'Conference, sclieduled'to~be held August 26, AUGUST 27 and•28 at'the~U4iiversity of Virginia in Charlottesville, and asked those who planned to attend to notify him in order that reserval tiwns can be made. He also stated this inf ormation would be made •available to the newly elected Councilmen.` Town Manager Marshall'"reported~to Council upon the study being; conducted by the Virginia State Crime Commission relative to the qualifications and salaries of•law enf orcement officers in Virginia, as requested 'by the General Assembly at its last session. He advised REPORT RE: POLICE- that one of the major problems that has surfaced during the course MENS SALARIES of the study by the Commission is the discrepancy that exists between; the pay scales for'Municipal Poli"ce in st~iler `tow'ns;- and the Sheriff s Department n't`he same town; the officers from the two departments often having the same dutie's and r'esporisibillties, but in many localities they star"ting pay `for the t-~ao positions can differ by several thousand-dollars per year, which leads to the fact that the Municipal Pbli~ce'D~epartment-will lose its best men to the Sheriff's Department. Mr. Marshall further reported a meeting would be held in Staunton on-June 1 8, 1974 by the C"rune Commission at which time the Police Chief and Town Manager planned to attend. Councilman. Ratcliff moved- that this matter~be'referred to the Police Committee to work with the Town Manager in-coordinating the matter. The motion was seconded by Councilman Aust, and carried. ~~~~ June 4, 1974 ' Town Manager Marshall reported the Engineering Department PREPARING GRADING LAYOUT PLANS FOR is preparing the grading layout plans for Pinehurst Cemetery THE CEMETERY development area, and as soon as this plan is finished an attempt will be made to have the grading started on the drives which are being planned.. Town Manager Marshall summarized a report made by Lt. REPORT RE: THE POLICE DEPT. I. D. Long in the Police Department with the assignment of old cars being removed, general type complaints other than police or law violations, lots and public speaking engagements, for the period from January 1, 1974 through May 27, 1974. Vice-Mayor Frye stated that an election was held May 7th and at that time everyone thought the new council would be seated ANNOUNCEMENT July 1. However, since the Town Charter has not been amended to RE: THE TAKING comply with the State law on the term of office of newly elected OF OFFICE BY THE COUNCILMEN & councilmen, and since a ruling has been made which makes it MAYOR feasible for them to take office on July 1, submitted his resigna- tion from the Council as of June 30th, and offered a motion that it be accepted and filed. Councilman Aust stated he would also resign as of June 30th. Town Attorney Moore stated it was his opinion that the newly elected councilmen would take office on September 1st, and Council instructed the Attorney to take legal steps to have the Charter amended. Vice-Mayor Frye stated he was tendering his resignation effective June 30th and recently elected councilmen can be appointed to fill the unexpired term. Councilman Aust stated he felt the same way, however, he intended to remain on the Council until the matter of the upcoming budget had been setttled. Vice-Mayor Frye called for a budget work session for June 5, 1974 at 5:00 P. M. to continue until same is completed. At the request of Town Attorney Moore, Councilman House moved that Council go into executive session at 4:50 P. M. The Motion was seconded by Councilman Congrove, and carried. At 5:15 P. M. Councilman Graham moved, seconded by Councilman Vaughan, that Council return to regular session. Motion was carried.
