Minutes of the regular meeting of the Pulaski Town Council
held July 16, 1974 at 7:00 P. M. ,in the Council Chambers in the
Municipal Building.
There were present: Mayor C. Robert Edens, presiding.
Councilman: Raymond F. Ratcliff, Andrew L. Graham,
Glen K. Aust, S. G. Frye, William A. House,
Arthur L. Meadows, J. L. Congrove
Absent: Councilman Mason A. Vaughan

The invocation was given by Councilman Congrove.
The minutes of the regular meeting of July 2nd were approved
as recorded.
Councilman Graham reported that the Utilities Committee
had met several times and discussed matters pertaining to the
Town's water system, but there was no report to be made on any of the
discussions todate.
As Chairman of the Cemetery Committee, Councilman Frye
PINEHURST CEM. reported that the Committee had met with the Cemetery Trustees

WORK TO FOLLOW along with the Town Engineer, and the Committee approved plans
for improvements in the Pinehurst Cemetery, and that work is
supposed to be started immediately.
Councilman House reported that the Street Committee met and
discussed several matters, one being the traffic situation and

DEPT, contact the Highway Department for a traffic study to see if more
traffic lanes and lights are needed.
Councilman House also reported that the Committee had

across from Memorial Drive, but the Committee felt Allison
Lane should not be blockaded. Mr. House reported that the
Committee had considered the feasibility of making Peppers Ferry

Road one way on the south side where Memorial Drive runs into
Peppers Ferry Road at Allison Lane, and the Committee felt that with'
the traffic flow at this point at this time, it was not a good
idea; and with Oakhurst now open, there would be less traffic on
Peppers Ferry Road and Allison Lane be Left as it is.
Councilman House reported that complaints are being received
from persons relative to their street not being blacktopped. Mr.

House stated it is possible some of these streets, will receive some

repairs and possibly blacktopping when it is determined how much
material is available.
Councilman House reported that he and Coucilman Ratcliff
had been appointed by Council to recommend the proper .agency to
coordinate the activities of the various programs for the aging
within the New River Valley Planning District, at the request of
Ann Freehoff er, Gerontology Planner for the New River Valley
Planning District Commission. Ms. Freehoffer had suggested there
were four existing retional agencies which might be interested in
implementing the programs, such as: New River Community Action;

recommendation to Council, and after he and Mr. Ratcliff discussed

the matter further with Council, Councilman Frye moved that the
Health Council under the New River Valley Planning District
Commission be recommended to implement the plan for the aging and
that Mr. House report this to the Commission at its next meeting.
The motion was seconded by Councilman Ratcliff, and carried.
Morris Burton, a member of the New River Rescue Squad,
reported to Council that on July 10 at 2:I5 P. M. he was called

with regards to an accident by the Police Department, in front o£ the!

his unit and they would take care of her. Mr. Burton stated
some twenty minutes elapsed bef ore the County Crew arrived.
Councilman Graham moved that the mtitter be ref erred to the
Saf ety Committee and Town Attorney to bring in a recommendation
to the Council on a solution of the matter. The motion was
seconded by Councilman House, a nd carried.
Town Attorney Moore advised Council that he would
have ready for its next meeting the encroachment to Coleman

ENCROACHMENT Furniture Corporation, as well as an ordinance pertaining to'
delinquent taxes, interest rates and penalties.
Town Manager Marshall reported that in October of 1973
Council indicated that the Town eould participate in the cost of
ILS equipment at the New River Valley Airport in an amount not to
exceed $5,000. He further stated no appropriation was made at
the time, nor was one in the 1974-75 budget as the exact amount
was not known. However, a bill has now been received and Pula ski's
share in the installation of the equipment is $4,809.00. Mr.
Marshall recommended that the entire amount of $4,809.00 be
$4,809 APPROP.

As requested by Council at its last meeting, Town Manager
Marshall reported that Collins Drive was accepted by the Town of
Pulaski into its secondary street system on January L0, 1974

and built to those requirements. He further stated this street

was not included in the blacktopping program inasmuch as the street
had not been accepted when the estimate was made for the blacktopping.
However, should material be available an attempt would be made to
include this in the present street blacktopping program.
Councilman Graham moved that all streets taken into the

TOWN SYSTEM
In a request to the State Board Building Code Review, Councili
adopted the f ollowing Resolution, seeking a nine months extension, on
the motion of Councilman House, seconded by Councilman Aust, and
carried..
RESOLUTION
WHEREAS, the State of Virginia has enacted a Unif orm
RESOLUTION Statewide Building Code and did thereby create the State

BUILDING CODE WHEREAS, the said State Board of Housing has adopted
what is commonly referred~to.as-.the BOAC Code as the Unif orm
Statewide Building Code which becomes effective September 1,
1973; and
WHEREAS., the aforementioned legislation provided that where,
in the opinion of the State Review Board, local codes are in
substantial~oonf ormity with;the~State code, the local code may,
with the concurrence of the Review Board, remain in effect for
~~ '~ two:Tyears from the effective date- of. the State code; and
WHEREAS; the Town. of-•Pulaski has for many years enf orced
the Southern Standard Building Code and other related codes
within the corporate limits of said Town;
NOW, THEREFORE, BE IT RESOLVED by the Council of the Town
of Pulaski, Virginia, meeting in regular session on the 16th
day of July, 1974, that:
(1) The Town of Pulaski desires that the Southern Standard
Building Code and other related building codes, all of which are
in substantial conf ormity with the Unif orm Statewide Building
Code recently adopted, remain in effect and be enf orced within
the Town of Pulaski, Virginia for nine G9) months from September'.
1, 1974.
(2) The REview Board of the State Board of Housing concur
in the of oresaid stated desire of the Town of Pulaski for the
continued enf orcement of the Southern Standard Building Code
within the Town of Pulaski, Virginia, and further, the Town
of Pulaski, Virginia, does hereby request said concurrence.

Town Manager Marshall reported that negptiations have
taken place with another contractor for the installation of the
HIGHLAND TER, sanitary sewer line on Highland Terrace, and although a signed
SEWER LINE
INSTALLATION contract has not been received, he indicated he would sign same
alnd start work on the line either July 18th or 19th, with
completion within sixty days.
Town Manager Marshall reported that a letter had been
received from Michie Cityaflublishing Company relative to
preparing a supplement to the Town code of Ordinances adopted

SUPPLEMENT by the Council since October 24, 1972, the date of the last

Councilman Ratcliff so moved, seconded by Councilman Graham, and
carried.
Town Manager Marshall presented to members of Council
a list of delinquent license tax offendersr~~ and stated he had been

DEPT. licenses. After considerable discussion on this matter, Council-
man House moved that a second notice of delinquent license be
delivered to the business by the Police Department. The motion
was seconded by Councilman Ratcliff, and carried.
At 8:45 P. M. Councilman Graham moved that the meeting
adjourn. The motion was seconded by Councilman Aust, and carried.
