There were present: Mayor C. Robert Edens, presiding. Councilmen: Mason A. Vaughan, Andrew. L. Graham,, Raymond F. Ratrliff, J. L. Congrove, Glen K •-s~, S. G. Frye, Arthur L. WAIVER OF NOTICE OF SPECIAL MEETING We, the undersigned, duly elected members of the Council of the Town of Pulaski, Virginia, herehy waive notice of a special meeting of said Council at 6:00 P. M. on the 25th day of July, 1974, called by Mayor C. Robert Edens for the purpose of considering an ordinance to Amendment Chapter 9 and then "Finance and Taxation" by adding Article 5 and to provide for an annual tax rate valuation of real and personal px'operty, providing tax tickets, bill for taxes, when taxes due and payable, penalty and interest thereon; and any other items that may legally be brought bef ore the Council. WITNESS our signatures thi 5sas July 25, 1974 Councilman'Frye moved that Suellen Pearce be ACTING CLERK appointed Acting Clerk in the absence of the regular Cle rk. The motion was seconded by Councilman Vaughan, and carried. Mr. Marshall presented an ordinance to amend Chapter 9, Finance and'Taxation, by adding Article 5, concerning finance ADOPTION and taxation in the Town Code by increasing the interest rate on OF ORD . AM. CHAP. 9 delinquent taxes. TAX RATE & INT. RATE ON On motion of Councilman Vaughan, seconded by Council- DEL. Vaughan - aye ORDINANCE AN ~DRDINANCE TO AMEND CRAFTER 9, "FINANCE AND TAXATION" BY ADDING ARTICLE V THERETO, PROVIDING FOR ANNUAL TAX RATE, VALUATION OF REAL AND PERSONAL PROPERTY; PROVIDING TAX TICKETS, BILL FOR TAXES, WHEN TAXES DUE AND PAYABLE, PENALTY AND INTEREST THEREON BE IT ORDAINED by the Council of the Town of Pulaski, Virginia, meeting in Special Session on this 25th day of July, 1974, that Chapter 9 of the Town Code be amended by adding thereto Article V as follows: Article V - Taxation - Real and Personal Property Sec. 9-26 Annual Assessment; Valuation of property. The Town Council shall, annually, bef ore the first day of July, fix the tax rates on all real and personal property properly subject to taxation within and by the Town and shall assess such taxes as may be required to provide for the needs and purposes of the Town. In determining the valuation of property in Town, reference shall be had to the records of the Commissioner of Revenue of the County of Pulaski. Sec. 9-27, Tax Tickets; Bills for Taxes. As soon as practicable of ter taxes are assessed as provided in Section 9-26, the Treasurer of the Town shall make or cause to be made for such taxpayer, a tax ticket substantially in the form prescribed by the State Department of Taxation and shall send by mail to each taxpayer a bill for such taxes. Sec. 9-28. When Taxes are Due and Payable; Penalty. Taxes assessed as provided in Section 9-26 above,. shall be due and payable on December first of that year, except as otherwise provided. Any person failing to pay any real and personal property tax assessed against him by the Town on or before the fifth day of February following the mailing of said tax tickets shall incur a penalty thereon of five (5%) per cent, which penalty shall be added to the amount of such taxes due from taxpayer, which when collected by the Treasurer shall be accounted for in his settlement. July 25, 1974 Ordinance Continued: Sec. 9-29. Interest.. Interest at the rate of eight (8~;) per cent per annum commencing on the first day of July of the year next following the assessment year shall be collected upon the principal and penalties of all such taxes then remaining unpaid to date of payment, which penalty and interest shall be collected and accounted for by the Treasurer along with the principal sum thereof . This ordinance shall become effective upon passage. Adopted this 25th day of July, 1974, Councilman Ratcliff stated that New River Planning District NRVCC Tt~ could not become the policy making body for the District's program IMPLEMENT for the aging or gerontology program. Councilman Meadows reported AGING PROGRAMthat New River l7ommunity College had an interest in this program, and it was his opinion that they be appointed as the agency for the gerontology program. Councilman Meadows moved that NRCC be the designated agents for the program, seconded by Councilman Vaughan, and carried. At 6:20 P M. Councilman Graham moved that the meeting be adjourned.
