There were present: Mayor C. Robert Edens, presiding. Councilmen: S. G. Frye, Glen K°. Aust, William A. House, Arthur L. Meadows, Raymond F. Ratcliff, J. L. Congrove, Ard rew L. Duncan C. V. Jackson J. B. Warner The invocation was given by Councilman Aust. FORMER MAYOR C.V.JACKSON COMMEND6 MAYOR & OUTGOING MEMBERS OF COUNCIL ON. FINE WORK The minutes of the regular meeting of August 6, 1974 were approved as corrected. ,. Former Mayor C. V. Jackson commended Mayor Edens and the members of Council who will soon be leaving the Council, for their fine wor~C _- , ~ ~. f or the Town during their term of office. Mr. Jackson specifically mentioned the new Municipal Building, construction of Memorial Drive, .. ~ and many other projects, and stated the street blacktopping project'"really dressed up the Town", and that he supported the Bond Issue which wad ,. approved by referendum; that he was grateful for their services as is t resident of the Town and having formerly been with the Town Governmlent, realized you don't make a "Mayor or Councilman in a day or week or few months", stating there are many hard knocks in the process. Mr'. Jackson stressed future beautification of the Town, and stated, not. s because the park had been named in honor flf him, he would like to see a f ountain placed in the park in front of the Municipal Buildi~. He suggested that the construction be done by town forces, and paid for by donations. As representative for the Town of Pulaski on the New River Valley Airport Commission, Mr. Jackson reported that the Instrument Lighting System at the Airport is now in operation, but there is additional work to be done such as removal of trees and X624 MAYOR EDENS COMMENDS FORMER MAYOR C . V . JACKSON August 20, 1974 power and telephone poles. Mr. Jackson stated he felt the Airport was instrumental in White Motor Company's selection of its site for the new plant at Newbern. Mayor Edens commended Mr. Jackson on his many efforts and services on the•Airport as well as for the Town of Pulaski, and commented upon the efforts of Mr. Jackson in the construction of Gatewood Reservoir, Pulaski's present main source of water, and recalled that this was once called by some persons as "Jackson's Dry Hole". As Chairman of the Streets Committee, Councilman House BLACKTOPPING OF ALL STREETS ANTICIPATED BY OCTOBER'75 stated he appreciated Mr. Jackson's comments relative to the street blacktopping program. Mr. House stated the project is two-thirds completed, and should be fully completed by October 31st. He also stressed the fact that some streets were not scheduled in this program for blacktopping because of the fact that some repairs or street work needed to be done bef ore the application of blacktopping. However, he hoped, and believed it to be the desire of the entire Council, that by October 31 of 1975 all streets within the Town will have been blacktopped. Later in the meeting, Mr. House again strongly recommended to the Council that the blacktopping of all streets in the Town be accomplished next year. Bill Linville of Kersey Bottom thanked Council for the. KERS EY B'OTTOM IMPROVEMENTS CITED improvements in that area, and asked that some mowing be done there in an eff ort to control the rats. This and other complaints made by Mr. Linville concerning the condition of properties, in the area, were felt to be administrative matters. J. B. Warner thanked the Mayor and members of the Council for WARNER STATES TRAFFIC ON PEPPERS FRY. RD. IMPROVED the relief in the traffic situation on Peppers Ferry Road, which he felt was due to the opening of Memorial Drive and Oakhurst Avenue. He stated further that he felt with Phase Two completion of Memorial Drive, the traffic situation on Peppers Ferry Road would be much better. Councilman Graham reported that the Utilities Committee, Mayor Edens and the Town Manager had met with Dublin's Mayor WATER RATE PAR THOUSAND Leo Jackson relative to re-negotiating a new water rate with the GALS. QDOTED MAYOR JACKSON Town of Dublin, and that the rate of $49.4 per one thousand gallons OF DUBLIN had been quoted to him, to become effective December 13, 1974. Mr. Graham also reported that it had been proposed that the rate be re- negotiated each two years rather than the five year period stipulated in the present contract. Mr. Graham stated they were awaiting an August 20, 1974 answer from Mayor Jackson. 525 Councilman Frye stated that according to the Code of Virginia this was the time to consider the report of the Town Treasurer on delinquent taxes as well as erroneous and improper assessments. TAX tax,be.filed with the Clerk of the Cireuit Court of Pulaski County, Virginia, to recorded and indexed by him; that a Iist containing all unpaid real estate taxes as of June~~30, 1974, to be published in ANNUAL a local newspaper on September 15, 1974,. that a list of unpaid personal property and any and alI other taxes be prepared; that such lists be posted at the Courthouse and other public places, all said REPORT proceedings to be in accordance with the. provisions of the Code of Virginia, 1950 Edition, Title 58, Chapter 20, Article 7, and Chapter 21, Article 7 and all applicable amendments to the said Code. L. Patterson is hereby relieved from the duty and responsibility of collecting same.. Also, at this point, COUNCILMEN there were other comments from Councilmen House, Graham, and Meadows, MAKE STATEMENT as well as from the Town Attorney and Town Manager. At. 8:10 P. M. Councilman Frye stated "that for the last time" EXECUTIVE moved that Council go into executive session to discuss a legal matter~i SESSION The motion was seconded by Councilman House, and carried. At 8:55 P. M. Councilman Graham moved, seconded by Councilman House that Council return to regular session. Motion was carried. At 8:56 P. M. Mayor Edens declared the meeting to be in regular session, and asked if there was further business to come bef ore the Council. Mr. Frye moved, seconded by Mr. House, that the amount of $1500. $1,500.00 be appropriated from the General Fund Surplus to extend the APPROPRIA- TION liability coverage of the Town. Mr. House then offered an amendment to the motion - that Council adjourn in honor of the retiring Mayor and members of the Council.
