Mayor Edens stated the purpose of the meeting was to consider
CALLED the Bond Issue sale, and any other business of Council that may legally

BONDS Councilman House stated that telephone conversations had been
had regarding the matter bef ore Council, however, he felt a short
executive session should be held on a legal matter, and so moved.
The motion was seconded by Councilman Ratcliff, and carried. Council
EXECUTIVE went into executive session at 5:05 P. M.
SESSION
At 5:14 P. M. Councilman Vaughan moved Council return to regulat~
session. Motion was seconded by Councilman Graham, and carried.
At 5:15 P. M. Mayor Edens declared Council to be again in regulb~r
session.
Councilman House moved that the Town Attorney be authorized to
$600,000 take the necessary steps for the sale of $600,000 worth of bonds to
St. Imprv.
Bonds to be finance the Town's Street Improvement Program; said bonds to be dated
sold, dated
9-1-74 - September 1, 1974 and to be paid off in a ten year period. Interest
5-7/8% int.
shall be payable September and March of each year, said interest rate
not to exceed 5.875%. Bonds to be in denominations to be designated
by the purchaser. The motion was seconded by Councilman Vaughan, and
carried on the following recorded vote:

There were present: Mayor C. Robert Edens, presiding.

The invocation was given by Rev. James Hankins of the First
United Methodist Church of Pulaski.
Minutes of the regular meeting of August 20th and special
meeting of August 23rd were approved as recorded.
At this point Town Attorney Garnett S. Moore introduced
Virginia Supreme Court Justice Alexander Marrs Harman, Jr., who

in 1944 to practice law. Justice Harman paid tribute and honor to
the retirming Mayor C. Robert Edens and Councilmen Glan K. Aust,

GOING MAYOR had given a total of forty-two years of service to the Town. Justice

Harman thanked them for their services as a citizen of Pulaski, adding
that he thought the citizens of the Town felt the same as he did.
Mayor Edens presented plaques to the outgoing Councilmen., as
follows: Glen K. Aust for sixteen years of dedicated service to the
Town; S. G. Frye for eight years of dedicated service to the Town;

The Clerk presented an Abstract of Votes cast in the Town
Election of May 7, 1974 certified by E. L. Barr, Secretary of the
CLERK Electoral Board, indicating that Raymond F. Ratcliff received

Justice Harman then administered the oath of office to the new
Mayor and new Councilmen, by paraphrasing the "Allen Charge" which he

VAUGHAN Mayor be closed, which motion was seconded by Councilman Brockmeyer, aid

VICE MAYOR carried. Vote was then taken on the nomination and Mr. Vaughan was
elected Vice-Mayor unanimously.
Vice-Mayor stated he appreciated the confidence and he would tr}~
to do a good job. Mayor Ratcliff stated the mission of the new Counci~
was to render better service to the Community and its citizens.

Mr. Howard C. Gilmer expressed appreciation for himself and the
citizens of the Town for the fine and dedicated service of the out-

the same dedicated service would be given by the incoming Council
members.
As had been advertised in the local newspaper, Council held a
public hearing on the application of David S. Woods for a permit to
place a house trailer on lot located on Snider Lane. No one

the land is in R-2 Residential Zone and water and seeer is available
and would suggest that the application be approved subject to re-
subdivision of the land which must be approved by the Town Planning
Commission peior to the mobile home being placed..
Councilman House moved that the permit be issued on the
condition that the land be re-subdivided as recommended by the Town
Manager and approved by the Planning Commission. The motion was
seconded by Councilman Vaughan, and carried.
Councilman Vaughan moved that the Abstract of Votes cast
in the Town Election of May 7, 1974 be made a part of the minutes
of this meeting.

There were no reports from the Committees or Mayor Ratcliff.

Town Attorney Moore reported that it was possible that all legal
steps would have been completed in the sale of the Street Improvement
Bonds by Friday of that week and suggested that Council stand ready
to hold a called meeting for the purpose of adopting an ordinance dir~ect-
STREET BOND ing the sale of the bonds. Mr. Moore reported bids have been receiveid

FROM ~ LOCAL from the Bank of Virginia to purchase $300,000 of the $600,000 bonds
BANKS
and the Virginia National Bank to purchase the remaining $300,000.
Each of the bonds to carry a five and seven-eights percentum (5 7/8')'
per annum coupon, and to be dated September 1, 1974.
Town Manager Marshall stated he sincerely looked forward to workling

Sanitary Sewer line installation is progressing as anticipated - than
