SALE OF BONDS Councilman House stated that telephone conversations had been had regarding the matter bef ore Council, however, he felt a short executive session should be held on a legal matter, and so moved. The motion was seconded by Councilman Ratcliff, and carried. Council EXECUTIVE went into executive session at 5:05 P. M. SESSION At 5:14 P. M. Councilman Vaughan moved Council return to regulat~ session. Motion was seconded by Councilman Graham, and carried. At 5:15 P. M. Mayor Edens declared Council to be again in regulb~r session. Councilman House moved that the Town Attorney be authorized to $600,000 take the necessary steps for the sale of $600,000 worth of bonds to St. Imprv. Bonds to be finance the Town's Street Improvement Program; said bonds to be dated sold, dated 9-1-74 - September 1, 1974 and to be paid off in a ten year period. Interest 5-7/8% int. shall be payable September and March of each year, said interest rate not to exceed 5.875%. Bonds to be in denominations to be designated by the purchaser. The motion was seconded by Councilman Vaughan, and carried on the following recorded vote: Mason A. Vaughan -aye Glen K. Aust - aye Andrew L. Graham - aye William A. House - aye Arthur L. Harman, Jr. Reporters from the Southwest Times and WBLB Radio Station Approximately thirty-five citizens The invocation was given by Rev. James Hankins of the First United Methodist Church of Pulaski. Minutes of the regular meeting of August 20th and special meeting of August 23rd were approved as recorded. At this point Town Attorney Garnett S. Moore introduced Virginia Supreme Court Justice Alexander Marrs Harman, Jr., who JUSTICE HARMAN INTRODUCED was originally a native of War, West Virginia, having moved to Pulaski BY ATTY. MOORE in 1944 to practice law. Justice Harman paid tribute and honor to the retirming Mayor C. Robert Edens and Councilmen Glan K. Aust, TRIBUTATE S. G. Frye, Raymond F. Ratcliff and J. L. Congrove, and noted they PAID TO OUT- GOING MAYOR had given a total of forty-two years of service to the Town. Justice ~ COUNCILMEN Harman thanked them for their services as a citizen of Pulaski, adding that he thought the citizens of the Town felt the same as he did. Mayor Edens presented plaques to the outgoing Councilmen., as follows: Glen K. Aust for sixteen years of dedicated service to the Town; S. G. Frye for eight years of dedicated service to the Town; MAYOR EDENS PRESENTS J. L. Congrove for four years of dedicated service to the Town, and PLAQUES TO OUT- GOING COUNCIL- Raymond F. Ratcliff for eight years of dedicated service to the MEN Town . 5G~35 September 3, 1974 The Clerk presented an Abstract of Votes cast in the Town Election of May 7, 1974 certified by E. L. Barr, Secretary of the CLERK Electoral Board, indicating that Raymond F. Ratcliff received PRESENTS -ABSTRACT OF' the greatest number of votes cast in said election for Mayor of the VOTES Town of Pulaski, and that Blair B. Brockmeyer, Bob J. Clark, C. William Hickam and James M. Neblett, Jr. received the greatest number of votes cast in said election for Councilmen for the Town of Pulaski, Mayor Edens then presented to incoming Mayor Raymond F. Ratcliffe. the gavel and key to the office, and retired from his place as Mayor EDENS PRESENTS along with Councilmen Aust, Congrove and Frye. Mayor Ratcliff took GAVEL & KEY TO INCOMING his place as the new Mayor along with the new Councilmen, Blair B. Brockmeyer, MAYOR RATCLIFF C. William Hickam, Bob J. Clark and James M. Neblett, Jr., according td a new seating arrangement prepared by Mayor Ratcliff. Justice Harman then administered the oath of office to the new Mayor and new Councilmen, by paraphrasing the "Allen Charge" which he JUSTICE said is the oath given jurors in Court cases. To the new Councilmen and HARMAN GIVES Mayor, Justice Harman•stated::"I think you•:have seen the respect which !has OATH OF OFFICE TO been•built up~among these:men,'by their having worked together, although NEW COUNCILMEN they did•not always agree'!, and xef erred tothe:fa~t that Council need' 'nbt~be unanimous is their ,alecisions;:but each should discuss the matte~fs and then vote their convictions. • -Mayor Ratcliff then called the~~new:~Council to order and stated ffhat NEW MAYOR CALLS MEETINGthe first order Hof"business .was .the election of-the Vice~Mayor. TO ORDER Councilman•Graham gominated Mason A: Vaughan f pr Vice-Mayor to serve for the period of 1974-76. The motion was seconded by Councilmanf Neblett; and carried.• Councilman House moved that nominations for Vi~d- MASON A. VAUGHAN Mayor be closed, which motion was seconded by Councilman Brockmeyer, aid NOMINATED VICE MAYOR carried. Vote was then taken on the nomination and Mr. Vaughan was elected Vice-Mayor unanimously. Vice-Mayor stated he appreciated the confidence and he would tr}~ to do a good job. Mayor Ratcliff stated the mission of the new Counci~ was to render better service to the Community and its citizens. ~~-36 September 3, 1974 Mr. Howard C. Gilmer expressed appreciation for himself and the citizens of the Town for the fine and dedicated service of the out- EXPRESSION OF APPRECIATIOI~oing members of Council and Mayor Edens, adding that he believed that BY H.C.GILMER the same dedicated service would be given by the incoming Council members. As had been advertised in the local newspaper, Council held a public hearing on the application of David S. Woods for a permit to place a house trailer on lot located on Snider Lane. No one APPROVED appeared either for or against the application, and Town Manager DAVID S. WOODS TRAILER APPLIC. Marshall recommended that the permit not be granted until the pro- SUBJECT TO CERTAIN CON- perty is subdivided and the mobile home will then be placed on the DITIONS lot as delineated on the subdivision map. Todm°s'Manager Marshall stated the land is in R-2 Residential Zone and water and seeer is available and would suggest that the application be approved subject to re- subdivision of the land which must be approved by the Town Planning Commission peior to the mobile home being placed.. Councilman House moved that the permit be issued on the condition that the land be re-subdivided as recommended by the Town Manager and approved by the Planning Commission. The motion was seconded by Councilman Vaughan, and carried. Councilman Vaughan moved that the Abstract of Votes cast in the Town Election of May 7, 1974 be made a part of the minutes of this meeting. Town Attorney Moore reported that it was possible that all legal steps would have been completed in the sale of the Street Improvement Bonds by Friday of that week and suggested that Council stand ready to hold a called meeting for the purpose of adopting an ordinance dir~ect- STREET BOND ing the sale of the bonds. Mr. Moore reported bids have been receiveid BIDS REC' D FROM ~ LOCAL from the Bank of Virginia to purchase $300,000 of the $600,000 bonds BANKS and the Virginia National Bank to purchase the remaining $300,000. Each of the bonds to carry a five and seven-eights percentum (5 7/8')' per annum coupon, and to be dated September 1, 1974. Town Manager Marshall stated he sincerely looked forward to workling PRESENT OFFI-with the Mayor and new members of Council, and as the first item of CE HOLDERS REAPPOINTED business, recommended to Council that the present office holders be FOR TWO YRS . appointed for a two year berm, or until further.ac~ion of the Council'. Councilman Vaughan moved that the present office holders be continued'in their present office for two years, or until further action of the Council. BY OCT. 31 Town Manager Marshall also reported the Highland Terrace Sanitary Sewer line installation is progressing as anticipated - than HIGHLAND TER. SEWER installations are being made so that when connection fees are paid f ok~ LINE PROGRESS it will not be necessary to dig up the street to make the connection. ~s~2.
