approach to this situation would be on the basis of safety
rather than on the traffic flow.
T~layor Jackson asked Council if they had any questions
to ask, whereupon Councilman Carrico stated.. that .he had no
question, but did.. wish to comment that Council was not trying
to antagonize ttie public with regards to this situation and
that he perscnally did nct mind true criticism, but that ne
did. not like to receive critical communicaticns in the mail
not signed. Ccuncilman W. F. ti•~hit~: stated he, too, had
received. such comrunicaticns and did. not appreciate them.
Mayor Jackson stater'. that it was not Council's desire to
go against the wishes of the public, or hurt anyone, but
that Council in many instances had to rely on expert opinions
regarding certain matters. The To4m r`anager stated he felt
no further comment on his part was necessary.

ing tree intersection at I~iain and Rarddph on foot recently and
advised that Yie was injured because he had to run tc get out
of the way of traffic and fell and hurt Y',is arm. and leg. F. F.
Corder stated that on the previous Thursday, Friday and again
on Monday of this week he came very near being hit at this

Mayor Jackson advised that the Safety Committee

Chairman T. J. McCarthy stated that his committee,
named at the last meetit~ had made an irspecticr. of the pro-
perty west of the Filter Plant over w'::ich "flushi.ng waters"
of the Filter Plant flow and stated- it was the findings of

named at tt:e last meeting suggested the name of H. B. Newland,
Personnel Supervisor of the Appalachian Electric Power Company
to take the place of D. P. Minichan on the Retirement Plan
Committee since Mr. Minichan is leaving Pulaski, and on
motion of J. R. i~Iartir~, seconded by 1a'. S. Cummings, and
unanimously carried, it was
RESOLVED, that H. B. Iv'ewland be appointed to
tai:e the place of D. P. Minichan on the employes Retirement
Plan Committee.
Mr. T. ,1. Dickerson. briefly discussed the general
location and scope of the Route 99 project, explaining that
he is greatly interested in the project.
Town Manager Noland stated he had been advised
that contracts were being executed by the contractors on the
Sewage Treatment Plant and Sewer lines, and should be ready

SEWER LINES Holding Corporation, a subsidiary of the N. & ir, . Railway
Company, with regard to the construction of certain sewer
mains, and

and unanimously cat°ried, the following resolution was
adopted:
WFiF.REAS, a part of tY:e m:~. j or Sewer Improve-
ment Program now being begun by the Town involves con-
struction of certain sewage mains on property of the Norfolk
and Western Railiaay Company, and of the Virginia Holding
Corporation, respectively, and
WHEREAS the Norfolk & Western Railway Co.
and Virginia Holding Corporation have submitted proposed
agreements setting forth the conditions under which the
respective companies would authoz•ize installation,
maintenance and operation of these lines, the agreements
being supported by Plan No. N1961~E with respect of the
Railway Company, and Plan it?o . Pd196~F with respect to the
Holding Corporation.
NOW, THEREFORE, be it resolved that the Mayor
be and he hereby is authorized to execute on behalf of the
Town the two said agreements, eacYi of which carries an
annual consideration in the amount of X1.00.

Town Attorney Moore stated a matter had come in in
recent days regarding the issuance of Certificates of Cor~-
venience and Necessity to taxicab owners and should be dis-
cussed by Council, but was not on ttie agenda. Or. motion of
J. R. Martin, seconded by Z°J. A. Larson, and unanimously carried
it was resolved that the matter be pl<~ced on tr_e agenda for
discussion at this; meeting.
