Minutes of the regular meeting of the Town Counc~l
of the Town of Pulaski, held on the 17th day of February,
1959, at 4 p. m., in the municipal office.
There were present: Mayor C. V. Jackson,
presiding.
Councilmen: W. F. White, W. A. Larson,
Glen K. Aust, J. R. Martin,
John W. Nash, F. L. Carrico,
W. S. Cummings, T. J. McCarthy
Also present: Town Manager: T. B. Noland
Clerk: Gladys R. Dalton
Town Attorney: Garnett S. Moore
Visitors: Rev. Chas. Davis, pastor of First
Baptist Church

The meeting was called to order by Mayor Jackson,
and the invocation was given by the Rev. Charles Davis,
pastor of the First Baptist Church.
Minutes of the regular meeting of February 3rd
were approved.
Town Manager Noland advised Council of the need
for expansion of Oakwood Cemetery to provide more sale- G
able lots, and ppinted out to Council from a map a
plan for developing additional cemetery land which is

Town Manager Noland presented an agreement to
Council between the Radford Arsenal and the Pulaski Fire
Department for mutual assistance in fighting fires. On
motion of T. J. McCarthy, seconded by Glen K. Aust,
and unanimously carried, the following resolution was
adopted:
ADOPTED RESO-
LUTION RE: AGREEMENT BE IT RESOLVED BY THE TOWN COUNCIL OF THE
WITH RADFORD TOWN OF PULASKI, VIRGINIA, that the Mayor and the
ARSENAL FOR Clerk are hereby authorized and directed to enter
FIGHTING FIRES into an agreement for mutual assistance in the
fighting of fires with Radford Arsenal, a facility
of the Department of the Army of the United States

Mayor Jackson advised that bids for paving of

BE OPENED 3/12/59 the New River Valley Airport runways had been advertised,
to be opened at 2 p. m. on March 12, at the new Courthouse.
On motion of W. A. Larson, seconded by J. R.
ADOPTION OF ARMORY
RESOLUTION
Martin, and unanimously carried, the following reso-
lution was adopted:
WHEREAS, since November 26, 1956, there
has been activated in Pulaski a unit of the
Virginia National Guard which during its ex-
istence in the community has been a great
community asset even though during its existence
its quarters have been temporary and therefore
extremely inadequate; and,
WHEREAS, the Council of the Town of Pulaski
is deisrous of doing all things within the means
of the Town of Pulaski to secure a suitable new
National Guard Armory; and,
WHEREAS, in addition to the resolution which
was unanimously adopted by Council at a regular
meeting held on April 1, 1958, Council stands
ready to furnish other necessary assurances as
suggested by the Adjutant General of the Virginia
National Guard,
NOW, THEREFORE, be it resolved, that upon
receipt from the Adjutant General of the Virginia
National Guard official notice that a contract
for the construction of a new armory has been
signed, a check in the amount of $15,000.00 in
favor of the Treasurer of the Commonwealth of
Virginia, or such other agency as the Adjutant
General may designate, wil1~ be drawn and for-
warded to the properly designated agency.

various water and sewer line changes which would be
necessary as a result of the Route 99 construction project
which, according to present plans, will increase the
channel change project, since all of the costs of
necessary water and sewer line changes must be borne by

the Town in this type project, and because the grade of
East Main Street will be lowered considerably in the
vicinity of Newbern Road it will be necessary to lay a
new water line in that area. It was explained that the
existing sis inch water main between the intersection of
First Street and Second Street has badly deteriorated

because of checmical reaction from Iron Furnace slag
having been dumped in the area many years previous.
Also, this line is in some places eight feet in the
ground, a combination of circumstances which will re-
quire that a completely new line be laid bef ore the i
Highway construction in this area, with the use of
asbestos cement pipe being contemplated to eliminate

the further deterioration of pipe caused by the iron
ore slag.
DISCUSSION OF
SEWER LINE. The channel change will involve three sewer '',

compensate for changes in grade in the area where the
new channel will be dug. It was pointed out that final
plans for making these changes cannot be prepared until
after the receipt of the completed plans for the Highway
change and channel change which are now being prepared
by the Highway Department.
On motion of W. A. Larson, seconded by W. F.
White, and unanimously carried, it was resolved that
Town Manager Noland authorize Wiley & Wilson, Engineers,
to provide an inspector for the sewer construction
pro3ect at such time as this service is needed.
Town Manager Noland advised Council of the need
of additional engineering assistance during the summer

the contractor had begun preliminary operation on the
Sewage Treatment Plant construction project.
