~~~ Council minutes April 21, 1959, ~ p. m. Minutes of the regalar meeting of theTown Council of the Town of Pulaski, held on the 21st day of April, 1959, at !~ p. m., in the municipal office. There were presents Mayer C. V. Jackson, presiding. Councilmens W. F. White, Glen K. Aust, J. R. Martin John W. Nash, F. L. Carrico, W. S. Cureaings T. J. McCarthy, W. A. Larson Also present: Town Manager: T. B. idoland Clerks Gladys R. Dalton Chief ®f Police: G. E. Bouldin ~isitvrss Barbara Brookfield, reporter for Southwest Times P. M. Sadler, Attorney for various Taxi- cab operators, and several taxicab operators in person The meeting was opened with a prayer by Councilman Carrico. After considerable discussion of the minutes of April 7th, as they pertain to taxicab operations, during which discas~ion Attorney Sadler and Taxicab operators present entered into dis- cussion with Council, and dur3.ng which consideration several changesin the minutes were designated by proper motions, the minutes were approved as amended. Town Manager Noland suggested a revision of various REVISION OF SECTION 18-42 TOWN CODE RE TAXICABS $~ NUMBER BE REDUCED TO 30 fees called for in Section 18-t~2 of the Code pertaiaing to taxi- cab operations, because of the man hours involved by the Chief of Police and by the Police Department. After a full discussion of the old and suggested new rates, and to which change Attorney Sadler was agreeable, on motion of W. A. Larson, seconded by J. R.Martin, and carried unanimously by those present, Section 180lt2 -Fees of the Town Code, was amended to reads Sec. 18-l~2 Fees. In connection with the administration ®f this article, the following fees shall be charged: For each application for, whether used or not ----$ 3.00 For fingerprinting by police department----------- 1.00 For each license issued -------------------------- 2.00 ~'or each renewal of license ---------------------- 2.00 All such fees sha11 be co]lected by the Chief of Police, or some other member of the police Department designated by him, and shall promptly~be paid over to the tows treasurer to be placed in the general farad. ~~ 9 l Council mina. conted. Cummings, ' and carried unanimously by those present, it was RESOLVED, that as vacancies occur in the number of ' cabs now being operated, the maximum being 35, and 3~i in operation, this limitation be reduced to 30. Town Manager Noland read a letter from the Madeline Harman Woman's Club thanking the Town Carancil members for their fine cooperation on Youth Day, April 10th. Mr. White, Chairman of the Water Committee, stated i t NO REPORT had not been. possible for the Committee to meet in time to make ON EXCESSIVE WATER BILL OF a report to council at this meeting with regards to the Douthat T. A. DOUTHAT water bill. Town Manager Noland reported that a second groap, this time from the area made up of Qiles, Montgomery and Pulaski Counties as well as the City of Radford had visited Fantas Area Research, Incorporated,. in New York City and had returned un- animously in favor of such a survey. The-New River Valley ; Industrial Commission had recommended that a survey be arranged for immediately with each of the three counties to pay 27~ ', of the $25,000.00 cost, to be spread out over a two year peid~od, i witls the suggestion that the remaining 19~ of the cost to be ' ~I paid by the City of Radford. OF SUPERVISORS details for the payment for the Fantus Survey. RE : PAYMENT OF i SURVEY Mayor Jackson appointed to this committeez T. J. McCartl>3r, John W. .Nash, W. A. Larson and Town Manager Noland. Mayor Jackson reported that existing regulations of the Federal Aviation Agency will:. not permit that Agency to ' share in the cost of th® proposed runway extension of the New , REPORT ON NRVA PROPOSED RUNWAY River Vail®y Airport from the original specified 4,20f3 feet EXTENSION to the proposed extension of 4,800 feet. The New Raver Valley Airport Commission will attempt to work out this situation to the best advantage of the area. Town Manager Noland reported that a few days REPORT ON STATUS OF NEW ARMORY previous to the meeting h® had had a conference with the Adjutant General. and had been advised that there is a slight delay in the armory project because of a pending re- organization of the Virginia National Guard. The Adjutant General had been very condifent, however, that a new armory would be passible in the near future. F. White, seconded by Glen K. Aust, and carried un- animously, it was RESOLVED, that .the Mayor be and he hereby is INDEMNIFYING BOND TO GEN. CHEM,CO. FOR EASEMENT TO CONSTRUCT SEWER LINE authorized to sign an indemnifying bond to hold Allied Chemical Corporation, General Chemical Division, harmless from and against any and al.l liability, damages, claims o r demands on accmunt of any injury to or death of atiy person or damage to any property arising out of or in connection with the wmrk of constricting a sewer line on Allied Chemical Corpor~ti®n's premises in Pulaski. On motion of F. L. Carrico, seconded by Glen K. Aust, and unanimously carried, Town Manager Noland was 3~~~ USE PERMIT SIGNED FOR USE OF BEEF. NATL. FOREST FOR IMPOUNDMENT OF RAINES HOLLOW DAM 1 PULASKI COUNTS TO USE CALFEE PARK FOR HOME GAMES, $15.00 a GAME Council mina. contd. April 21, 1959, 4 p.m. directed to sign a IIse Permit as submitted by the IInited States Forest Service for the use of Jefferson National Forest lands for the impoundment of Raines Hollow dam. Paul Holston requested permission for the Pulaski Counts to use Calfee Park for. 18 home baseball games during the summer. After a discussi®n, on motion of W. F. White, seconded by T. J. McCarthy, aRd unanimously carried, it was RESOLVED, that the Pulaski Counts b® granted the privilege to use Calfee Park during the coming summer for the sum of $15.OC a game, payable in advance. Councilman Carrico stated the Safety Committee ., had met with reference to the traffic light at the corner of West Main Street and Randolph Avenue and he would like to ' MATTER OF ST. LIGHT AT COR. RAND. AND bring its report to Council if Council was .agreeable to W. MAIN PLACED ON AGENDA - having same put on the agenda for discussion. On motion of LIGHT TO BE RE- instated Glen K. Aust, seconded by J. R. Martin, and on the favorable '; vote of all councilmen with the exception of Councilman Larson, ,the matter was placed on the agenda for discussion. Following a discussion of the great number of requests received by various c©uncil.xen that the "stop-aid-go" be re-connected, on motion of Glen K. Aust, seconded by T. J. McCarthy, and carried unanimously, it was RESOLVED that the "stop-and-go" traffic light at the intersection of West Main Street and Randolph Avenue be reinstated.
