Minutes of a called meeting of the Town Council of the
Town of Pulaski, held on the 25th day of May, 1959, at !~ p.m.,
in the municipal office.
There were present: Mayor C. V. Jackson, presiding.
Councilmen: W. A. Larson, John W. Nash, F. L. Carrico,
W. S. Cummings, T. J. McCarthy
Absent: W. F. White, Glen K. Aust, J. R. Martin
Also present: Town Manager: T. B. Noland
Clerk: Gladys R. Dalton
Visitors: Bi]1 Akers, reporter for the Southwest Times
The meeting was opened with a prayer by Councilman
Carrico.
Mayor Jackson stated the meeting had been called
primarily for the approval of an application for Federal funds to
be used for runway extensions, and other improvements at the
New River Valley Airport, said Grant Agreement to be approved
by all participating political subdivisions, and that the
Pulaski County Board of Supervisors having approved same at
its meeting on Saturday, May 22nd. On motion of W. A. Larson,
seconded by W. S. Cummings, and unanimously carried, the

following Resolution was adopted:
WHEREAS, the Administrator of the Federal Aviation
Agency has approved a project and tendered to the
Town of Pulaski, Virginia, a Grant Offer under which
the United States commits it self in accordance with
the terms herein to pay 50 percentum of the cost of
certain developments at the New River Valley Airport;
ADOPTS RESOLUTION and,
APP ROVING APPLICA- WHEREAS, the Offer made by the United States must.

BE IT RESOLVED:
(1) That the Town of Pulaski, Virginia, does ratify
and adopt all statements, representations, warranties,
covenants and agreements contained in the Project
Application of April 2l~, 1959, and does hereby accept

to execute the Grant Agreement in the manner provided
as evidence of the Townes acceptance and the Clerk of
the Council of the Town of Pulaski is authorized

thereto, and
the Grant Offer issued on the project by the Administrator
of the Federal Aviation Agency as hereinafter set forth
in the attached Grant Agreement.

(3) A copy of the Grant Agreement formed by the
Grant Offer and acceptance hereinbefore mentioned,
is attached hereto and made a part of this resolution.
Councilman McCarthy, Chairman of the Industrial Committee,
reported that his committee had met just prior to the called meet-
ing, and it was the recommendation of his committee that Council
adopt a resolution with regards to the proposed merger of the
Norfolk and Western Railway Company and the Virginian Railway
Compatry. On motion of John. W. Nash, seconded by W. S. Cummings,
and unanimously carried, the following resolution was adopted:
IdHEREAS, it is in the interest of the Town of Pulaski,
Virginia, to insure the maintenance of an efficient and
reliable system of railroads; and
WHEREAS, prompt and dependable rail service is necessary
to the industrial growth of this area; and
WHEREAS, Norfolk and Western Railway Company and The
ADOPTS RESOLUTION Virginian Railway Company have applied to the Interstate
FOR MERGER OF THE Commerce Commission in Finance Docket No. 20599 for
VIRGINIAN RWY. AND authority to merge; and
N. & W. RAILWAY CO.
WHEREAS, the Town of Pulaski, Virginia, is of the
opinion that this proposed merger will strengthen the
system of railroads, promote more efficient railroad
operations, encourage industrial growth, and be in
the public interest.
NOW, THEREFORE, BE IT RESOLVED:
That the Town of Pulaski, Virginia, he reby endorses
the proposed merger of Norfolk and WE%stern Railway Compa~r
and The Virginian Railway Company and requests the Inter-
state Commerce Commission to give its consent thereto;
and
That the Clerk of the said Town of Pulaski, Virginia,
is instructed to send a copy of this resolution to the
Secretary of the Interstate Commerce Commission; and
That the Clerk of the said Town of Pulaski, Virginia,
is further instructed to send copies of this resolution to
the Governor, each member of the Cirginia Congressional
delegation and the State Corporation Commission.
The meeting adjourned at 5 p. m.
