Council Minutes
May 28, 1959, ? a, m.
A called meeting of the Pulaski Town Council was held at
Maple Shade Inn, May 28th, 1959, at 7 a. m.
There were present: Mayor C. V. Jackson, presiding.
Councilmen: W. F. White, W. A. Larson, Glen K. Aust,
J. R. Martin, John W. Nash, F. L. Carrico,
W. S. Cummings, T. J. McCarthy
Also present: Town Manager: T. B. Noland
Visitors: Bill Akers, reporter for the Southwest Times
Following a dutch breakfast, Mayor Jackson called the
meeting to order, and since Mrs. Gladys R. Dalton, Clerk, was ill
motion was made, seconded and carried unanimously, that T. B.
Noland be named clerk of this meeting.
All of the time was taken up with a discussion of the
proposed budget as it was submitted by the Town rianager. All of
the discussion was on the General Fund and during the study
and discussion appropriations were reduced approximately $3,300.
The various departments were discussed individually in the same
order in which they appeared in the budget.
There was a lengthy discussion of the proposed tax rate
and the possibility of having to increase the present X1.60
tax rate. Since the Town Attorney had informed Council that

increase a tentative amount had to be set at this meeting in order
to meet the minimum State Code requirements.
All Councilmen stressed their position as not being in
favor of a tax rate increase unless the same should be
absolutely necessary.
In order to meet the State Code requirement there was
considered a proposed legal notice which had been submitted by
the Town Attorney and which had to do with notice of a possible
tax rate increase. After the full discussion, on motion of W. A.
Larson, seconded by J. R. Martin, and carried on a recorded vote
as follows:

PROPOSED INCREASE IN TAX RATE AND OF PUBLIC
HEARING THEREON FOR THE TOWN OF PULASKI,

TAKE NOTICE that the CounciS of the Town of Pulaski,
NOTICE OF Virginia, proposes to increase the tax rate for the fiscal
PUBLIC HEARING year beginning on July 1, 1959, upon property within said
ON TAX RATE town, from $1.60 for each $100.00 of assessed value of
PROPOSAL taxable property to $1.90 for each $100.00, an increase of
$0.30 per $100.00; That the said Council gives further notice
of a Public Hearing at l~ p. m., on the 29th day of June, 1959,
in the Circuit Court Room in the Town o~~las i; S~irginia,
to consider the increase; the necessity therefor being brought
about by the need for additional expenditures from the general
fund of said Town for payment of streets and other capital
improvements..
