Council Minutes
June 29, 1959 ~ p. m.
Minutes of a special meeting of the Town Council of the
Town of Pulaski, and Public Hearing on the proposed Budget for
1959-60 of the Town of Pulaski, was held in the Pulaski County
Circuit Courtroom on the 29th of June, 1959, at ~ p. m.
There were present: P~ayor C. V. Jackson, presiding.
Councilmen: F. L. Carrico, W. S. Cummings, W. F. White,
T. J. 2~TcCarthy, W. A. Larson, J. R. Martin,
Glen K. Aust, John W. Nash
Also present: Town Manager: T. B. Proland
Clerk: Gladys R. Dalton
To,an Attorney: G. S. Moore
Visitors: Approximately one hundred citizens of tYie
Town of Pulaski.
Mayor Jackson called the meeting to order and the invocation
was given by the Rev. Albert S. Fia1e, pastor of the Memorial
Baptist Church of Pulaski,
Mayor Jackson welcomed the visitors and asked if there were
any resolutions to be heard. The following were presented and
filed with the Clerk of the Council:

PETITIOPdS Pulaski Junior Chamber of Commerce, presented by
PRESENTED E. Ray Lemon, President
Citizens and qualified voters of the Town of Pulaski,
some 100 or 115 signers, was presented by Aulden Lemons
Pulaski Junior Woman's Club, presented by P~iary Ann
Stafford, President
The content of tYie above resolutions was that the Town
Council not curtail the year-round recreational program to a summer-
time program only, but that the 1.959-60 budget carry the appropriation
for a full time recreational program.
Mayor Jackson declared the meeting to be open for a full dis=

RECREATION DEPT. between citizens present and the T~iayor, Town Manager, Town Attorney
and members of Council, mainly with regards to the continuation of
a full time recreational program by the town. At the conclusion
of this discussion, Councilman F. L. Carrico moved that the full
time recreational program be reinstated, which motion was seconded
by Glen K. Aust. This motion brought a substitute motion from

Councilman Larson, to the effect that Council go in executive
session on the morning of June 30th for tl'ie purpose of discussing
the matter further. The substitute motion having priority, the
following vote was recorded on the substitute motion:

Council would meet in executive session on June 30th for a further
discussion.

It appeared that Robert Z^~hitman of Pulaski was low bidder. Wh~re-
upon, it was resolved that the contract for the grading of the Armory!,
site be awarded to Robert Whitman.
The meeting was adjourned at 6:15 p. m.
