Minutes of the regular meetinf of the Town Council of the Town of Pulaski, held on the 21st day of July, 1959, at !~ p. m., in the municipal building. There were present: Mayor C. V. Jackson, presiding. Councilmen: W. F. White, W. A. Larson, Glen K. Aust, John W. Nash, F. L. Carrico, W. S. Cummings, T. J. McCarthy Absent: J. R. Martin Also present: Town Manager, T. B. Noland Clerk: Gladys R. Dalton • Town Attorney: Garnett S. Moore Visitors: Bill Akers, reporter for the Southwest Times H. E. Jones The invocation was given by Councilman Aust. Minutes of the regular meeting of July 7th were approved. NO ACTION TAKEN ON Mr. Jones stated he was interested only in the action of VFW BUILDING PERMIT Council with regards to the VFW building permit. He was advised that inasmuch as the officers of the Veterans of Foreign Wars had not signed the papers prepared by the Town Attorney, no action would be taken by Council at its meeting, but that same would be carried on the agenda unless VFW withdraws its application. July 21, 1959, !t P.m. On motion duly made by F. L. Carrico, and seconded by Glen K. Aust, the following resolutions were made and adopted: BE IT RESOLVED that the Town Treasurer's report for delinquent taxes for the year 1958, as certified to the Council, be accepted; that the Treasurer be credited with the amount shown to be delinquent and that said list of delinquent real estate tax be filed with the Clerk of the Circuit Court of Pulaski County, Virginia, to be recorded and indexed by him; that a list containing all unpaid real estate taxes as of June 30, 1959, be published in a local newspaper on August 16, 1959; that a list of unpaid personal property and head taxes and any and all other taxes be prepared; that such lists be posted at the Courthouse and other public places, all said' proceedings to be in accordance with the provisions of the Code of Virginia, 1950 Edition, Title 58, Chapter 20, Article 7, and Chapter 21, Article 7 and any other applicable amendments to the said Code; BE IT FURTHER ORDERED that the Town Treasurer shall continue ~ her efforts to collect all above mentioned unpaid taxes. F. White, and seconded by Glen K. Aust, the following resolution was adopted: BE IT RESOLVED that the Treasurer's list of erroneous assessments for taxes for the year 1958 be submitted to the Commissioner of Revenue for further verification; that upon verification by the Commissioner of Revenue for Pulaski County, Virginia, that the said taxes are erroneous. The Town Treasurer is hereby ordered to correct tax tickets accordingly and she is hereby relieved from the duty and responsibility of collecting same. 1 1 ~9y Council mires. contd. Aust, the following resolution was adopted: SE IT RESOLVED that the certified list of the Town Treasurer for'. the year 1957 showing remaining delinquent taxes be accepted, and it is ordered that the revised list of real estate and sewer taxes be trans- mitted to the Clerk of the Circuit Court of Pulaski. County, Virginia,, to be filed; and the Treasurer is further directed to continue to collect the unpaid taxes shown on said list. On motion duly made by Glen K. Aust, and seconded by W. S. Cummings, the following resolution was adopteds BE IT RESOLVED that the certified list of the Town Treasurer for the year 1956, showing remaining delinquent taxes be accepted, and it is orderedthat the revised list of real estate and sewer taxes be transmitted to the Clerk of the Circuit Court of Pulaski County, Virginia, to be filed; and the Treasurer is further directed to continue to collect the unpaid taxes shown on said list. There was a lengthy discussion relative to the problem of flash floods at the intersection of South Washington and Commerce Streets. The Town Manager presented to Council an NO ACTION TAKEN estimate amounting to $11,790.25, representing an estimate of ON STORM FLOOD SITUATI~1 AT what it would cost to properly take care of this situation by COMMERCE & WASH. AVE.; the installation of 60 feet of 2I~" pipe and 337 feet of 30" PLACED ON AGENDA pipe, as well as a sketch outlining the steps to be taken to correct this drainage. No action was taken on the matter, but it was agreed by Council that the same be carried on the agenda.. There was a discussion of the problem of congested traffic at the intersection of First Street, North, and North Washington TRAFFIC CONGESTION 1ST ST. & N. WAS venue, as well as the intersection of Commerce and South Washingtn AVE. DISCUSSED: MGR. TO GET Avenue. The use of synchronized traffic lights was suggested. ESTIMATE OF COST The Town Manager was directed to secure an estimate of the cost of such a setup and report back to Council. ~~ On motion of W. A. Marson, seconded by T. J. RESOLVED, that the Town sponsor a picnic for it's employes, TOWN EMPLOYES the date of which to be set by the Mayor and Town Manager, the PICNIC APPROVED & DATE TO BE SET picnic to be held at Mayor Jackson's farm. BY MGR. AND :~^.AYOR Mayor Jackson advised that paving of the runways at New River Valley Airport would get underway August 3rd; that the additional 600 feet of runway had been graded, that paving of NRVALLEY AIRPT. ADDL. 600 Ft. the runway extension had not yet been approved, but it was REPORT OF A9AYOR JACKSON anticipated that this would be done soon. Town Manager Noland stated that Bob Whitman was grading MGR. :REPORT the new armory site, and that the general contractor, J. M. Turner ON PROGRESS OF NEW ARMORY and Company, had been notified by the State to proceed. Councilman W. F. White advised that it was his feeling, as well as the feeling of many citizens of the town, that Mr. NAMING OF NEW DAM FUR GATEWOOD A. W. Gatewood, former Director of Public Works, should be SUUG~;STED BY COUNCILMAN WHITE given some recognition for his many years of faithful service to the town, and with this thought in mind he suggested that perhaps the new reservoir might be named for him. A full dis- cussion followed, but no action was taken pending the securing of public opinion concerning the matter. On motion of W. F. White, seconded by Glen K. Aust, and unanimously carried, it was resolved to go into executive session EXr:CUTIVE SESSION :for a discussion of certain matters pending in Circuit Court. The Town Attorney brought Council up todate on progress towards apparent condemnation procedures necessary to securing a NEC. PROCEDURE strip of land behind the Filter Plant which is allegedly being FOR SECURING LAND BACK OF damaged by heavy run-offs during the time filter beds are being FILT~:R PLANT washed, as well as progress towards securing title through condemnation of approximately 70 acres of the Robert Raines land in the Raines Hollow impoundment area. It was explained that ATTY'S possibl y court action mould be necessary in each case, but that R~;PORT ON RAINES efforts were continuing to get title to the properties concerned CONDEMNATION PROCEEDINGS at the earliest possible moment. The Town Attorney also reported FUR 70 ACRES on his efforts towards securing approximately 2,000 feet of power line right of way from the Pike family which, when secured, ATTYS. REPORT ON SECURING will permit construction of the power line to serve the new R`tnT FROM PIKE FAMILY FOR POWERwater supply development.
