Council Minutes
August 18, 1959, ~t p. m.
Minutes of the regular meeting of the Town Council of the
Town of Pulaski, held on the 18th day of August, 1959, at ~ p. m.
in the municipal building.
There were present: Mayor C. V. Jackson, presiding.
Councilmen: W. A. Larson, W. S. Cummings, F. L. Carrico
Glen K. Aust, John W. Nash
Absent: T. J. McCarthy, J. R. Martin & W. F. White
Also present: Town Manager: T. B. Noland
Clerk: Gladys Dalton

Mr. Jackson called the meeting to order after which the
invocation was given by the Rev. John R. Campbell, Rector
of the Espicopal Church.
It was the decision of those present not to take any action
with regard to a possible town slogan until all membersof the

cussion of this situation during which it was brought out
that Council certainly has no objection to the use of a slogan
by any or all Civic Clubs or groups but it seemed unwise at
the time for the town to take official action concerning
a Town slogan.
The Town Manager explained that the last day Mrs. Lottie
R. Bunion, Treasurer, had worked was Friday, July 31; that
Mrs. Bunion had come to the office on the following Monday but
had to return home immediately because ofillness and that she

length of her illness it was thought that Mrs. Bunion would be
unable to work for sometime. The Town Manager stated that he
had conf erred with the Town Attorney, as well as the Town
Auditor and that these two concur in the recommendation of
the Manager that Council take action at this meeting to name
an Acting Treasurer. After expressions of sorrow at the illness

of the Treasurer who had begun her town duties in 1933 and had
been Treasurer since 1947, on motion made, seconded, and carried
on the unanimous vote of those present, it was
RESOLVED, that Mrs. Mary P. Martin be named as Acting
Treasurer until further action by Council.
The Manager explained that it would be a benefit to Mrs.
Runion's family in their financial planning if Council would
express itself as to possible extension of Mrs. Runion's sick
leave beyond the normal 30 days time. Accordingly, on motion
made, seconded, and carried unanimously, it was
RESOLVED, that Mrs. Runion's sick leave, with full pay,
is hereby extended to November 1, 1959, with the understanding
that should her inability to work extend beyond November 1,
Council would again consider the matter of sick leave at that
time.
With respect to the new Route 99 Project, it was explained
.that there is a temporary slow down on the State level on
projects such as this one due to a shortage of Federal funds
(50~ of the total cost) but that right of way appraisals are

FORWARD hope that money will shortly be made available to construct
the project according to the original time schedule.
The Manager reported that on the day before the meeting,

$28,000.00 which result from inspection of progress to date.
In another reference to the United States Public Service
and an additional Federal grant, the Manager reported that he
had just been advised that if Federal appropriations are made
as anticipated, the Town would receive an additional amount
of $28,000.00 during the current year provided the Town's

application for additional line construction is approved.
It was pointed out that possibly some lines which are planned
for construction might not fit the description of interceptor
sewers which are pre-requisite to securing a Federal grant.
It was further .stated that because of additional federal
regulations, it would be impractical to get federal
participation on projects constructed with town forces,
since the federal grant set up seems to assume that all
work will be done by contract. Council then authorized the
Manager to use the Consulting Engineers in the detailed
preparation of the application which would be followed by
working plans and specifications after application for
additional funds is approved.
At this point the Manager stated to Council that he was

well pleased with the amount of work which had been done with
Town forces to date, since there had been spent from the bond
issue proceeds some $11,000.00 for wages, $28,000.00 for
materials, and $7,000.00 for rental of construction equipment.
To date, the sum of $302,000.00 had been paid to the two
contractors engaged in the sewer construction program.

out the new subdivision to be known as the Macgill Woods. Plans
already had been approved by the Town Planning Commission, the
first segment of the subdivision to contain 33 lots. The
developers of this new residential area to the north of Newbern
Road and to the west of Drove Drive had indicated their inten-
tions of installing town water and sewer lines as well as do all
other things necessary to comply with the requiredments of the
Subdivision Ordinance which will include 30 feet wide pavement.
The Manager estimated the installation of utilities alone would
cost the developers in excess of $9,000.00 and that the
developers want assurance from the town that the town would
provide water and sewer service along Newbern Road which is
the point from which the developers would extend lines into the
new area.

The Manager explained that because of the topography of the
area a ridge prevents serving all of the lots from a single
sewer line extension by the town and that a town line less than
600 feet long would be necessary to serve the sewer line which
will be placed in Monte Vista Drive, a street in the new sub-
division but that the lots fronting on East Gate Road, another new
Street, would have to be served from a line which would logically
be extended along Newbern Road. It was also pointed out that the
line along Newbern Road which would serve East Gate Road would
serve at .least 7 homes. It was thought that the total sewer
project would not exceed $11,000.00 and that the contemplated
lines fit into the master plan for sewer line construction which
was developed before the bonds were issued.
After further discussion of this whole project, on motion
made, seconded, and carried on unanimous vote of those present,
it was
RESOLVED, that the Town Manager is hereby directed to
proceed with installation of the sewer extension as proposed
and as outlined on the map.
Mayor Jackson read a letter from Ralph W. Studebaker,
ACCEPTANCE OF Supt. of Recreation in which Mr. Studebaker offered his
RESIGNATION OF
RALPH W. STUDF.BAKER resignation at the pleasure of Council. After a discussion
and on motion made, seconded and carried on unanimous vote of
those present, it was
RESOLVED that Council accept with regret the resignation
of Ralph Studebaker as head of the Recreation Department to be
effective on or about September It, 1959, and it was further
resolved that Council hereby express its appreciation to Mr.
Studebaker for his services as Recreation Director.
There being no further business, the meeting was adjourned
at 5:25 p. m.
