Minutes of a special called meeting of the Pulaski Town Council, held on the 28th day of September, 1959, at ~ p.m., in the municipal office. There were present: Mayor C. V. Jackson, presiding. Councilmen: W. F. White, ti•?. A. Larson, J. R. Martin, '~ Glen K. Aust, F. L. Carrico, td. S. Cummings, T. J. McCarthy, John ~f7. Nash Also present: Town Manager: T. B. Noland Clerk: Gladys R. Dalton Town Attorney: Garnett S. Moore Visitors: Bill Akers, reporter for the Southwest Times The meeting was called to order by Mayor Jackson, and the invocation was given by Town Manager Ncland. Mayor Jacl~a on stated that the meeting had been called for Council to take formal action upon the application for an additional U. S. Public Health Service grant in the amount of X28,000.00, which application must reach the Water Control ', Board by October 1st. Under the proposal, the lines would be so constructed that they would not impede the flow of the creek in the rew channel. Counting of the numerous projects, and including engineering cost and contingency fee, the total ama~t of construction proposed in the application is ~S1o6,130. It was explained that should the government approve construction of the lines as suggested, the federal government would pay up i to `28,000.00 of the total cost. ~~~ Council mins. contd. Carrico- aye W.S.Cummings - aye T.J.McCarthy - aye BE IT RESOLVED by the Council of the Town of Pulaski, Virginia, that Thomas B. Noland, Town Manager, be and here hereby is authorized to execute on behalf of the Town of Pulaski an application dated September 28, 1959, to the Department of Health, Education and Welfare for a construc- tion &rant in the amount of $28,000.00 for the construction of new interceptor sewer .lines in the Town of Pulaski. BE IT FURTHER RESOLVED that Thomas B. Noland, Town rlanager, be and he hereby is authorized and empowered to execute on behalf of the Town of Pulaski any and all documents such as application for, acceptance of, and progress reports in connection with the improvements contemplated in the afire- said application. Upon motion made by T. J. McCarthy, duly seconded by W. S. Cummings, the following resolution was presented and adopted: BE IT RESOLVED, by the Council of the Town of ~'ulaski, Virginia, convened in this special call session on the 28th day of September, 1959, consider certain other items and matters of business not contained in the notice of the call of said meeting, as follows: Pfayor Jacksor. then presented a proposed Grant Agreement which calls for additional work at the New River Airport to provide a paved runway extension of 600 ft. which would make a total runway length of 1.1800 feet as we1.l as increasing the ACCEPTANCE OF GRAP~iT AGREET~,ENT paved taxiway width from 1~0 feet to 50 feet, which plan would FOR 1800' RUNWAY & 5C FT. TAXIWAY provide a complete paved taxiway. Also, the proposed Grant NEW RIVER VALLEY AIRPORT Agreement would include enlarging the paved apron area from 250 feet by 500 feet. On motion of W. A. WH~?.REAS, the Administrator of the: Federal Aviation Agency has approved the above project and tendered to the Town of Pulaski Virginia, a Grant Offer under which the United States commits itself in accordance with the terms stated herein to pay 50 percentum of the cost of certain developments at the New River Valley Airport; and, WHEREAS, the Offer made by the United States must be accepted in the manner provided in the terms thereof and in accordance with the regulations incorporated therein by reference; therefore, BE IT RESOLVED, (1) That the Town Council of the Town of Pulaski, Virginia, shall enter into a Grant Agreement for the purpose of obtaining Federal Aid in the development of the NewRiver Valley Airport and that such Grant Agreement, consisting of "Part I - Offer" and "Part II -Acceptance", shall be as hereto attached. (2) That the Town Council of the Town of Pulaski, Virginia, does hereby ratify and adopt all statements, rep- resentations, warranties, covenants and agreements contained in the Project Application dated the 19th day of June, 1959, with the supplemental documents attached thereto, including the letter dated September 11, 1959, from John ~•7. Goldsmith, Attorney for the New River Valley Airport Commission, and does hereby accept the Grant Offer issued on the project by the Administrator of the Federal Aviation .agency, as hereinafter set forth in the attached Grant agreement. (3) That the Mayor of the Town of Pulaski, Virginia, C. V. Jackson, is authorized and directed to execute said Grant Agreement on behalf of the Town of Pulaski, Virginia, as evidence of the Town's acceptance and the Clerk to the Council, Gladys R. Dalton, is hereby authorized and directed to impress the official seal of the Town of Pulaski, Virginia, thereto. and to attest said execution. (11) A copy of tY~e Grant Agreement, referred to above, is ~ttach,ed hereto and made a part of this resolution. Town Manager Noland gave Council a report on applications which. had been filed for the position of Town Treasurer. Carrico, and carried unanimously, it was resolved, C0~1I"~ TTEE FOR IP~'~TRVI E;~rTS that the matter of securing. a new Town Treasurer, together with applications received, be turned over to the Finance Committee for investigations and interviews, which Committee will report back to the Council their recommendations, it being understood that an attempt would be made to recruit a man for the position of Town Treasurer.
