Minutes of the regular meeting of the Pulaski Town
Council held on the lsth day of March, 1960, at ~ p. m., in the
Municipal office.
There were present Mayor C. V. Jackson, presiding.
Councilmen: T. J. McCarthy, J. W. Nash, F. L. Carrico,
J. R. Martin, W. F. White, W. S. Cummings
Absent: W. A. Larson, Glen K. Aust
Also present: Town Manager: T. B. Noland
Clerk: Gladys R. Dalton
Town Attorney: Alan Groseclose for Garnett S.

Visitors: Bill Akers, reporter for Southwest Times

The meeting was opened with prayer by the Rev. S. Brown
Hoyt, pastor of Anderson M morial Presbyterian Church.
Minu tes of March 1, 1960 were approved.
Town Manager Noland reported that as of the day of the
meeting a preliminary check of the town records indicated a total
expenditure of X11,700. for snow removal, which sum took into
consideration the necessity of paying for a carload of salt then
in route. This total figure compares with the budgetary

huge banks of snow in some parts of the business district. There
was a general discussion of the very unusual weather and its
resultant unpredicted snow removal cost as well as to whether the
town is doing too much toward snow removal. The related problem of
street maintenance was also discussed but the Manager stated that with
so much snow coverage still on the ground it was impossible to even
estimate the snow damage to the street system. However, a.11 agreed that
this damage would be ouute heavy. The Manager stated that since more
money had been appropriated for street maintenance than had been the
case in previous years the end of the fiscal year would see the
General Fund budget still in balance.

On motion of T. J. McCarthy, seconded by W. F. White, and
carried unanimously, it was
RESOLVED, that a vote of appreciation be extended to the
Town employes for their excellent job in clearing the streets of
snow during the period of unusual weather.
At a recent meeting Council had directed H. C. Jackson, .
Director of Public Works, to go to the home of Grey Kiser on Wilson Avenue
in an effort to work out a satisfactory solution with regard to his
complaint about muddy water and low pressure at his home, caused by

more than we have offered, which was to take water to either side of
Mr. Kiser's house. .First, we cannot enter private property, and
have no obligation in this case to do so. Mr. Kiser has turned down
our proposition whereby we would assist him all we could at a cost
not exceeding $25. to $35.00, we feel we can go no further, since the
property was bought before annexation."
On the motion of J. R. Martin, seconded by T. J. McCarthy,
with Councilman Carrico abstaining, it was resolved to adopt the
report of the Water Committee.
In an effort to arouse interest, Council decided to give
publicity to the fact that approximately 100 acres of the Loving

It was reported that even though a featured speaker had not
yet been obtained for the Armory dedication ceremony, the VPI Band

The Town Manager reported that since the last meeting
the Planning Commission had met for the purpose of formulating
definite plans towards carrying out the Master Plan studies
as approved by Council at the previous meeting. It had decided
to divide the Planning Commission membership into subcommittees

groups had promised active participation in preparing the in-
formation, all of which would be processed in the Richmond and
Abingdon offices of the Department of Conservation and Economic
Development.
Town Manager Noland called Council's attention to a sketch
showing what is believed to be the alignment of the raod between Route

ROAD TO CONNECT point east of Pulaski Veneer and Furniture Company's plant on
RT 99 and RT.11
Route 11. No action was necessary inasmuch as Council had
previously approved the opening of this road as a matter of
convenience to the public, as a part of the overall Route 99
project. Town Manager Noland stated there was nothing else to
report on the. Route 99 project at this time.

Virginia Block Company to purchase certain lots belonging to the
