Council Minutes Sept. 1, 1960, 9 A. M.
At a regular municipal election held for the Town of
Pulaski, Virginia, on June 1.l~, 1960, the following officers were
elected with terms to begin September 1, 1960:

Mayor C. V. Jackson - two year term: and W. S. Cummings,
Bi11y B. Flint, Claude B. Gallimore and Eugene L. Nuckols, Councilmen,
to serve for four years.
The Mayor-elect and the Councilmen-elect having duly
ORGANIZATIONAL MEETING
qualified before the Clerk of the Circuit Court of Pulaski County,
Virginia, as provided by Section IX of the Town of Pulaski Charter
of 198, and Charter Amendment approved by the 1956 Legislature, a
meeting was held this the 1st day of September, 1960, at 9:00 A. M.
in the mut~o.cipal office.
There were present: Mayor C. V. Jackson, presiding.
Councilmen: Bill B. Flint, W. S. Cummings, J. W. Nash,
Glen K, Aust, F. L. Carrico, Eugene L.
Nuckols, T. J. McCarthy, Claude B. Gallimore
Also present: Town Manager: T. B. Noland
Clerk: Gladys R. Dalton
Town Attorney: Garnett S. Moore
Visitors: Bill Akers, reporter from the Southwest Times
Rev. Albert S. Hale
The invocation was given by the Rev. Albert S. Hale,
pastor of the Memorial Baptist Church of Pulaski.
Mayor Jackson welcomed the new councilmen - Gallimore,
Nuckols and Flint.
On motion of T. J. McCarthy, seconded by Councilman Aust,
and carried unanimously, by those present, it was
RESOLVED, that the reading of the abstract of votes cast
in the Town of Pulaski, Virginia, at a municipal election held on the ''„
1l~th day of June, 1960, be dispensed with; and, further, that there be
accepted and entered into the minutes of the Town Council an abstract
of votes cast in the Town of Pulaski, County of Pulaski, Virginia, for
municipal officers of said town, at a municipal election held in said

FOR WOODSON CUNNINGS, were cast Six Hundred Seventy-five (675) votes.
FOR GEORGE H. JOHNSON, were cast Five Hundred Seventy-eight (578) iaotes.
FOR W. A. CARSON, were cast Six Hundred Eleven (611) votes.
FOR W. F. WHITE, were cast Five Hundred Eighty-one (581) votes.
Total Votes Cast - One Thousand Two Hundred Seventy-four (1,2710.

VIRGINIA: IN THE CIRCUIT COURT CLERK'S OFFICE ON
We, the undersigned Commissioners of Election held in
the Town of Pulaski on Tuesday, June 1l~, .1960, do certify that
the above is a true and correct abstract from the return of said
election, and do, therefore, determine and declare that C. V.
Jackson received the highest number of votes cast at said election
flor Mayor of said Town; that Billy B. Flint, Claude Gallimore,
Eugene L. Nuckols and Woodson Cummings, received the highest
number of votes east at said election for members of the Council
of said Town.
Accordingly, we do certify that C. V. Jackson is duly
elected Mayor of said Town and Billy B. Flint, Claude Gallimore,
Eugene L. Nuckols and Woodson Cummings, are duly elected members
of the Council of said Town.
Given under our hands this the 16th day of June, 1960.

VICE-MAYOR Mayor, which nomination was seconded by Councilman Eugene Nuckols. On

McCarthy shall serve as Vice-Mayor of the Council for a period concurrent
with that of Council.
On motion of Glen K. Aust, seconded by J. W. Nash, and
carried unanimously, it was
PRESENfi TOWN OFFICIALS RESOLVED that the present Town Manager, Town Clerk, Town
AND 3 ISSUING JUSTICES
TO CONTINUE Attorney, Town Treasurer, Chief of Police, Chief of Fire Department,
Superintendent of Water Department and Public Works, and the three (3)
Issuing Justices be continued in office with salaries to remain the
same until further action of Council.

Mayor Jackson advised there were several committees where
new appointments were necessary because of retiring Councilmen, and
asked for a nomination for the vacancy created by Ralph Martin on the
C~JNCILMAN NUCKOLS
TO SERVE ON Pulaski Planning Commission. Councilman McCarthy nominated W. S.
PLANNING COMMISSION
Cummings, which was seconded by Glen Augt. Councilman Cummings asked
that his name be withdrawn, and nominated Eugene Nuckols in his place.
Councilman Aust moved that the nominations be closed, which was seconded;
by Mr. Gallimore. It was decided to take a secret ballot; whereupon,
Mayor Jackson directed the Clerk to take up the written ballots and,
together with Town Manager Noland, count same. The vote was five to
three in favor of Councilman Nuckols.

There was a discussion of the representation from Council on
the Recreation Commission and it was determined that no official reappoint-
ment would be necessary because the Town Code stipulates that Council's
representative on the Commission shall correspotxl frith the official
tenure of the Councilman Chosen.
Councilman Aust nominated Councilman Flint to replace
COUNCILMAN FLINT W. A. Larson as Council's representative on the Committee which ad-

RETIREMENT
COMMITTEE Mayor Jackson then commented on the things the Town had
accomplished and stated that he looked forward to working with the
new councilmen in furthering this progress. Each of the new council-
men expressed their pleasure at being on the Council and stated they
looked forward to their service. Vice-Mayor McCarthy thanked the Council
for the honor bestowed on hi.zn and various other councilmen made
appropriate remarks as did the Town Attorney and Town Manager.
The meeting adjourned at 10:00 A. M.
