The minutes of the regular monthly m®eting of the Town Council
of the Town of Pulaski, Virginia, held on the lgth day of December
1956, at 4:00 p, m, in the municipal office.
There were present: Mayor C. V. Jackson,. presiding.
Councilmens W. S. Cummings W. F. Whitey F. L. Carrico, W. H.
Wysor, Jr., J. R. Martin, .ip,. E. Lemons

The meting was opened with a prayer by the Rev. 0. L. Johnson.
On motion of W. F. White, seconded by W. S. Cummings, the follcr~r-
ing ordinance was unanimously ad€~pted on second reading.
AMENDMENT TO SECTION OF THE
. LICENSE TAS ORDINANCE. OF TAE TOWN OF
PULASKI, VTRGINIA, PROVIDING FF~ FOR
ADVERTISING CARRIED ON ,ANY VEHICLE IN
OVgi., ACROSS, OR UPON ANY STREET, ALLEY,
OR OTHER PASSAGEWAY IN THE. TOWN OF
PULASKI, VIRGINIA,
BE IT FURTHII3. OBTAINED by the Council of the Town of Pulaski,
Virginia, that:
Sec. is Every person, firm or corporation, or agents thereof,
advertising, and receiving a fee therefor, by placing advertising
matter upon any vehicle of any type driven through the streets,
alleys, or other passageways of the Town, shall, prior to such
advertising, secure from the Treasurer of the Town of Pulaski Vir-
ginia, a license for the privilege of so advertising, and shall pay
an annual fee ..the refor, for each vehicle upon which advertisement is
.carried,-the sum of Ten. Dollars 010.00}. Said license shall not be
prorated.:
. Sec. 2r< It is specifically provided, however, that rw license
. ox fee shall be r~quised and collected where persons advertising ph.ce
signs on their own vehicles, or for, the advertisement of local entertain-
ment~ pr, of charitable and,~or non-profit enterprizes.
This.'license ordinance sha7.1. apply to all itinerants as defined
by law who place :advertising signs on their vehicles.
Sec. 3s A~ persons .advertising by vehicle shall have said
.advertisement attached to said vehicle in such a secure manner so

that said advertisement will not fall, blow, or come loose or
off, or will not in arry way endanger property or persons, and
shall be so placed upon the said vehicle as not to obstruct
license numbers, registration numbers or any other identification
required by the ordinan.ees, regulations or laws of Town, County
or the State of Virginia,
Sec. 4s .A11 such advertisements shall be of good, sourrt
construction, shall not exceed the outside dimensions of
twenty-four (?L,.) inches in width .and thirty-six (36) inches
in length,. and shall be prepared in a workmanlike manner.
Such advertisements shall not in art way be lewd or lascivious
in nature and shall be neatly printed, painted, or w ritten, aryl
shall comply with any and all other regulations of the Town
pertaining thereto.
This ordinance is effective from passage..
The council then met in executive session on the matter of
the Coleman Furniture Corporation petition to abandon a portion of
Third Street, extended. loo action wa s taken.
The minutes of the regular monthly meeting of December
3, 1956, were read and approved,
The Clerk read a letter of appreciation .from the community
clubs ark. the Farmers Market Commttee.of the Pulaski County
Chamber of Commerce.
The Town Manager advised that Mr. `red Goad agreed to
contact property owners to determine if they would be willing
to contribute any amount over and above water connection charge
to have a water line on South Jefferson:Avenue, extended.
4n motion of W. H. Wysor, Jr,, seconded by J. R. Martin,
it was unanimously

'Corporation be approved with the.Town ,attorney being asked to
draw up an agreement between the Company and the Tourn to save
the Town harmless from any damages,..

On motion of W. I3. Wysor, seconded by W. F. White, it was unani~
mously
RESOLVED, that the Town Manager look into the matter of purging
the voting list--and devising a modern system.
.The Town Manager reported that the results of the water and sewer
bond issue election wherein 526 voted against the issue and /iJa.6 voted
in favor thereof, had been forw~rdeci. to the State Water .Control Board.
In a communication from the Executive Secretary of the Board the
Town was advised that the Board would not meet until January 15-16,.

On motion of J. R. Martin, seconded by g. E. Lemons, it was
unanimously
RESOLVED, that a street light be placed in the center of the
block on ].L,.th Street between Prospect and Randolph Avenues.
On motion of F. L. Carrico, seconded by Iw. H. Wysor, Jr., and
with the following unanimous recorded votes

BE IT RESOLVED, that the sum of X1,150.00 be appropriated for
improvements in the Town Office, consisting of moving the bookkeeping
office to join the Treasurer's office and prostiding a counciJ_ chamber
where bookkeeping office was.
On motion of ~i. F. White, seconded by W. N. Wysor, Jr., it was
unanimously
RESOLVER, that December 21,. be declared a holiday for Town
^~ employees.
On motion of J. R. I`~artin, seconded by :'. S. Cummings, it was
unanimously
RESOLVED, that December 30 payroll checks be distributed to
Town employees on December 20, 1956, in a.ecordance with past policy `
of council.
Mayor Jackson reported on the organizational meetiz~ of the
New River girport Commission at which meeting he was appointed
Interim Chairman of the Commission.
