M . , July 16, 194 6 . ' PRESENT, There were present; Mayor A. T. Eskridge, presiding; Lottie R. Runion, clerk; A. W. Gatewood, director of public works; Roby K.Sutherland, attorney, and Councilmen: 0. P. Jord n, Jr., T. F. Wirt, Howard R. Imboden, W: F. White, F. A. Seagle,' I. R. Carper, W. D. Aust and G. C. Hall. Absent;. None. RE-HEA~~NG The Mayor stated that .the meeting had been called ABATTOiR MATTER pursuant to action of the Council at its regular meeting held n July 2nd, i~or re-consideration and a re-hearing in the matter of the application of the Southern States Co-operative, Pulas Service, for permit to operate an abattoir in connection with r~. their cold storage locker plant on 2nd Street, N. E., which permit was denied by the Council at a special meeting of June 24th, and for other matters coming ti~fore the Council. A.M. A. M. Harmon,- Jr., representing the Southern States HARM ON '' Co-operative°, pr esentdd their case, also others speaking in behalf of issuance of the permit for the abattoir: were. C. E. Richardson, Glenn B. Holden, Supervisor Frozen Food Locker Pia H. C.Epperly, local manager, L. E.Rockwell and C . M. Conner, '' local merchants and Geo. Carnahan. Mr. Richardson requested . the Council to at least give them a tentative permit I'or 90 to 120 days, stating if found unsatisfactory at the end of that period, they would move out at the request of the Council. Mr.Richardson also asked that in the event the p ermi _ 'was not granted, if the building could b e used as storage for feed and f ertilizer. Pulaski, Va., July I6, 1946 John E. Owen, Gary Laughon, Jr., H. W. Farmer, J. M.Alexander and J. S. Herron. The Council went into executive session, and after thoroughly considering the matter, on motion of Howard R. Imboden, seconded by W. D. Aust, and unanimously passed, the permit was denied. On motion of T. F.Wirt, seconded by Howard R. Imboden and unanimously passed, the town attorney was directed to prepare an ordinance prohibiting the establish- ment and operation of abattoirs within the corporate limits of the town . In the matter of parking meters, the director of public works read a letter from the president of the ;~ ILarpark Corporation, stating that a ffery large percentage MULTIPLE PENPIY-NICKELBf meters being installed since the end of the war were the TYPE multiple penny nickel combination type- this being on account of their popularity with the general public . In view of this, on mo tion of 0. P. Jordan, Jr., duly seconded and unanimously passed, the Council authorized the pureh~se of the multiple penny-nickel combination type meter, and authorized that the minutes of the July end be amended according- ly. The town attorney was directed to give further PAR~INCT ORDINANCE consideration to the parking xardinanee to go into effect with the installation of the met ers. zT~ICE It was brought to the attention of the Council r INCREASE r MILK that the dairies serving Pulaski had increased the price of milk to consumers by 2¢ per quart, and other milk products r accordi ngly, this being done prior to a scheduled meeting of the Milk Commission to be held on July 23rd. On motion of 0. P. Jordan, Jr., seconded by Howard R. .Imboden and unanimously pass-ed, -the Mayor was a s ked to ;appoint a committee to invest3.gate, and if possible to attend the meeting of the Milk Commission on July 23rd. Whereupon, the Mayor appointed G., C. Hall, T. F. Wirt and 0. P. Jordan, Jr., to ~ 1 act with the town attorney in the matter. ~~3 DISTRIBU- TION SYSTEM 1 ADJOURN- MENT Council Minutes contd. Pulaski, Va., July 16, 1946 A. W.Gatewood, director. of public works, brought before theCouncil the matter of improvements in connection with the Water Distribution System within the town, estima covering this having been-submitted at the July 2nd meetin of the Council, and the matter b eing dus cussed at former meetings - this being advisable in order t o conf orm to the-plans of the new Water Supply, storage tank locations being required in East Pulaski on Ridge street, North Pula. adjacent to Route 99 north of the corporate limits, and on the South side, south of Crestline Drive at the proper elevation. He stated that the tanks were for the purpose . providing storage for filtered water, and in the case of Route 99 and Crestline Drive, also for the purpose of prov. required pressure for those areas, the distrubition system planned to be divided into a high pressure and low pressurE sys tem. The matter was discussed at length, with no action taken, it being the sense of the Council that it would be given further consideration after the b ids for the constr of the new water supply were o pened.
