The Council met in regular session in the Council
Chamber of the municipal building at 7;30 P. M., August 13, 1 946,«
There were present; Mayor A. T. Eskridge, presiding,
Lottie R. Runion, clerk, A. W. Gatewood, director of p ublie
works; Roby K,.Sutherland, attorney, B. C. Taylor, treasurer,

The minutes of the regular meeting held on
July 2nd and special meeting of July 16th were read and
proved.
The regular bills and payrolls for the month
of July were read, appr owed and ordered paid. Said bills
are given at the conclusion of these minutes.
The following building permits, coming within
the requirements of the ordinance were approved - subject
to governmental regulations; To C. N. Dutton for one-story
cinder block garage and work shop 24 x 35 on the north
side of 2nd street, N.E., to cost 1950.00; Marvin G.
Graham for one-story frame d welling on the north side
of 14th street, N.W. between Prospect and Randolph avenues
to cost X6500.00; C~arland B.Gerberich for one-story stucco
cinder block dwelling, 6 rooms and bath, on west side of

Washington Ave. So., on Dora Terrace, to cost X3500.00; Blanche
Ogle for one-story frame,/dwelling on the S. E. corner of

purpose of carrying surface drainage water from the C restline

intersection of Madison Ave., extended and Crestline Drive
through and under the property of the applicant, to a hollow
east of present Washington Ave., emptying into the drainage
under old Washington Ave., South, extended. (This drainage wa:
installed to take the place of the hollow which was a natural
drainage at the time the lots were filled.) On motion duly
made, seconded and un~ imously passed, the. permit was grantee
provided that this said drain pipe be opened and kept oven
for the purpose of handling the drainage in this area and

REQUEST through Mr. Wallner, advised that they were interested in
getting a sidewalk on the west side of Jefferson Ave., in
' front of their properties between 5th and 6th streets, N. W.,.
but they had been unable to get Mrs. Constance Meredith
to join with them in their recuest.~ Knowing what the town
ordinance was requiring; streets to extend through. the block,
they asked if any exception could be made to this rule

in this case in order to allow them to improve the f runts
of their properties and have a walk available . It was
the s ense of theCouncil that nothing could be done

REPAIRS appeared before the Council, stating that he w as making a

study of a plan whereby considerable water might be ~
impounded by repairing the mountain dam by grouting, and
adding five feet to the dam, and asked that the Council
give him ~
permission to continue his study and authorize and
expenditure of '150.00 for the investigation. On motion
of T. F'. Wirt, duly seconded and unanimously passed, nir.
Jackson was given permission to make the study at a c ost no

works in the matter and report to the Cotancil at a future

of milk in the Pulaski area had been increased to conform
to prices of other localities of the State.

Council for considertaion, matters in connection with the new
parking ordinance now being prepared to become effective at
tYie time the parking meters are installed, and made certain
suggestions in connection therewith.
1. That parking on both s ides of r~2adis on Ave . ,
North, between 2nd and 3rd streets be limited to one hour from
8;00 o~clock A. M. to 6;00 P. M., except on Sundays and
designated holidays..
2. One-hour parking on the west side of
Washino,ton Ave., between 3rd and 4th streets north from
8;00 A.M. to 6;00 P. M. Mondays through Fridays; from
8 : 00 A . NI . to 9 ; 00 P . M . on Saturdays , with Sundays and
designated holiday excepted.
3. On both sides of Washine~ton Ave. N. between
First St. N. and the south end of Bridge, 5-minute parking
from 8:00 A. Prt~. to 10;00 P. M. Sundays and designated
holidays excepted.
On motion dul~r made, seconded and unanimously
passed, the above recommendations were approved.

Langhorne on the east side of Jefferson Ave., between
3rd and 4th streets, north.

2nd and 3rd streets, north, the pumps to be removed one
,year from date of installation, and reques ted the Council
to advise whether the gas pumps would remain, or whether
parking meters should be installed at that point and the
pumps removed. After discussion, the Council directed that
the parties interested, viz., Walters Brothers and T. M.
Seagle - be invited to appear before the Council at its
next meeting to discuss the Matter.

on the east side of Hickory Ave., that the Council consider
the purchase of same, provided that property owners on the
east side of Lafayette Ave. agree to furnish a right of way
farstreet on through their properties to the east side of
the Aust property.
2. That opening block on ly~ourth St. S. E. between
Graham and Baskerville streets be declined at the present tim.
3. In the matter of petition of Charles G. Tusing
presented at the June 4th meeting - the committee recommende
that the sidewalk on the west side of Washington Ave. be
extended to the north curb on 5th street -- That improvement
to alley entrance on 5th street at the Bane and Dyer propert
be d eclined. It was reported that the ditch opposite Harris
Motor Company had been opened some time ago .

4. In the matter of request of 6V. K. Johnson that
an entrance be provided to his property on Vashington Ave . Sc
brought before the Council at the July 2nd meeting, the comma
recommends th at if the owner is willing to use the entrance
at present provided on the west side of dashington Ave., that
the town will p rovide a driveway as reques ted, building it
from time to time as material and labor are available.

committee recommends that the hole wasnied in the alley be
filled up with rough stone, and reported unfavorably as to
diverting the drainage to Lake Street, thinking it better tha
it should continue as it has custo~_iarily done through the

On motion of I. R. Carper, duly .seconded and
unanimously passed, the above listed recommendations of the
street committee were approved.
On further r ecommendation of the street committee,
and on motion of F. A. Seagle, seconded by ~~U. F. 'Nhite and
unanimousl y passed, the council authorized the erection of
s~6psigns on 5th street, N. E. at Walnut Avenue.

The Director of Public Works made the following report;
1. That the traffic ligi~.ts ,ordered 60 days ago had been
received, but the cable and steel poles had not arrived. In
this connection, he called to the attention of the Council that
before erecting traffic lights within the corporate limits on
the Primary highway that it should first have the approval
of the highway department, and that the Virginia Traffic Laws
required this. On motion of :7. F. sd"1Yiite, duly seconded
and unanimousl~T passed, the director of public worlds was
authorized to contact the highway department and request its
permission to install these lights on Washington Avenue
at 3rd and 5th streets, north.
2. That the second tank of oil had been received
and applied on most of the du:stri gravelled streets..
3. That the 10-ton Austin Wester3~. road roller ordered
sometime ago had been received.
4. In connection with the proposed improvements to
the Water Distribution system, he reported that on ~wa~erc~~
Tank location in East Pulaski, a price of ?800.00 had been
agreed upon for two lots 50 x 100 on Ridge Avenue, and that
negotiations were under way for the No. 3 Tank location in
the north end of town.
5. That the Forestry Department had reported that
a Special Use Permit was under process of being prepared,
and their representative had advised that this department
now has funds and would attempt to act~u ire more acreage further
west in the Drainage Area.

.FINANCE The Council authorized the finance committee to
COMMITTEE make investigation as to the best and safest investment
WATER4'UORKS to be made of the waterworks funds, and the Mayos appointed
FUNDS T. F.Wirt to act with the committee in place of retiring
Councilman Jordan, until the new appointments were made at
• the September meeting.
