Pulaski, Va. , September 2,1946 BE IT RESOLVED by the Council of the Town of Pulaski, TAX LEVY ~ 1.60 Virginia, that a tax of 1.60 be levied on each ''100.00 assessed value on all x~roperty, real and tangible personal for the year 1946, for the general purposes of the Town, including the pa~T of its officers, the working and keeping in repair of its streets, roads and bridges, and to pay the interest on is public debt, and to provide a sinking fund for the redemption of the same, and in addition thereto a poll tax of X1.00 is hereby levied on each male citizen of the Totirn over 21 years of age, to be-used in keeping; its streets, roads and bridges in repair. 5~ penalty On motion duly made, seconded and unanimously 6~ interest passed, the Council ordered that a penalty of 5°ia be madded on February 1, 1947 on all unpaid 1946 taxes, and fixed an interest charge of 6~ to be added on all unpaid 1946 taxes after August 31, 1946. ~ ADJOURN- On motion duly made, seconded and unanimously MENT passed, the Council adjourned to meet on Eriday.september 6, 1946 at 7; 00 0 ~ clock P . Pulaski,Va., September E, 1946 LABOR A request for 15¢~ per hour wage increase was WAGE R ATES presented by employees on the labor patirrolls, and after consideration, on motion of W. F. t~Yhite, seconded by G. C. Hall and unanimously passed, the Council granted a 10~ per hour increase, effective September 1st, fixing the labor rates at 80~, 75¢', 70~, 65~ and 55¢ per hour. SALARIES Action was d eferred on fixing the regular salaries for further consideration and report of the finance committee. I~.Torris appeared before the Council in behalf of his request for the p ermit. W. A. Hawkins and John Goad, property owners of the same locality appeared before the Council op;~osing the issuance of the pr.rmit, claiming it would damage their property. After consideration, and on recomr:~endation of the Councilmen from the Second ward, and on motion fuly made, seconded and unanimously- passed, the permit was granted for the one-story concrete block barn to be built on the south side of Bank Street, on rear of lot owned by the applicant and 100 feet from anv dwellin.~~-;,-to cost X650.00. J.S.Herron J. S. Herron appeared before the Council, reques ing SIDING & PIPE permission to install a railway siding at grade crossing FirstSt. N. Ext. proposed First St. N.E. Extension, and permission to cross the same street three f eet under grade with a pipe to t ransf~er gasoline from the Railroad tank car to his proposed storage tanks to b e located on the north side of the said proposed First S . Td. E. Extension. On motion of 4'U, F'. White, seconded by T. F~. UJirt and unanimously passed, the permit was granted for the railway siding, with the provision that the owner would maim ain said siding in good condition across said street, and to r I conform to the grade of the street - the gasoline line to be bu.ri_ed 3 feet underneath the grade to the street and the pips to be painted "red" and the installation to conform with all the requirements of the Underwriters. Pulaski, Va., September 6, 1946 APliERICAN R. G. Finer, Vice-resident of the American Pigment FIGi~LNT Corporation, Roy ,M. Garrett, superintendent of the local CORP. plant and J. O.Rider, chemist, appeared before the Council requesting that the American Pigment Corporation be allowed to dispose of their by-product consisting of Ferro sulphate, which is now being wasted in Peak Creek, by making a connection and disposing of it through the Sanitary Sewer system of the town of Pulaski, that by doing this it would by pass the chemical through the town and pass back to Peak Creek at the out-flow of the sewer system some distance below the town. This request was made due to numerous complaints by the citizens of Pulaski 'as to the coloring and condition of the creek, and by the General Chemical Company, Pulaski Veneer Corporation and Pulaski Laundry ~~ Dry Cleaners, on account of trouble it would give them in using the water from Peak Creek in their plants. After consideration, on motion of ',t~. F. ti'Yhite, seconded by T. F. Wirt and unanimously passed, the matter was referred to the h,Zayor and Director of Public '~ti`orks to have the chemical laboratory of Virginia Polytechnic Institute make an analysis of the bv-product and a report on same as to whether or not it would be injurious to the Sanitary Sewer system, and if found not to be injurious that permit be granted with necessary restrictions, but for a period not to exceed 12 months . PULASKI J. G. Bosang, of the Pulaski Lumber Company, LUMBER CO appeared before the Council, requesting that a 14-foot alley 14-foot. Wirt and unanimously passed, the Counc.~l agreed to oil T~Taple St et between 2nd street and Chestnut Alley to keep down dust, and to hard-surface this one-half block as early as ptacti 1, and to grade off the other portion of the street as best as possible. It was brought out that no electrical or plt~rnbing code had been adopted, and it was the sense of the Council that the ordinance committee investi.mate these matters, looking forward to providing electrical and pluunbing inspections. In the matter of traffic lights at 3rd and Lights 5th streets on ~.~ashing,ton Ave., North, previously authorized 5th & by the Council, the airector of public works reported that 3rd Sts .N. he had been advised the the Department of Highways that it would not be necessary for the town to secure permit from the department of highways in order to erect traffic lights on any highway route within the corporate limits, mince the population of Pulaski is in excess of 3500. This report coming from the Highway Department, Traffic & Planners Engineers, Richmond, Virginia. In this connection, he requested that the street committee, with Councilman White and an3~ other interested members of the Council, look over tine situation at 5th street before the installa- tion. of the traffic liL;ht. Quesenberry for Quesen- permission to sub-divide finer propertj; located on Lexington berry Ave., and comprising one-half block in Section 138, bordering on First St. S.E., Lexington Ave., and 2nd St. S. 1:., upon deed to the town for public purposes a strip of land 6 feet wide, north of 2nd St., and adjoining the east side of a North-South alley, and a strip of land. 25 f eet wide between said alley and Lexington Ave., and in accordance with a sketch submitted with her r equest.
