meeting held on September 6, 1946, the Council of the Town;
of Pulaski,Virginia met in regular scheduled bi-monthly
session in the Council Chamber of the T~~LU~.icipal building

The minutes of the reg~zlar meeting held on Septe~ber
6th were read and approved.
S. R.Allen and V~. iui. Board, representing; the
F'i rst PresbyTterian Church appeared before the Counci . re-
Questing the use of one-half acre of land owfned bzr theTown
to be used for an outpost Presbyterian church, the locatio;
of which is a short distance north of the junction of Vall
Road and Peppers Ferry Road, and e ast of the Valley Road
near the Saferi.;ht property, upon the condition that this
location be finally and definitely adopted by the Church.
On motion of ;~J. F. S9hite, seconded by F. A. Seagle and
unanimously passed, the Council authorized that an easemen~ be
granted the First Presbyterian Church for the use of the s~id
one-half acre of land for tn.e above stated purpose, with t
stipulation that if at any time tine property ceased to be
used for church purposes, that the easement be autornatical~y
cancelled and the property revf=:rt to the Town of Pulaski.

the chief of police and I~~iayor in matters pertaining to the

analysis of the fluid being put in Peak Creek by the Americ~.n.•
Pigment Corporation, and Dr. ~J'Vatson had referred the matter
to Dr.F'ish of the V. P. I. faculty to make the test desired,
stating that samples of the fluid were d el iv ered to
Dr. r'ish on September 9th and 17th, witn request that he
make such chemical anal;jrsis as necessary and report whether
• or not any elements. were present in the fluid which would
be damaging to the Sanitary Sewer System of Pulaski, Dr.
Fish advising that the report probably could be made on
September 21st .

permission to erect one sign board 15 feet high by 25 feet
long with a metal face s-pported bar 4 x 6 wood posts. placed
four feet in the ground, the board to be erected on the
north side of 2nd St. N. JV., on propert;r of the ~J. Ballard Hardy
Estate, to be located 55 feet north of the sidev~ralk line, and
adjoining two bo~rdsalready on this lot, and the said
General`Outdoor Advertising Company had been advised according-
ly .
SALARIES On recommendations of the finance committee,
and on motion duly made, .seconded and unanimously passed,
the salaries of the elected and appointed officers and
employees of the town were fixed as follows:
COUNCIL The attendance fee for Councilmen was fixed

REPAIRS On motion of T. F.VJirt, seconded b y Howard R.
HOCrAN DAM Imboden and unanimously
passed, the recommendations of
theVVater Committee relative to repairs to Hogan Dam,
were ap proved. Said recornrnendations being as follows ;
APPROVED 1, That H. C. Jackson, superintendent
of the water department be au thorized and dirF;cted to
consult with L. L.~l'rinkle relative to supervising
the proposed repairs and c onstruction atr~or~~an Dam.
2. That arrangements be made for going
forward with the work of grouting and blocking off
the leaks at the present dam.
3. If the work on Ido . 2 i s done satisfactorily',
then proceed to increase the height of the dam 6-1~2 •
feet in such manner as the engineer, ~ir.Trinkle and the
water committee agree upon.
4. And for these purposes, the " ouncil abpropriate
from time to time as the work progresses adequate funds
from the General Funds to carry out the plans, and in
no event to e xcF:ed the sum of x`50, 000.00 from the general
funds . '
• 5. That at any time it is found by the superintendent
of the water department, or members of the, water committee
or the engineer that it is not practical to proceed
further with the work, that it be terminated.
Also, included in the reaommendations~ is repairs
to the slab of the present dam.
ADOURN- There being; no farther business, the Council
