The Council of the Town of Pulaski, Virginia
met in regular session in the Council Chamber of the Priunie~ipal
building at 7:30 P. Id1., 4cttiber 8, 1946.

The police report fotA.. the month of September was
submitted and read.
On motion duly made, seconded and una_~imously pa
the Council aoproved the appointment of Siscle H. Raines,
patrolman on the police force, suceeding ~~~alter D. Neeley
resigned - September 21, 1946, and the appointment of two
new patrolman, John H. Hall and Ralph C. Linkous as of
October 1, 1946. Salaries at x'150.00 oer rlonth each.

and unanimously passed, the matter was referred to the Fir
Committee for investigation and power to act.
H. C.Eoperley, P~lanatmer of the Southern States
Pulaski Service, appeared before the Council again request
that the said Southern States Pulaski Service be granted
permit to operate an ab;~~~.o~$ in connection with their
Locker Flant located on 2nd street, N.E. in the town of
Pulaski, and presented a petition with 81 signers request
that the matter of issuance of the permit be g iven re-cons dera-
tion.

to issuance of the permit appeared before the Council with
the r equest that in case the matter w~~ re-opened that he be
given an opportunity to be heard.
In executive session, on motion of T. F.VJirt,
seconded by '.~'T. D. Aust and un ously gassed, the Council
denied the permit for the abattoir.
C . Iv1. Hayter, president of the Pulaski County
Community Fund and U, S. O.Drive appeared before the Council,
requesting an appropriation for ~2, 000.00 for the cominr~
year, due to including in their budget ~"'S, 000 for YMCA
fund. In executive session, on motion of W. F'. l'Vhite, seconded
by F.A.Seagle and unanimously passed, the Council authorized
an appropriation of~1,000.00 to the Community fund for the
town's fiscal ,year September 1, 1946 ending August 31, 1947.
In the matter of an;~lication of A. J. Smith
for permits to b u.ild 4 frame dvaellings 150 feet west of
Randolph Ave. at 12th St. TT. W., to cost X2,000.00 each,
which was referred to the Councilmen from First Ward
at the September 1 7th meeting of Council, Councilmen T. F.
Wirt and C. V. Jackson recommended to the Council that
the permits be g ranted.
The applicant with his attorney, A. I. Crowell,
appeared before the Council and submitted floor plans for
the houses in question and raised the estimated cost from
~2, 000 t o `"'3, 500.00 each.
Marvin ". Graham, attorney, apbreared before the
Council representing property owners opposin{ the issuance
• of the permits.
After consideration, on motion of F'. A. Seagle,
seconddd by C.V. Jackson and una~irnously passed, the permits
were g ranted,in accordance with the amended applications and
plans submitted.

to cost X2500 to '~3t000.00, a petition was presented signed
by 12 residents of that vicinity, requesting; that the permit
be denied. Further, in connection with this application,
the director of public works called to the attention of the
Council a drainage condition wrlich should be taken care
of satisfactorily by the applicant in the event the perrr~it
was granted, and requested that this be made apart of the
permit if granted. On motion duljT made, seconded and unan
passed, the matter was r ef'erred to theCouncilmen from the
Third ~"lard for investir~a.tion and power to act.
In the matter of application of the Southwestern
Virginia Gas Company for permit to erect a loading platform
for m as cylinders on the vv est side of Lagrange Street, Corne
of Commerce and Lagrange streets, t o cost X4125.00, referred
to the director of public works at the September 17th meetin
of Council, ll-ir. Gatewood reported that this had been investi
and the application a?~proved, and on motion duly made, s eccn
and unanimoushT .passed, the p~>rmit was granted.
In the matter of application of Pairs. Tvi. F. Owen
for 2-story apartment house, material cinder block, or brick'
case, if possible, on the west side of ':Yashington Ave., at
6t~i St. S. l'l., to cost 720,000.00, and a private garage for
the use of the occupants of the apartments, the director of
public works reported that he had reached an agreement with
Tvrs. Owen regarding providing a driveway entrance off of
Washin~-;ton Ave . So . , to serve this ~ropos ed b uilding, the
town to construct the entrance and ]~'rs . Owen to pay th-~ nmti
cost of same. On these conditions, and on motion duly made,
seconded and unanimousl~T passed, the permit was granted.

It shall be unlawful for any person, firm or
corporation to erect, have., maintain, keep or operate
any slaughter house, rendering plant, or kindred ar allied
business having for its purpose the slaughtering and pro-
cessing of live animals, or the rendering, processing and
disposal of dead animals, vaithin the corporate limits of
the Town of Pulaski, Virginia, and within. an area of one
(1) mile outside of and adjacent to the corporate limits
of the Town of Pulaski, and on proof of a violation of this
ordinance, the ov~rner, operator and~or lessee of such slaughter
house, rendering plant, or allied business hauin~~ for its
purpose the slaughtering and processing of live anirlals,
or the rendering, processing and disposal of dead animals,
mall 'ae held guilty of a nuisance, ,and each said day that
said nuisance shall continue shall constitute a separate
offense.
Every person, firm or corporation who violates or
fails to comely with the provisions of this ordinance shall
be guilty of a misdemeanor and pun_~shed by a fine of not
exceeding One Hundred Dollars (h"100.00) for each separate
offense, or by imprisonment not exceedin~_ ~.['hirty (30)days
for each separate offense, or by both such fine and imprison-
ment in the d excretion of the Mayor or other person tr~Ting
the same. This ordinance shall become efi'ective from date of
passame.

TRAFFIC In the matter of traffic signals, which was authorized

5th St. at a former meeting to be installed at the intersection of
5th St. and '~dashinC;ton Ave.North, it was reported that the
Street Cammittee, with 1!%ir. W. F. White, were unable to
agree upon this, and the matter was referred back to the
Council f'or decision as to whether the standared traffic light
should be installed at this point or an amber "Blinker"
light with the proper warning signs be installed.
RESCINDED After discussion, on motion of F. A.Seagle, seconded
by I. R. Carper and passed b~T majority vote, .the former
action of the Council authorizing the installation of the
traffic signal light at this point was rescinded.

and passed by majority vote, the Council authorized that
the traffic li~,ht signal now at the intersection of Washington
Ave. and 2nd Street id., be moved to the intersection of
2nd St. and Randolph Ave. N. W., and that the two new signals
be installed at 2nd St. and 4~uashington Ave. North, and
3rd St. and 4'Vashington Ave. North.
WOOD On motion of ry. F. ?White, seconded by Ho~rard R. Imboden

and unanimously passed, the Council authorized that if the
new steel poles to be used in erecting these traffic signals
were not received within 30 days, that the signals be
erected on wood poles at the 3rd St.-and ~~~Iashington Ave. in-
tersection.

Avenue between Dora Highway and an East-West alley and an
alley from Lexington Ave. to Washington Ave., the street
committee recommends that this be included in the future
building program of the town in its relative position of
importance.

Clutter Randolph Ave., between 5th and 6th streets, N., street

provided. Each said parking meter shall be so sc-t as to show
or display a signal that the parking space assigned to it is
or is not in use.
The Director of Public Works, or such officers and
employees above referred to shall provide for the installa-
tion,. regulation, control, operation and i~se of the parking
meters provided for in tili s ordinance and shall maintain
said meters in good workable condition. Each said pary;ing
meter shall be so set as to displace a signal showing legal
parking for the part of the street upon which said meter is
placed for the apnronr.iate length of time upon the d eposit of
the appropriate coin according; to the following; schedule;
Twelve (12) minutes parking f'or one (1) cent.
Twenty-four (24) minutes parking for twa<-~2) cents.
Thirty-six (3E) rninutes parking for three (3) cents.
Forty-eight (48) minutes parking; for four (4) cents .
Sixty (60) minutes parking for five (5) cents (pennies).
Sixty (EO) minutes parking for five (5)cents (nickel
and e ach meter shall continue in operation from the time of
depositing the a?propriate coin until the expiration of the
time allotted. Each meter shall also be so arranged so that
upon the expiration of said par;~in~ limit, it will indicate
by mectza_nical operation and prcpf;•r si~•nal that the lawful parking
;period as fixed _~~T ordinance has expired.
5. G°JYien any vehicle is parked in an~r space alongside
of or next to which is located, under this ordinance, a parking
meter, the owner, operator, manager or driver of said vehicle
shall, upon entering the said parking space immed~ atelZ* deposit
a .five cent coin or. one cent coin or coins, of the United
States of America in the parking meter alongside of or newt
to said parking space and the said. paring space may then
be used by such vehicle during the parking limit provided by
this ordinance . If said vehicle shall remain parked in such
parking space be~Tond the said parking; limit, the parking meter
shall display a sign indicating; illegal narking, and in that

6. It shall be unlawful and an offense for any pe~son

while said meter is displaying an illegal narking signal.

enforcing this ordinance shall take the number of any meter}
at which any vehicle is overparked, the vehicle state licen~.e

Each such officer sriall attach to such vehicle a

notice to the owner or operator thereof, that such vehicle ~as
been parked in violation of a provision of this ordinance
instructing such owner or operator when and where to repot
with r eference to said v iolation. Each such owner or operator
may, wi thin twenty--four hours of the time: trvt~en such. notice
was attached to such vehicle, paj. to the Town Treasurer at
Police Headquarters a penalty for and in full satisfaction
of such violation, the sure of one dollar (`"-;1.00 for each

hour, or fraction thereof, during°, vrhich such vehicle occlzp~ed
such parkinm space in viola tion of an~T of the providions o
this ordinance. The failure of such owner or operator to
make such na~rment a.t the Police Headquarters vrithin said
twent~T-four hours, shall render such owner or operator sub~ect
to the penalties hereinafter prop ided for the v iolation
of the provisions of this ordinance.
8. Any vehicle perked in any parking space shall
be parked with the hood of such vEizi_cle alongside or next
the nar'_~ing meter alon~xside of such far'>ing space and wit
the lines marked on the street f'or such parking space as
provided hereinafter.

9. The Director of PublieVVorks, or such officers
or employees of the town as he s'iall select, shall place
lines or marks on the curb or on the street about or alongside
of each parkin` meter to designate the parking spacefbr which
said meter is to be used. It shall be unlawful and an
offense to par', anv vehicle across anv such line or mark or
to park said vehicle in such wa~T as that the same shall
not be within the area so d esignated by sl.zch lines- or markings .
10. It shall be unlawful and an offense to deposit
or cause to be deposited in any parking meter, anv slug,
device or metallic substitute fora five-cent coin or a
one-cent coin or coins .of the United States of America.
11. It shall be unlawful and an offense for any
person to deface, injure, tamper with, open or wilfully break,
destroy or impair the usefulness of an~r parking meter installed
under the Germs of this ordinance.
12. The five-cent coins and one-cent coins
required to be deposited as provided herein are hereby levied
as police regulation and inspection fees to Dover the cost
of inspection and regulation involved in the inspection, in-
stallation, operation, control and use of the narking spaces
and parking meters described herein and in the parking meter
zones created herebT,r.
13. rJothinr~ in this ordinance shall alter or
affect any existing ordinance, rule or regulation, or any
ordinance, rule or regulation hereafter adopted relating to
traffic or -parking on any other street, allezr, lane or highway
within the town other than those included within the parking
meter zone and restricted parking zones herein established.
14. During actual loading and unloading of
delivery vehicles within said parking meter zones, the
operator or operators of such delivery vehicles shall be
exer~ipt from the provisions of .this ordinance, but if the time
for loading and unloading, such vehicle is over fifteen minutes
a special permit must be obtained from the police. The operator
or operators of any vehicle otivned by the State of S~lir~Tinia or
the United States of America, wrhile engaged in governmental

1~3. All ordinances or parts of ordinances in conflict
with the provisions of this ordinance shall 'oe, and the
same are hereby repealed.
19. If anv section, part of section, sentence,
clause, or phrase- shall be rield to be unconstit>>tional or
void, the remai_nin~=; provisions hereof shall remain in full
force and effect.
This ordinance shall become effectivefrom date of passage.
