The Council of the Town of Pulaski, Virginia met
in regular serr~i-mont:n.ly session in the Council Chamber of the
P,unicipal buildinc at 7;30 P. Iu~., October 22, 1946.

The minutes of the regular meeting held on Octo'oer
8, 1946 were read and approved.

In the matter of application of Geo. Sam Akers for
permit to build a frame dwelling; on west side of Jefferson ~

from Third U~ard, to whom the matter was referred at the
October 8th meeting; of Council, and on motion duly made,
seconded and unanrzously passed, the permit was denied.
A petition was presented b~T certain property owners,
requesting that Sixth Street, west(south side be gr~:ded and
put in passable condition from the intersection of Bellevue
avenue connecting; with Jefferson avenue, a distance of
approximately 450 feet. On motion of T. F. .~~Iirt, duly seconded
and unanimoudl~r passed, the matter eras referred to the street
committee for 3nvesti~ation and report..

that land ov~rners adjacent to Thorn Springy; Branch between
the Pulaski Country Club and the T~?orf'olk c?° ?nJestern Railway
crossing of ~~'horn Siring Branch, on account of the shortage
of water for their stock due to the drouth period, had
contracted to have the channel of Thorn Spring Branch chan_~~ed
at two points -- one on the p~~opert~T of Dr. Condv_ff', and the
other on the property of the `,'Jyatt Brothers,-this being
brow^ht to the attention of town officials by T~ir. ~Jalter 'd'dyatt.
Dr. P. H. T,icGauhey, professor of Sanita.r~T Engineering of
Virginia PoltTtechnic Institute, was called into consultation
and, together, with Professor Reeves of the V. P. I. fa.cult~T,
made a t rip to Pulaski and advised that salt be used in the
Thorn Springg Branch and that sarn~les of the ~~rater at ~"Darden
Spring be taken every 30 minutes for a period of 24 hours
and analyzed to see if any of the water from Thorn Spring

Branch appeared at ','Varden Sbrin~T. This eras done, and continued
for an add itional 12 hours, rnakin~; a total of 36 hours . The
first 24 hours sa.r.~aling failed to show salt, but the following
12 hours sampling, salt was present in the samples to•a
considerable extent. In the meantime, the land owners had
changed the flow of the branch, diverting it through the new
channels prepared for that purpose, and no further sampling
has been done.
P{Tr. G~,tewood stated that tiFVarden Spring vras being;
closely observed to see if anyT change was noted in the ~ ~~~:ume
of flow and that these observations would be continued, a.nd
that so far, no reduction in the volume of flow was noticeable.
