M., Iecember 5, 1946. There were present; Mayor A. T,.E skridge, presiding; Lottie R. Runion, clerk; A. W. Gatewood, director of public works; B. C. Taylor, Treasurer, Roby K, Sutherland, Attorney, and Councilmen; T. F. Wirt, C. V. Jackso n, Howard R. Imboden, F. A.Seagle, I.R.Carper, W. D. Aust and G.C. Hall. Absent; W. F. White. minutes of the Reading of the semi-monthly meeting of No vember 26th was dispensed with and approval of regular bills and payrolls for the month of November was deferred to the next December meeting. The police report for the month of November was submitted and read. A petition was presented signed by certain reeidentss on Randolph Ave., requesting a street light for North Randolph Avenue, and on motion duly made, seconded and unanimously pass~d, { the same was referred to the light committee, with power to act. Evens, representing the Retail Merchants Busine s DECORATION Club, appeared before the Council requesting that the town ass st in decorating the business area with everegreens prior to the .Christmas holidays. In view of urgent work being done by the town forces, on motion duly made, seconded and unanimously pas ed the Merchants Blub was given permission to use the light stand rd Nr~,... for decoration purposes, but at their expense. PARKING Action on the requests of the Health Department and SPACES of Drs. W. S.Gilmer and~Fredric Delp for special parking space was deferred. The director of public works reported that 'the parki meters had been installed- a total of 192 meters having been installed, with one being kept as a reserve. e'a7¢~hr Council Minutes cont-d. Wirt and METERS IN unanimously passed, the Council directed that the meters be EFFECT DEC 9,46 put in operation on Monday, December 9, 1946, and authorized NOTICE a notice to this effect published in the Southwest Times. PUBLISHED In this connection, on motion of F. A. Seagle, seconded by T. F.6'Virt and unanimously passed, the following resolution was adopted; VIOLATION BE IT RESOLVED that the police officer on duty at PF,NALTIES instead of the town treasurer police headquarters/be and hereby is authorized to.c ollect fines of X1.00 for violation, as prescribed in section 7 of the parking ordinance found on page 949 of this minute book, stating that each owner or operator ma~T, within twenty-four hours of the time such notice was attached to such vehicle, pay to the Town Treasurer at the Police Headquarters a penalty for and in full satisfaction of such violation, the sum • of one dollar 01.00) for each hour, or fraction thereof, during which such vehicle occ~.apied such parking space in violation of any of the provisions of this ordinance, BE IT FURTHER R ESOLVED that such sums collected in police headquarters for violations be turned over to the town treasurer at the end of each day. TAXI The proposed taxi ~b ordinance was discussed and it ORDINANCE. was the sense of the Council that the ordinance committee meet with taxi cab owners for further consideration of the ordinance. NEW On motion of Howard R. Imboden, duly seconded and REVENUE SOtTRCE5 unanimously passed, the t6~riance committee was authorized to make a study of possible new revenue sources for the town ' REPAIRS The Mayor reported that repairs at Hogan Dam were HOGAN DAM progressing, and the matter of borrowing from the Water Funds: to finance the project was discussed, with no action taken. STOP SIGN The town attorney read a proposed ordinance regulating ORDINANCE stop sign traffic within the town, with no action taken at this meeting, the matter to be given further consideration.. SANITATiON On motion of T. F. Wirt, duly seconded and unanimously (Health Committee)Passed, the Council authorized the health committee to confer ~-., ~~u Council Minutes conttd. Leftwich appeared before the Council to discuss the matter of opening a street leading off of ', Commerce Street at the west end of "Steel Plant Bridge" in~ Kersey Bottom, wit h no action taken, the town attorney being directed to proceed in accordance with former instructions of the Council.
