Council Minutes Pulaski, Va., December 17, 1946
The Council of the Town of Pulaski, Virginia,
met in regular semi-monthly session in the Council Chamber
°of the Municipal building at 7;30 P. M., December 17, 1946.
There were present: Mayor A.T.Eskridge, presiding,
Lottie R. Runion, AtW:~~atewood,~~c~i~sett~r df pubfii~~ works,
Roby ~~g~ ~Sutherl~d, ~•a~'~orney, B. C . Tavlor, treasurer
and Councilmen; T. F. Wirt, Howard R. imboden, W. F. White,
F.A. Seagle, I. R. Carper, W. D. Aust and G. C. Hall.
Absent: C. V. Jackson.
The minutes of the regular meetings held on
November 26, and December 5, 1946 were read and approved.
The regular bills and payrolls for the month
of November were z{ead, ap?proved and ordered paid. Said bills
are given at the conclusion of these minutes.
The following building permits coming within
the requirements of the ordinance were approved; To
Harry Stefi for one-story frame smoke house on the south
side of Newbern Road, t o cost X200.00; Rex W. Doyle
for one-story frame coal house in rear of residence at
619 Newbern Road, t o cost X30.00; J. F. Wagner for one-
story frame portable telephone Boothe on J. C. Wallace lot
on the west side of Madison Ave. N., to cost~25.00.
The director of public works called to the
attention of the Council the matter of parking in front of
the Pulaski Theatre on 2nd St. N., from 8:00 o~clock A.M.
until 12;00 o~clock Noon. After discussion, on motion
of Howard R. Imboden, seconded by F. A. Seagle and unani-
mousltr passed, the Council authorized parking meter
installed at this point .
W. F. White brought before the Council
the request of Neal Bunts for permission to use a parking
meter in front of his place of business, on a monthly
rental basis, the request being made due to Mr. Bunts
ill health. It was the sense of the Council that the
matter be gi~,en more consideration before taking action.

matter of a new lease for Calfee Park by the Pulaski Counts
(Baseball)
Baseball Club for the coming season, and was asked to submit
a contract for consideration by the Council.

I. R. Carper requested information regarding the cost

COLLEC- of trash and garbage collection, and the matter of a new

ordinance covering the placing and handling of trash and garbs
and the question of imposing a monthly charge for handling
same was discussed. It was the sense of the Council that
this matter be given study by the finance committee and town
attorney, along with other proposed contemplated sources of
revenue.
LEFTWICH The town attorney reported that notice had been served

on W. 0. and Mona Leftwich, giving them until the 21st of
December, 1946 to remove the stumps from a 30-foot street
dedicated by T. W. Kersey for public use, leading southward o
of Commerce Street into what is known as "Kersey Bottom", and
the Council directed the town attorney to proceed against the
Leftwiches if the stumps were not removed by the above mentio:
date - December 21, 1946.

at the intersection of 2nd street and Washington Ave.,` and the.
present light moved to the intersection of 2nd street and Rand lph
avenue, upon arrival of the steel poles, Mr. White stating
that he wou~.d be willing to delay the erection of the traffic
light at 3rd street and Washington avenue for 30 days, awaitin
the arrival of the steel poles.

FUNDS The finance committee reported to the Council,that
RE-INVEST-
MINT in accordance with authority vested in it by the Council at
its meeting held on November 8th, 1946, it had sold X500,000.00
of the Water Bond Fund which was invested in 7/8 gercent
Government certificates, and re-invested ~fi400,000.00 of
the prodeeldgof the sale in 1-1/2 per cent Government Bonds,
maturing December 1 5th, 1950 - the remaining 100,000.00
from the sale of the 7/8 per cent certificates being deposited
in the Pulaski National Bank subject to re-investment at a
later date at the discretion of the Council. The above
action of the finance committee was approved by the Council.
ADJOURN- There being no further business, the Council adjourned
