" {{ii~~ ~~_Ji_~ Council Minutes Pulaski, Virginia, February ~, 1947 The Council of the Town of Pulaski, Virginia, met in regular monthly session in the Council Chamber of the Municipal building at 7:30 P. M., February 6, 1947. PRESENT There were present; Mayor A. T. Eskridge, presiding; Lot tie R. Bunion, clerk; A. W. Gate wood, director of public works; Roby K. Sutherland, attorney, B. C. Taylor, treasurer, and Councilmen: T. F. Wirt, C. V. Jackson, W. F. White, F. A.Seagle, I. R.Carper, W. D. Aust and G. C. Hall. Absent; Howard R. Imboden. MINUTES The minutes of the regular meeting held on January 21st were read and approved. The following building permits, coming within BUILDING PERMITS the requirements of the ordinance were granted, subject to governmental regulations; W. E. Carrico permit to convert a 2-story brick double garage building on the south side of Fifth St. N. W., between Jefferson and Randolph avenues, into $ 4-room apartment, to cost X500.00; S. D. Burchett for one-story cinder b lock dwelling on the nest side of Pine Street, corner of Pine and Second Street, S. W., to cost X3500.00. T.W.KERSEY In the matter of application of T. W. Kersey, PERMITS rRANTED onreeommendation of the Councilmen from Waxd to whoxsh the matter was referred at a previous meeting, and on motion duly made, seconded and unanmously passed, permit was granted for five one-story frame dwellings on the South side of Clark Street, West Pulaski (south side of N. & W. Railway} to cost X2,000.00 each. BILLS & The regular bills and payrolls for the month PAYROLLS of January were read, approved and ordered paid. Said bills are listed at the conclusion of these minutes. E.H.GONNER In the matter of application of E. H. BUILDING Conner for PERMIT permit to build 12-story caner block dwelling- on the north side of Pico Terrace, to cost X4,000.00 - on recmmmendation of the Councilmen from Second Ward, to whom the matter was referred at the January 21st meeting, and on motion duly made, seconded and unanimously passed, Council Minutea_cont~d. Pulaski, Va., February 6, 1947 the permit~.was granted with the provision that it be stucco or of frame structure, to conform with other houses in that. locality, to which the applicant agreed. PETITION In the matter of petition presented by certain PEIRCE AVE residents of Peirce Avenue, petitioning the Council to adopt an ordinance prohibiting parking of the Lynchburg Rendering Company~s truck on said street at their doors, it was brough to the attention of the Council that the situation was alrea~ covered by present ordinances, coming under the head of Publj Nuisanc®, and the matter.lvas referred to the chief of police with instructions to enforce the ordinance. I. D. Long On motion of T. F. Wirt, seconded by F. A.Seagle, Police Patrolman and unamiously passed, the Council approved the employment as of January 29th, of I, D. Long as patrolman on the Police Force,/to succeed S. H.Raines, resigned. Salary was fixed at `$150.00 per month DEED Pursuant to action of the Council at its meeting c PRESBY- 1946 TERIAN September 17th,Zand on motion of W. F. White, duly seconded CHURCH LAND . and unanimously passed, the Council approved the execution of a deed to Trustees of Pulaski Prestyterian Church conveying a parcel of land ( eithteen hundredths of an acre)on Valley Road, for the purpose of the erection of a building to be stipulating used exclusively for church purposes, an d7 if no building is erected within five years on s aid lot or if erected and shall at any time cease to be used for church and Sunday school pur the tit~:~ 8ha11 revert to and be merged in the~Town of Pulask to the same extent as if this deed had never been made. ~~~~__ ~ oses, SEWER In the matter of request at the January 21st meet n EXT. Bellview of Gouncil, for sewer connections for houses being built on Ave. Belleview Avenue, the committee reported that 650 feet of sew r line on 5th St. S. E. and Hillside Terrace would be required take care of the available building lots on Belleview Avenue, at an estimated cost of X1115.00. Due to the cost, with only two connections available at this time, the committee r eporte that it was not economically practical to install the sewer at this time and, therefore, the request was denied. (cont'd) 1~1 Council Minutes contd. Pulaski, Va., February 6, 1947 The matter of a Zoning Ordinance, discussed by the ZONING ORDINANCE Council at previous meetings, was brought up again by C. V. Jackson, and on motion duly made, seconded and unanimously passed, was referred to the Ordinance committee to take it up with the proper authorities for investigation and report. UNIOPT AVE. ~ The director of public works reported to the Council that in connection with filling across a ravine on Union Avenue, between 3rd and 4th streets, N. E., that additional street width was needed in order to provide the necessary width of the street at grade, the property needed, being owned by G. P. Collins of Sanoma, California, who had offered to sell the land required for the sum of Thirty 030.00). On motion of T. F. Wirt, seconded by F. A.Seagle and unanimously passed, the purchase of the strip _~if land was authorized. 50 HP The director of public works reported to the PUMP AUTHORIZ- Council that a 50 HP Westinghouse motor direct connected ED ' `400.00 to 600 CPM pump j~ad been purchased from the Radford Limestone Corporation at a price of X400.00, this being necessary in order to back wash the intakes at the mountain dam and to boost sufficient water flow into Pulaski, on account of the water in the basin having been drained to an unusually low point in or der to make the repairs considered necessary by the Engineer in charge, and asked for approval of this purchase by the Council. On motion of W. F.iN hate, seconded by F. A. Seagle and unanimously passed, the Council approved the purchase and installation of the pump. "KERSEY In the matter of an entrance to the properties BOTTOM" of "Kerse Bottom" the director of ~tTf~~~~CE y , public works reported k~itranc e ' ~ that a road leading southward from CommercetS~treet and N. & W. Pulaski, Va., February 6, 1947 The director of public works, ,.a member of the committe appointed at the January 2~st meeting of the Counc~.l, submitted a report showing estimated receipts and expenditures involved in connection with the annexation of Macgill Vill and an adjacent area bounded on the south by the Newbern Road, on the east by Allison Road, and north by Peppers Fe Road, on the west by the corporate .limits of the Town of Pulaski. The proposed annexation was discussed at length, and it was brought out that the Federal Housing Administration had under consideration a proposition of disposing of this Macgill Village p roperty to a cooperative organization,as a individual rather than to the present occupants of the Village. In view of this information, no definite action was taken by tYle Council, but its investigating committee was continued with instructions to follow up and keep in touch with the matter. The proposed contract, with certain revisions, between .the Town of Pulaski and the Pulaski Counts, Inc., covering the use of Calfee Field for the 1947 baseball seas was re-submitted by the director of public works, with the request that final action not be taken in the absence of Mr. Imboden, a member of the committee appointed to re-drat ~'~ ,y. ,. -~-- the - whereupon the matter was carried over until the next meeting of the Counci 1. In the matter of a petition presented at the January 21st meeting by R. J. Waugh, T. C. Painter and Wal Wallner, petitioning for a sidewalk to be laid on the west unit, side of Jefferson Ave., north, in front of their properties ~ n accordance with the usual town conditions and referred to the director of publ is works and town attorney to confer wi the fourth property owner in the block, Mrs. Constance Mere th. The director of public works reported that the committee had conferred with Mrs. Meredith, and that she had stated shd was not willing, voluntarily, at this time to participat (cont'd} 1~ ~ f Council Minutes contd. Also, that from her point of view, it was more important to have the curb and gutter installed on 5th street N., adjoining the south side of her property and the macadam street finished up to conform to the new gutter, she. offering to pay one-half the cost of i the curb and gutter installation in front of her property I on 5th street, provided the Town would finish up the street ; in the usual and customary manner. Mrs. Meredith requested that in case the Council, regardless of her opinion, decided to go ahead with the walk on Jefferson Ave. and assess her property for the propottional cost, that the w alk not be built until late spring or early summer of 1947. The Council heard the report, with no action taken at this meeting. TAXICAB The pro~ed taxicab ordinance was re-submitted ORDINANCE by the ordinance committee, t~epresented by the town attorney , with certain revisions for approval by the Council. Marvin G. Graham, representing operators of 45 taxicabs, appeared speaking in behalf of setting up rates and zones. The propoead ordinance was fully discussed by the Co~cil~ with considerable opposition to establishing rates. On motion of T. F. Wirt, seconded by C. V. Jackson that the ordinance ass ubmitted be adopted, was voted on and defeated by votes five .to two. Then, on motion of W. F. White, duly seconded and unanimously passed, the C ouncil voted to reconsider the matter and carry it over until the next meeting. PARKING SPACES The director of public works reported that the parking spaces previously approved by the Council, for S. B. Steger Laundry & Dry Cleaners, Dr. R. H. Woolling and N. G.. Landis, had been marked off. STOP SIGN On motion of C. V. Jackson, seconded by T. COMMERCE ST. & F. Seagle and unanimously passed, was approved AMEND- BE IT ORDAINED BY THE COUNCIL OF THE TOWN OF PULASKI, VIRGINI , MENT THAT AN ORDINANCE TO REGULATE THE OPERATION OF VEHIC S OP1 THE PUBLIC STREETS, HIGH~~"LAYS AND ALLEYS OF THE TOWN OF Pt7LASKI, VIRGINIA, ADOPTED AUrUST 3, 1926, B AMENDF.~D BY ADDING THERETO THE FOLLOWING PROVISION; ~ SECTION 4 - A At such street intersections as may be designated fro time to time, by resolution of the Council, there shall be erected signs notifying drivers of vehicles to stop before entering or crossing a particular street, or highway, and when ver anv such signs have been so erected it shall be unlawful and a violation of this ordinance for the driver of any motor vehicl ~, horsedrawn vehicle or bicycle to enter such designated streets or highways without first coming to a complete stop upon arriv 1 at and before proceeding across or into such designated street or highway. Every person convicted of a violation of this aeetio shall be punished in accordance with the penalties prescribed n Section 35 of this ordinance. This ordinance shall become effective on March 1, 19 7. RESOLUTION On motion of W. F. White, seconded by F.
