regular semi-monthly session in the Council Chamber of the
Municipal building at 7;30 P. M., March 18, 1947.
There were present; Mayor A.T.Bskridge, presiding;
Lottie R. Runion, clerk; A.W.Gatewood, director of public wor~s;
Roby K.Sutherland, attorney; B. C.Taylor, treasurer, L. S. Bo~the,
chief of police, and Councilmen; T. F. Wirt, W,. F.White, F. A.j
Seagle, I.R.Carper and G. C. Hall. Absent; Councilmen; C. V.~
Jackson, Howard R. Imboden and W. D. Aust.
The minutes of the regular meeting held on March 4,
1947 were read and approved.
The following building permits,. coming within the
requirements of the ordinance were granted, subject to govern
regulations: To J.E.Greer for two-story cinder block Veterina
hospital, with apartment on second floor, on the east side of
Randolph Avenue, between 2nd and 3rd streets, N.W. to cost
X3500.00; C. D.~a~rn$~ for two-story concrete business buildin
on the south side of 4th street, between Walnut Avenue and
Newbern Roat}, N. E. to cost `7500.00; Clifton and J.W. Slaugh
for one-story cinder block dwelling on the west side of Colum
Drive, to cost X5,000.00; William M.Wolfe and G. W.Ratcliffe
for one-story .portable frame asbestos siding covered cab star

Avenue, North, to cost X300.00.
KROGER CO In the matter of application of The Kroger Company,

Jr. Geo. S. Bunn, Jr. and Winifred D. Bunn, requesting that two
parking meters in front of the proposed parking lot on the

side of The Kroger store on Washington Ave., be removed and
that a crossover entrance 30 feet in width crossing the side~.~- lk
on the east side of Washington Avenue, entering the said prop sed
parking lot be constructed at the expense of the Kroger Compa y-

manager of The Kroger Company, Geo. S. Bunn, Jr. and Winifred D.
Bunn appeared before the Council with their Counselor, A. I.
Crowell. Mr. Crowell spoke at length in behalf of the applic tion,
setting forth what he considered the advantages which would a'crue.

customers. Mayor Eskridge requested the opinion of A. W.
Gatewood, director of public works, as to the advisability
of establishing such a crossover at this point on Washington
Avenue, and blr. Gatewood stated that due to the locality
being on U. S. Route 11 through the town, which is a heavily
trawled highway, and the hazards which he believed would
be added both to vehicular and pedesttian traffic, he
could not recommend it, but suggested that the entrance to
the parking lot be off of Third Street through the 20-foot
public alley.
In executive session, after consideration, on
motion of W. F. White, seconded by F. A. Seagle and unanimously
passed, the Council granted the request of the applicants,
and directed that the two meters involved be removed from
the east side of Washington Ave. and re-set on thev~vest side,
all expense to be borne by the applicants, in accordance
with their proposal.
142.G.BANE M. G.Bane appeared before the Counci„ requesting
that either a parking space on the east side of Jefferson
Ave., between 2nd and 3rd streets, T1. W., in front of his
building be alfltted to him or that he be allowed to rent
a parking meter by the month to serve his purpose. The
matter was considered in executive session, with no action
taken .
ALLEY On behalf of the Southwestern Virginia Gas
EXCHANGE Com an a re uest was made that a
GAS CO. p y' q portion of an East-Nest
alley through Block 115 at the north side of Lot 25 in
Block 115 be abandoned, and that in lieu thereof the Gas
Company would deed to the Town'of Pulaski a 5-foot strip
of land off the south end of their property and provide a
10-foot strip off the north side of Lot 25 in Block 115.
On motion of T. F.Wirt, seconded by F. A.Seagle and _..
unanimously passed, the exchange of these properties
authorized, with the understanding that all expense incurred
would be borne by the Southwestern Virginia Gas Company.

pipe furnished. It was the opinion of the Council that the

and Newbern Road

make recommendations to'the Council.
