Pulaski, Va., April 22, 1947
The Council of the Town of Pulaski,Virginia met in
regular semi-monthly session in the Council Chamber of the
Municipal building at 7;30 P. P;., Argil 22, 1.947.
PRESENT There were present; Mayor A. T. Eskridge, presiding;
Lottie R. Runion, Clerk; A. ~PJ.rate~rood, Di rector of Public
Works; Roby K. Sutherland, Attorney; L. S. Boothe, Chief of
Police, and Councilmen; T. F. iNirt, TIow~zrd R. Imboden, F. A.

JOHN A. In the matter of application of John A. Duncan for

which was referred to the Councilmen from Third UVard at the
April 8th meF:ting; for investigation- upon their recommendation
and on motion of Howard R. Irnboden, seconded by I. R.Carper
and unanimously passed, the permit w as granted, with the
provision that the garage be erected 150 feet back of Jefferson
Ave.
DOTIGLAS T. Douglas T. Blair, P.Zana~er of the Pulaski Aviation
GLAIR
Service, appeared before the Council and requested that the
town assume~-~ the maintenance of Lovi_n~ field . After considerati on,
on motion of T. F.Wirt, seconded. by Howard R. Irnboden and unani-
mously passed, the matter was referred to the airport committee
for investigation and report ~~t8~ to the Counci7_ at an early
meeting.
FIRE A. H.'+Jy~al, chief of the FieDepartrnent, appeared

before the Council with the request for two new pumpers .to
replace equipment which has grown obsolete, and on motion of
Howard R. Irnboden, seconded by T. F. Wirt and unanimously
passed, the matter was referred to the Fire committe for investi-
gation and report.
MT OLIVET J. Harrison Harrell appeared before the Council, re-

(J.H.Harrel]~ques~ting information regarding improvements to It~t. Olivet Road.
He was asked to confer with property owners of that section
regarding the granting of add~.tional right-of-way in order .to ,provide
a 40-foot street, which he agreed to do and report his findings
to .the Council at an early meeting.
STREET In the matter of request fora street light at 5th St.
LIGHT
5th & S.E. and Floyd Avenue, on motion of Howard R. Imbod.en, seconded

by F. A. Seagle and unanimously passed, the same was referred
to the light committee, with pourer. to act.
ELECTRICAL In the matter of electrical inspections in the Town,

MILLS alley on the north side of First St. S. ~"J., between the plants
of the Jefferson Mills and Wallner Rosiertl P~~Zills concreted, (f
the abutting property owners offering to pay two-thirds of
the cost, provided the town would bear one-third, and the
property owners to pay 100 per cent for any extra concreti
they mirrht r equire done. On motion of F'. A.Sea~le, second~d
by T. F'. Wirt' and unanimously passed, the Council authorized
that the work be done during the week of` July 4, 1947, as ~(
further requested. by the applicant.

1. That the field house at Calfee Park had been
cor_zpleted - the work being done by the town forces.
2. That the traffic light at the intersection of
Randolph Ave. and 2nd St. N.W. had been installed.
3. That shipment of the blinker light for 5th St.N.{UV.

The director of public works brought before the Cour~cil
th.e request of Dr. Chas. Fox for a par~~ing space in front
of his office located in t he Dalton ~3uilding, and on motio?~ of

passed, the Council authorized that a one-car space be marked
off for this purpose on the east side of 'tashington Ave.,
between First St. N. and Peak Creek.
No action was taken on th.e request of County offi.ci~ls
that parking spaces-for three cars be slotted them near the
Court house.
The director of public worl~s broumht b afore the Cot~cil
the c omplaint of owner of the Pulaski Cafe in regard to 5 m~.nute
parking time in this~ection bet~~een First St.TT. and Peak C~ek
on the east side of 1`~~ashington Ave ., N., and recommended th~t
this area be included in the parking meter zone. Also,
recommended that a parkin? meter be installed on the West s~.de
of Washington Ave., in front of the Pure Oil Station, thus
completing the metered area in that block. On motion of
F.A.Sea~le, seconr~ed by Howard R. Imboddnr~and unanimously
passed, the Council authorized the purchase of six (F)

Further, or, motion of Hovrard R. Imboden seconded
by I. R.Carper, and unanimously passed, the director of
public works was instructed to change the parking signs on
the east side ofWashins~ton Ave., between first St. I~?. and
Peak Creek, from 5-minute parking time to one-hour, unti].
the parking meters could be installed at this point.
The matter of salaries of the members of the police
department was d_iscussed,w2~:3:~on motion of I. R.Carver, seconded
by Howard R. Imboden and unanimously passed, was referred
to the police committee for stud~r and report.
F. A.Sear~le called. to the attention of the Council
the danger caused by sparks escaping from the drau~*ht stack
of the Dunlap Veneer Compang. In this connection, A. H.
Wyaal, chief of the fired ebartment, reported that the officials
of the company had promised cooperation in the matter, a!hdting
they would rise the draught stack 20 feet hi~*her and install
3/4" perforated spark arrester at the top of` the stack, as
soon as materail was available.
In compliance with the taxicab ordinance, twenty-
nine (29) owners submitted applications for certificates of
public convenicnee and necessity to overate in the town,
which were accompanied by reports of the chief of~nolice
and read. After consideration, on motion duly made,
seconded and. unanimously passed, ~pplication~ ~-er~ ax~prov~d
