Pulaski, Va., July 8, 1947 The Council of the Town of Pulaski, Virginia met in regular monthly session in the Council Chamber of the Munici al building at 4:00 otclock, P. ~., July 8, 1947. PRESENT There were present: Mayor A. T. Eskridge, presiding Verna L. Dalton, clerk; A. ~~. Gatewood, director of public works; Mrs. Lottie R. Runion, treasurer; L. S. Boothe, ehief'of police, and. Councilmen: T. F. Wirt, C. V. Jackson, Howard Imboden, F. A. Seagle, W. D. dust and G. C. Hall. Absent: OATH TO CLERK C MINUTES. BILLS & PAYROLLS KINSER SPECIAL PERMIT BUILDING PERMITS W. F. White and I. R. Carper. The mayor administered the oath of office to Miss Verna Louise Dalton, newly elected clerk. The minutes of the regular semi-monthly meeting held June 19, 1947 were read and approved. On motion duly made, seconded and unanimously passed the Council authorized the payment of the regular bills and payrolls for the month of June, 1947. Said bills are given ~ the conclusion of these minutes. Mr. Elbert E. Kinser appeared before the Council, ion ~t the interest of the Rainbow Cabs of which he is owner, reque'ting that he.be given permission to install seven call in boxes't be located within the corporation as follows: (1) Mr. Obrio's Store, Big Railroad; (2) Corner of West Main Street & Randol h Avenue; (3) Corner of Randolph Avenue & 10th Street, North; (4) Corner of East Main Street & Madison Avenue; (5) Corner 5th Street, East & Newbern Road; (6} Mr. Austts Store on Highway and '(7) Corner Pierce Avenue & 5th Street, South. Ater discussion by the Council, Mr. Kinserts request was granted. The following building permits, coming within the requirements of the ordinance were granted: To General Chemi al Co. Pulaski Foundry for one story iron clad pattern storage building on the north side of 1st St. N. between Washington nd Madison avenues, to cost X4,000.00; To. E. and G. Dalton for a one story brick and block store building on the west: side of Jefferson Avenue between 1st and 2nd street, N. ail., to cost ' 1116 MOTOR VESICLE LICENSE ORDINANCE Council Minutes contd. Rice, for one and a half story cinder block business building with apartment on second floor on crest side of Washington Avenue, South, between 3rd and 4th streets, South, to cost X3,000.00; to H. E. Aust for two two-story block clapboard stucco dwellings on the West Side of Franklin Avenue between. 3rd and 4th Streets, N. E. ,., to cost X4,500.00 each; to H. E. Aust for two one-story block and clapboard dwellings on west side of Franklin Avenue between 3rd and 4th streets, N. E., to cost X4,000.00 each; to R. C. Lester for one story concrete block private garage in rear of residence, 504 Jackson Avenue, S. E., tofcost ~1,~5Q.00`. The town attorney appeared before the Council and sub- witted a proposed license ordinance covering motor ~:ehicles, requesting the Council. to fix the rates so they could be incor- porated in the ordinace. The matter was continued with the ordinance committee for the purpose of recommending a schedule of licensing vehicles to be charged and to report back at the next meeting. FIRE F. A. Seagle, representing the fire committee of the EQUIP- MENT Council, and A. H. Wygal, chief of the fire department, pre- sented to the Council information relative to prices, delivery dates, etc. on new fire trucks, which were requestbd by Mr. Wygal at a previous meeting. Action was deferred on the matter, pending a report of the finance committee. HEALTH The report for the month of May of the Pulaski Health DEPT. CAFE Department covering inspections of establishments where food REPORT is~served was presented to the Council. It was noted that con- siderable improvement was shown in the rating of these establishments. This report was filed in the regular inspec- tion files of the town. Pulaski, Va., July 8, 1947 On motion duly made and seconded, the Council unanimously approved the purchase of same. DIRECTOR The director of public works reported as follows: PUBLIC V'iORKS 1. .Practically all graveled streets carrying consid- REPORTS erable traffic had been oiled. 2. The fifteen-and-a-half foot alley extending northward off of lst Street. S. ~~., between the properties of Vdallner Mills, Inc., and the Jefferson Mills had been concret d as previously authorized by the Council. 3. Construction of the sanitary sewer on 5th Street, N. E., between Walnut Avenue and Newbern Road was proceeding satisfactorily and would soon be completed. VET. T. F. Seagle, seconded by Howard R. Imboden and. unanimously passed, Council approved th recommendation, authorizing Mayor A. T. Eskridge to prepare a d ed execute the necessary papers in connection with the program. SCHOOL The Mayor read a letter from F. J. The chief of the fire department, A. H. Wygal being present, stated that the building was vitally needed by the town for repair work to town equipment. Pulaski, Va., July 8, 1947 discussion, it was brought out that a check on water services and charges had been recommended in 1945 by the director of public works, which was approved by the Council, but owing to multiple reasons, etc., no check had been made. Upon motion of F. A. Seagle, seconded by T. F. V'lirt and unanimously passed, the Council authorized Mr. Robert P. Bunion to secure five assistants to make a survey of the situation, checking connec- tions and services provided for the entire town, and further, to noinpile a record of this check or survey, reporting to the Council at its next meeting the cost of same and the date the survey could begin.
