Pulaski, Va., August 7, The Council of the Town of Pulaski, Virginia met in regular monthly session in the Council Chamber of the Municip building at 7:30 P. M., August 7, 1947. PRESENT There were present: Mayor A. T. Eskridge, presidin~; Verna L. Dalton, clerk; A. W. Gatewood, director of public woks; and Councilmen: T. F. Wirt, C. V. Jackson, Howard R. Imboden F. A. Seagle, W. D. Aust, G. C. Hall, W. F. 'JVhite and I. R. Carper. Absent: None. MINUTES The minutes of the regular semi-monthly meeting held on July 22, 1947 were read and approved. 47 PETITION A delegation consisting of Mrs. C. C. Stewart, Mrs.! STREET IMP. MAPLE Holmes (representing R. L. Rogers), Mrs. M. V'J. Toler and Mrs.. STREET (JAMES Eastman (representing Mrs. 5. C. Richards) appeared before the HILL) Irene E. Council and presented a petition signed by 26 residents of Ma~1e Street (James Hill) section, asking for improvements to street of said section, said petition being filed in the town files. ~ In executive session, after considerable discussion on motion of C. V. Jackson, seconded by W. F. White, Council . ~ authorized that Maple Street (James Hill) be repaired as a gravel street. 6 BUILDING The following building permits, coming within the PERMITS requirements of the Ordinance" were granted: To. Mr. Christie Hurst for two story brick dwelling on east side of Lexington ,venue between 3rd and 4th Streets, S. E., to cost X6,000.00; To R. Stratton for one story greenhouse, material, wood and glass, south side of Clark Street, to cost X500.00; To Earl G. Hill for one brickcased alteration (extension) of one room to residenc~ on east side of Prospect Avenue between 10th and 11th Streets, tc cost X500.00; To W. H. PETITION A petition of fifteen residents of Pierce Avenue be- SI DEWALK PIERCE tween 1st Street and 4th Street, agreeing to share in the cost AVE. of building a sidewalk between the two forementioned points, and asking that the town enlarge the street to the standard size with curbs and correct drainage, was read to the Council, said petition filed in the town files. On motion of T. F. Wirt, duly seconded and unanimously passed, the Council approv- ed the sidewalk request on an equal"cost .basis as set forth in said petition, the matter of the street enlargement to be con- _ tinued. DR. J. E. GREER In the matter of the purchase of a small plat of (PARK LAND) land in the Mountain Park area by Dr. J. E. Greer, as recorded in the minutes pp. 1112 to 1114, in executive session, after lengthy discussion and considerable deliberation, on motion of W. F. White, seconded by T. F. Wirt, with counted vote five to three, sale of said land was accepted as surveyed upon condi- tion that the following clause be inserted in deed: rrIt is expressly understood and agreed between the parties hereto that should the said J. E. Greer at any time in the future desire to utilize that portion of the. premises hereby conveyed included within the present drain ditch, then the said J. E. Greer is to cause said drain ditch to be moved from its present location to a point immediately Northeast of the line extending South 46 deg.' 33r East as shown on said map, and there to con- struct a drain ditch of the same type, dimensions and material as the present ditch, the Southwest wall of said drain ditch to follow approximately Northeast of and along the course Sonth 46 deg. 33r East as shown on the aforementioned map. ~"dATER SUR- The mayor read to the Council a report from R. It shall be unlawful and constitute a misdemeanor for a~ y person, firm or corporation to operate or for the owner thereof to knowingly permit the operation upon the streets and thoroughfare s of the Town, of any motor vehicle, trailer, semi-trailer or motorcy cle or other mechanically propelled conveyance for which the licens e tax has not been paid, or which does not have attached thereto and ~ is- { played theron the license tag assigned thereto for the current license year., ~ ~ Every person, firm or corporation convicted of a violat on t of any of the provisions of this ordinance shall, for a first c~ ` n- viction thereof, be punished by a fine of not less than five (x .00) dollars nor more than one hundred 0100.00) dollars, or by impr~ son- went in 3ai1 for not less than one nor more than ten daps, or b~ both such fine and imprisonment; and for a second or any subsequent ~uch conviction within one year by a fine of not less than 010.00) collars nor more than two hundred 0200.00) dollars or by imprisonment fail for not less than one nor more than twenty days, or by both such fine and imprisonment. Pulaski, Va., August 7, 1947 DIRECTOR The director of public works reported to the Council as PUBLIC V`rORKS follows: REPORTS 1.' Pulaski Hospitalts request to buy a small plot of-land from the town was denied in view of the fact that said land was needed fQr proposed filter plant site by the Town of Pulaski. 2. In the matter of a revised town map requested by Mr. ~d. A. Moon to be used in the new city directory, the director of public works advised that Kent~s Studio had been engaged by Mr. Moon to make an aerial map for above purpose. 3. The parking situation on Washington Avenue south of the Maple Shade entrance was investigated by the chief of police and himself, and it was their ooinion that the situation was not too serious at the present time; however, if restrictions were desired, then it was their recommendation that signs, such as those found at west end of First Street Park on Washington Avenue, be used. 4. The hole on the side of Dora Highway adjacent to the eastern side of the bridge at Washington Avenue had been filled, and a wall had been built south side of the branch and east side of the bridge,•and street widened to eliminate some of the congestion at that point. 5. In the matter of parking on one side of the street. on Dori Highway, the director of public works repor- ted investigation by the chief of police and himself, stating it was their opinion that narking restrictions put into effect regarding same would not be practi- cable due to multiple reasons. 6. Curbs and gutter in front of properties of E. G. Dalton on 10th Street and E. Dalton on Prospect Avenue had been completed. 7. Repairs to the driveway entrance and the sidewalk in front of the Bushong Motor Company had been com- pleted. The director of public works reported that all three projects were on a fifty-fifty basis as to cost. PETITION In the matter of the petition of residents of Baskerville, RESIDENTS BASKER- Pierce Avenues and Graham and 5th Streets, South, the director of VILLE PIERCE public works reported to the Council that the street committee AVES. GRAHAM, recommended that paving the streets petitioned for should take 5th s, STS. its relative position of importance in the general plan of street improvements for the town. On motion of G. C. Hall, duly ' seconded and unanimously passed, above recommendation was approved. LIGHT Upon recommendation of the street committee, on motion of REQUESTS SAID T. F. After considerable discussion, on motion ofC. V. Jackson, duly seconded and unanimously passed, Council authorized that the town make the necessary repairs to restore the cabin tc~ its former condition. SEE CORRECTION P. 1145. RS. B. S. Keister that the Council consider her water service charge REQ. in relation to the water supply, which she stated, was not sufficient, and further, that the pipe lines supplying water in her section were two small to furnish water to the number of users no~v attached ~o the line. Pulaski, Va., August 7, 1947 The chief of police informed the Council of the request of Foy Hall that certain trees in the cemetery be cut down as they were covering walkway and killing grass in his cemetery plot. No action was taken on the matter. LIGHT Councilman I. R. Carper, chairman of the light committee, (6th St} DENIED reported that the light on Sixth Street between Madison and 0 AK~V00 D CEI~ET ERY ASSOC. APPROV. AND RESOLU- TION Washington Avenues was not approved due to fact that $ street light was already in use in that section. The town attorney brought before the Council the matter of the creation of a cemetery association, to be called the Oakwood Cemtery Association, as requested by Robert Calfee, former Pulaski resident residing in Cleveland, Ohio, presenting a resolution which was, on motion of W. F. White, seconded by G. C. Hall and unanimously approved, adopted as follows: YJfiEREAS, it has come to the attention of the municipal authorities of the TOR=n of Pulaski, situate in the County of Pulaski and State of Virginia, that certain lot owners, and others, are desirous of establishing a fund for the care, pre- servation, maintenance, improvements, repair and embellish- ment of OAKWOOD CEMETERY located in the said Tovrn of Pulaski and County of Pulaski, Virginia; and WHEREAS, future purchasers of lots therein, a.nd others, may also hereafter desire to make such gifts, grants, devises, or bequests; and Yy'HEREAS, it is necessary that Trustees be appointed by the Circuit Court of the County of Pulaski, Virginia, to hold and execute such trust. NOVd, THEREFORE, BE IT RESOLVED that the Council of the Town of Pulaski, Virginia, a municipal corporation, directs that the Circuit Court of the County of Pulaski be petitioned, under the statutes in such cases made and provided, to appoint not less than five nor more than nine trustees under and by virtue of Section 50 to 59, inclusive, of the Code of Virginia, as amended, to take and hold any gifts,-grants, devises or bequests and/or conveyances of property, real, personal, or mixed, in connection with OAKWOOD CEMETERY and its care and maintenance; and for this purpose the Attorney for the Town of Pulaski is further authorized and directed to loin with the Attorney for the Commonwealth of~the County of Pulaski in mak- ing said application. BE IT FURTHER RESOLVED that the Cemetery Committee of the Council of the Town of Pulaski be, and they hereby are, DIRECT- ED 3ointly to act with said Trustees in the management of the funds received from the sale of lots by said Town in order to promote the efficient use of the available funds in the future maintenance, improvement, repair and embellishment of said OAKV~'OOD CEMETERY. r 1 AND IT IS FURTHER RESOLVED that a copy of this resolution be filed with the papers in the applica+„i on for the appointment of said trustees. (TIRES ETC) On motion duly made, seconded and unanimously approved, the Council authorized that the curb on north side of First St}eet in front of Virginia Foods, Inc., be painted yellow. Councilman C. V. Jackson brought before the Council the matter of a complaint from Mrs. F. T. Albert regarding parking~on Randolph Avenue alongside her property. No action was taken the Council. Oouncilman C. V. Jackson brought before the Council the complaint of Gemmell Transfer Company, et al., regarding t e concrete entrances to alleys and driveways which have been ins alled with the raise of two inches above the gutter, stating same ha been injurious to tires, etc. The director of public works ad ised the Council his opinion was that same was not injurious to tin s and that the present curb design was beneficial in many respec s. i .
