The Council of the Town of Pulaski, Virginia met in - regular monthly session in the Council Chamber of the ltZunicipal building at 7;30 P. Pd ., September 5, 1947, a quorum being present- with the Mayor present and ,voting. PRESENT There .were present: Mayor A. T.'Eskridge, presiding; Verna L. Dalton,~clerk; A. W. Gatewood, director of public works; and Councilmen: C. V. Jackson, Howard R. Imboden, G, C. Hall, and I. R. Carper. Absent; T. F. tiYirt, F. A. Seagle, tiJ. D. Aust and W. F. White. MIATUTES APPROPRI- ATION TO FIRE PRE- VENT I ODT CAP~ZPAIGN MOTOR VEHICLE LICENSE - ORDINANCE (TRUCKS) (Gemmell) BILLS ~ PAYROLLS BUILDING PERMITS The minutes of the rentalar semi-monthly meeting held on August 19, 1947 were read and approved. Clark Owen, J. T. Gilmore and D. G. Ray, representing the Pulaski Fire Department, appeared before the Council requesting, an appropriation of x47.50 to be used in the fire prevention campaign to be conducted shn~tly in the elementary grades. On motion of C. V. Jackson, seconded by H. R. Imboden and unanimously approved, an appropriation not exceeding the sum of fifty dollars 050.00) was granted for above p~~rpose for the present .year. T. ,Tames Gemmell of the Csemmell Trar..s.f. Pr Company, came before the Council, requesting that the Co~incil take into consid- eration t?~•e matter c?f the recently enacted license ordinance, stating the same did not appear fair and eauitable so far as dray licenses and truck licenses were concerned, to the extent that a number of out-of-town trucks came into town and did hauling within the. town without town license or dray license. Upon motion of C. V. Jackson, seconded by Howard R. Imboden, and unanimously approved, the matter was referred to the ordinance committee for investigation and report. On motion duly made, seconded and unanimously passed, the Council authc~rizeci the na~Tment of the regular bills and pazTrollls for the month of August, 1947. Two applications for certificates of public convenience and necessity by Odell H. and rTovella D. r~4ayberry for one a~dition- al taxi cab and to Samuel Marvin Stuart for one taxi cab we approved by the Coi_ancil upon recommendation by the chief of~ police. Douglas T. Blair, Manager of the Pulaski Aviation Ser- vice, came before the Council, asking for information regar ing the matter~of maintenance of Loving Field by the town, said matter being brought before the Council on April 22, 1947, at whic time it was referred to the airport committee for investigation nd 1:~ ~v DIRECTOR PUBLIC tiNORKS REPORTS Cotancil Minutes Con+td. Council as follows; The director of public works reported to the (1) All the information regarding smoke and soot control req~.~ested by the Council had been received, and the Coal Producers Com- mittee for Smoke Abatement had been con- tacted and that a representative of the committee would come to Pulaski on September 11 to discuss the matter. (2) The street resurfacing program was underway and would require a few more days for com- pletion, subject to existing weather conditions. (3) He advised the'Council that Fifth Street, East, between Walnut Avenue and Newbern Road should be completed within a short time and that. same was 930 feet long and .20 feet wide. (4) The director of public works advised further that Roby K. Sutherland had. delivered his legal .opinion on the properties to be pur- chased and optioned toward extension of the runways at the airport. SPEED LIMIT The director of public works submitted a request WF'ST MAIN STREET from D. Gray Langhorne that a speed limit of fifteen miles (Langhorne Request) per hour be established on west I~~iain Street between Altoona and l~Tar-*azine Streets, in order to ctzt down on the dust and to eliminate the fast speeding. Said request was granted on motion of Howard R. Imboden, duly seconded and unanimously passed. SPECIAL MEET- On motion of C. V. Jackson, seconded by I. R. ITIG ( SMOKE 8° AIR POL. Carper, and unanimously passed, the Council agreed to call a MATTER) special meetinVr with the heads of the industrial plants to discuss the smoke and air pollution situation at three o t clock, P. P~., on 1~Tonday afternoon, September 8. WATER TANK The director. of public works brought to the SITE - RIDrE AVENUE attention of the Council the matter of the proposed water tank site on the west side of Ridge Avenue, stating that the two lots required for the site wo~.ald cost five hlzndred dollars each. On motion of Howard R. Imboden, seconded by I. R. Carper, and duly passed,-the matter was referred to the public property committee for investigation and report. I BE IT RESOLVED by the Council of the Town of pu~,aski, Virginia, that a tax of X1.60 be levied. on each ?100.00 ass~ssed value on all property, real and tangible personal for the y ar 1947, for the genera]_ purposes of the Town, including the p y of its officers, the working and keeping in repair of its stre ts, roads and bridges, and to nay the interest on its public de t, and to provide a sinking fund. for the redemption of the same, a d in addition thereto a poll tax of ?1.t~0 is hereb;~ levied on ea male citizen of the Town over 21 ,years of ale, to be used in kee_ irk its streets, roads and brides in repair. ~ t On motion duly made, seconded and tnanimously p sed, the Council ordered that a penalty of 5~ be added on Februa t 1, 1948, on all t.znpaid 1947 taxes, and fixed an interest ch ge of 6°~ to be added on all unpaid 194'7 taxes after August 31, 9~. P~zlaski, Va., ,Sept. 5, 1947 SPECIAL RESO- In the matter of the resolution regarding the LUTION CAPITAL WATER ACCT. transfer of the sum of one hl~ndred thousand dollars from the TRANS. FUNDS Special Water Fund to the CTeneral Fund adopted at the regular meeting held on August 7, 1947, on motion of Howard R. Imboden, duly seconded and unanimously passed, the Council Former action rescinded this action, and the following special resolution, Rescinded.. after the reading thereof, on motion of Howard R. Imboden, seconded by CT. C. Hall, and unanimously approved, 'was adopted as follows; BE IT RESOLVED that the transfer of the sum of One Hundred Thousand {100,000.00) dollars from the "Specj.al Water Capital Account" ftuld to the "General Fund', as approved on the 20th day of 1~Ray, 1947, to be used for the purpose of liquidating the remaining indebtedness incurred by the Regular ti'Jater Department of .the Town, in making repairs to, and increasing _ the height of "Hogan~s Dam", be, and the sane is hereby approved, with the understanding that said sum be, and is recognized as a loan to, and an obligation of the Regular Water Department of the Town, and that the Town obligates itself to repay the amount in full to the "Special Water Capital Account Fund" at the rate of Twenty Thousand (~~20,000.00) dollars each an d every ,year lentil said borrowed stun shall have been repaid. BE IT FURTHER RESOLVED that this loan, with 30 Interest added from April 1st, 1947, be repaid from that portion of the Regular Water Accolant income, derived from .increased revenues due to the increase ' in Water Rates, which, by action of this Council, became effective as of ~TUly 1st, 1947. TOWN -COtrrTTy In regard to the Pulaski County installing radio JOINT RADIO receiving sets in their cars and participating in the operation. of the Town Radio Station owned by the Tovm of Fulaski, said matter was discussed, with no action being taken by the Council, pending action by the Board of Supervisors. DUNLAP VENFF,R The matter of sparks issuing from the stack SPARKS at the Dunlap Veneer Corp. Plant on Lake Street was brought before the Council by Councilman I. R. Carper, who requested information as to what had been done about former complaints. He was advised by A. W. Gatewood that A. H. GJygal, Ohief of the Fire Department, had advised that the stack had been raised twenty feet and a mode closely woven spark arrestor Council P.!Iinutes Cont +d.
