M1IT$ INDUSTR IA+~ LISTS PETITIONS READ REPRE~ENTA- TIVES SPEAK ~: ~ ~. ~.€•-~ Council Minutes - Pulaski, Va_., September 8, 19~ Pursuant to action of the Council at its regu~.ar meeting held on September 5, 194?, the Council met'in special i session in the Council Chamber of the Municipal building ~.t { 3 oF,l.ock; P. M., September 8, 194?. There were present; Mayor A. T. Eskridge, presiding; Verna L. Dalton, clerk; A. W. Gatewood, director. of public works; and Councilmen; C. V. Jack:on, Howard R. Imboden, F. A.~Seagle, G. C. Hall and W. F. White. Absent; T. F. Wirt, W. D. ~ust and I. R. Carper. The Mayor stated that the meeting had been cs~lled for the purpose of discussing the smoke and air pollution situa- tion in the Town of Pulaski with the representatives from the various industrial plants of the town and other business}coming before the Council. i ~-hereupon the clerk then read the petitions regard- . ing said matter submitted on dates August 19, 194? and Se#pte~aber 5, 194?. i Following the reading of the petitions and t2a~e dis- cussion thereof, .the following industrial representativea~ spoke, stating further the position their respective plants word ins C. E. Richardson, of the R. C. A. Plant, who stated that additional boiler was expected to be installed but they no position to promise definite elimination oP trouble; P. Tate, oP said plant, who was of the same foregoing o further stating that much of the dust in that locality coming Prom their plant but from the'nearbg roads and h in lliam s; Roy C. Garrett, American Pigment Corporation, who was of~the opinion that smoke could not be eliminated without grave~conse- quences; J. E. Bunts, General Chemical Company Foundry, >~ho stated that no smoke came from the Foundry except during the winter months, created then by the heating plant, coke used for Foundry purposes; Louis A. Dunlap, Dunlap V~s-e ration, who stated that it was not possible to eliminate entirely and should he be forced to do so, he would be c to close down the plant, further advising the Council an Corpo- ailed the ~ ~ ~~ Council Minutes Cont+d. Gatewood, .director of public works, advise F WORKS REPORTS the Council that he had contacted the. cities of Roanoke, Lynchburg, Charlottesville, Alexandria and Bristol to find out what theg had in the way of ordinances to control smoke and air pollution,. the information received indicating that Roanoke had only recently passed an ordinance covering this subject, Bristol at present having a survey made, Lynchburg did not have an ordinance, Alexandria having.an ordinance, also Charlottesville having some regulation. Ne further advised the Council that copi®s of the Roanoke, Alexandria and Charlottes- ville ordinances were in the files of his office. MEETING WITH Mayor A. T. FG~t sentatives present and members of the Council to m®et the 3lil'08E ABATE- MENT representative from the Coal Producers Committee for Smake Abatement who would be in the Municipal ©ffice Thursday morning, September 11, 194?, the exact hour, not being known. TOVIM-COUNTY In executive session, the Mayor read the letter JOIST RADIO- LETTER TO addressed to .the Board of Supervisors of Pulaski County BOARD SUP. which stated the conditions under which the Town would be willing for the CAUnty of Pulaski to loin in the use of the Police Department Radio Broadcasting Station of the Tows,` said letter as follows; "The Council of the. Town of Pulaski is willing for the County of Pulaski to 3oin in the use of . the facilities of the Police Radio Broadcasting Station on the followi.izg fiasia; . (1) Any new installation required or brought about by the County+s participation, to be paid for by the County. (2) 50y~ of Maintenance Cost of Station. (3) 50~ of Operators Salaries; on present bass, would b® X22?.50 per month to County. On® half each to Town and Coup (5) The Town oP Pulaski is glad to cooperate with the County of Pulaski on the above basis believing that the County~s participati will b® of advantage to the County as a wholes and at the same time, the Town desires to re sin ownership of its station, since it has b en so satisfactory, it would not want to enter any agreement which could by any means lead o jeopardizing the operation of the stati r for Town use in the future. (6) The above proposal for the County~s part cipa- tion in the use of the facilities is co idered favorable to the County, and intentions y made _ _ so, due to the interest of the Town, in welfare of the-County, and realizing tha the two interests are largely mutual, and wi ing to cooperate with this thought in mind, d on this basis." LETTER After much discussion, on motion of C. V. Jac~son, APPR OVBD seconded b'9' F. A. Seaglo, and unanimously approved, the Council F authorized that the letter as read be presented to the Beard of Supervisors for their approval. DEADLINF~ On motion of V11. F. White, seconded by C. V. J~ckson, TRUCK. TAGS EXTENDED and unanimously passed, the Council authorized that the- adline for obtaining town licenses for trucks be extended from ptembe 15 to October 1, 194?. BUILDING The following building permit, coming wi thin the PENT ' requirements of the Ordinance, was granted; To Charles I~. Hud- son, for one and a half story storeroom and four room aps~rtment , • and bath on second floor, concrete block-stucco, on nortY~ side of Third Street, N.
