HomeMy WebLinkAbout09-29-47~ ~ Council Minutes •Pulaski, Va., September 29, 1947 SPECIAL The Council of the Town of Pulaski, Virginia SESSION met in special session in the Council Chamber of the Municipal building at 4;00 P. M., September 29, 194?, a (QUORUM PRES) quorum being present with the P~Iayor present and voting. PRESENT There were present; Mayor A. T. Eskridge, pre- siding; Verna L. Dalton, clerk; L. S. Boothe, chief of police, Mrs. Lottie R. Runion, treasurer; A. W. Gatewood, director of public works, and Councilmen; C. V. Jackson, W. F. White, F. A. Seagle and W. D. Aust. Absent: T. F. Wirt, Howard R. Imboden, I. R. Carper and G. C. Hall. LIC. TRUCK The Mayor stated that the meeting had been called ORD. PURPOSE to consider the matter of an ordinance on motor vehicle licenses, giving particular attention to licenses for trucks, same having been referred to the ordinance committee for consideration at a former meeting and having been turned over to A. W. Gatewood for a final draft. Whereupon, A. W. Gatewood, director of public works, presented a proposed license ordinance to the Council, same being considerably discussed pro and con, with alterations being made to same during the meeting. AUG. fifth ACT. On motion of C. V. Jackson, seconded by W. F. RECINDED White and unanimously approved, Council recinded its former action taken on August 7, 1947 pertaining to "An Ordinance To Amend and Re-enact an Ordinance Providing for the Levy and Collection of License Taxes on Motor Vehicles, Trailers, Semi-trailers, and Motorcycles in the Town of~Pulaski, Virginia, and Prescribing Penalties for the Violation" Thereof" . TO MINIMUMS. followin ordinsa ce g - however with the s prcbviso that the minimum rate of six dollars per year for private use trucks and nine dollars for hire trucks should apply during the present fiscal year, September 1, 194? to August 31, 1948, the minimum rates as shown in the present ordinance to apply thereafter: ORDINANCE AN ORDINANCE TO A~~ND AND RE-ENACT AN ORDINANCE Council Minutes Contd. - Pulaski, Va., September 29, 194~f a PROVIDING FOR THE LEVY AND COLLECTION OF LICENSE TAXES ON MOTOR VEHICLES, TRAILERS, SEMI-TRAILERS, AND MOTORCYCLES IN THE TOWN OF PULASKI, VIRC7INIA, AND PRESCRIBING PENALTIES FOR THE VIOLATION THEREOF: Be it Ordained by the Council of the Town of Pula~ki, 3 Virginia, that the ordinance providing for the levy and col~ec- tion of license taxes on motor vehicles, trailers, semi-trailers and motorcycles in the Town of Pulaski, Virginia, be amended - and re-enacted as follows: That license taxes be levied and collected for t uses and purposes of the Town of Pulaski, Virginia, on all motor vehicles, trailers-, semi-trailers, motorcycles, mot._o~- bikes and all other mechanically propells d conveyances own~d by residents of the Town of Pulaski, or principally garaged or operated in said Town; for the year begir'ining September 1,' 1947, and ending August 31, 1948, and also for each and ev ry year thereafter beginning on September 1, of each year ands ending August 31 of each succeeding year, in accordance with 1 the following schedules t (1) Autom~obilc~s: Twenty (20~) cents per hundred, wei~t. (2) Taxicabs; Fifty (50¢) cents per hundred we~ght. G (3) Motorcycles, motorbikes and motor scooters Two 02.00) dollars each. Failure to properly display a license tag is sub jest to the same penalty as failure to obtain a license. License fees for motor vehicles, trailers, semi- trailers and motorcycles shall not be pro-rated for Tom taxes, except that the fee for~each license purchased between March 1'and June 15 of each year shall be .one-half (2) of i f1 116 Council Minutes Contd. Pulaski, Va., September 29, 194 the amount levied for t he entire year; and the fee for each license purchased after June 15 shall be one-third (1/3) of the amount levied for the entire year. The license taxes herein prescribed shall be due payable on September 1st, 1947, for the year September 1, 1i~47, to August 31, 1948, and on September 1 of succeeding year thereafter. It shall be unlawful and constitute a misdeamor any person, firm or corporation to operate or for the owner thereof to knowingly permit the operation upon the streets d thoroughfares of the Town, of any motor vehicle, trailer, s i- trailer, or motorcycle or other mechanically propelled cony - ante for which the license tax has not been paid, or which does 1 not have attached thereto and displayed thereon the license. assigned thereto for the current license year. Jackson, duly seconded and TO HEALTH DEPT. unanimously passed, Council authorized that the appropri- ation of X1684.00 per annum to the Health Department be the same as the foregoing year. W.W.DICRERSON A building application of W. W. Dickerson (for APPLICATION R. J. Bryant) for one story repair shop and service station, cinder block and concrete, on the north side of 2nd Street, N.E., Corner of 2nd Street and Franklin Avenue, to cost X1,000.00 was read to the .Council, same on motion of W. F. White, duly seconded and unanimously approved being referred to a commnittee composed of C. V. Jackson, W. F. White and W. D. Aust for investigation and report, said committee acing with the Mayor . WALTER WHITE The application of Wal ter White for one stable, APPLICATION temporary for winter, on the west side of Randolph Avenue, between 13th and 14th Streets was referred to the afore- mentioned committee for investigation and report.
